    Anne Frank’s diary published online 70 years after her death, as dispute over copyright rages

    A French academic and an member of Parliament on Friday (Jan 1) published online the famous diary of Anne Frank, despite a dispute with rights holders as to whether the work is now in the public domain.

    The duo claim “Diary of a Young Girl” became public property on Jan 1 as 70 years had elapsed since Anne’s death at the age of 15 in the Bergen-Belsen concentration camp in 1945.

    Under a 1993 European law, a book loses exclusive copyright at the start of the seventh decade after its author or authors are dead.

    “In regards to this book, this testimony and what it represents… I bear the conviction that there is no greater combat than to fight for its freedom, no greater tribute than share it without restriction” wrote University of Nantes lecturer Olivier Ertzscheid, who posted the work online in its original Dutch.

    Anne used the diary to chronicle her life from June 1942 to August 1944 while she and her family were in hiding in Amsterdam.

    A tableau of life for persecuted Jews in Nazi-occupied Europe, it was first published in Dutch in 1947 by her father, who deleted some passages. More than 30 million copies have been sold.

    The Anne Frank Fund, based in Basel, Switzerland, holds the rights to publication and told Agence France-Presse previously that it had sent a letter threatening legal action if the diary was published.

    The Fund argues that the book is a posthumous work, for which copyright extends 50 years past the publication date, and that a 1986 version published by the Dutch State Institute for War Documentation (NIOD) is under copyright until at least 2037.

    Mr Ertzscheid had in October published on his website two French versions of the book, only to take them down after the publisher Livre du Poche sent a formal notice stating that copyright for translators was still in effect.

    He pointed out that another famous work with World War II ties had also become public domain on Friday: Adolf Hitler’s anti-Semitic manifesto “Mein Kampf”.

    French Parliament member Isabelle Attard of the Green Party also published Anne’s book online in its original Dutch on Friday, arguing that “fighting the ‘privatisation of knowledge’ is an absolutely topical issue”.

    Ms Attard has criticised the fund’s opposition as a “question of money”, adding that if the work was in the public domain, its author would gain even more renown.

    Auto-rickshaw drivers in the capital have returned to their previous strategy of defying the meter-reading fares in the absence of proper enforcement of newly-imposed rules and monitoring by the authorities concerned.

    As a result, most of the users of CNG-run three wheelers are subjected to immense sufferings and payment of much higher fares that what was fixed, passengers said.

    After revising fares and introducing mobile court by the Bangladesh Road Transport Authority (BRTA), the drivers followed the rule for some time. Currently, they are not complying with it.

    Although drivers maintain meter reading to some extent at day time, they become desperate after evening and they refuse to go without exorbitant fares they fix at their will.

    Besides, auto-rickshaw drivers said after paying fixed amount to the owners, only a little amount remains left in their pockets. This is insufficient for maintaining their daily family expenses.

    While talking to the FE, some passengers said, CNG-run auto-rickshaws are not following meters and they are now charging higher fares as in the past.

    Minara Begum, a banker who usually uses auto-rickshaw to go home from her office, said drivers are charging Tk 20 or 30 more than what is found in the meters.

    “Last Wednesday evening while I was going to Badda from Motijheel, a three-wheeler demanded Tk 250. But I paid only Tk 170 following meter reading for the same distance earlier,” she said.

    Another passenger Belal Hossain said, “I paid Tk 280 from Rampura to Agargaon with Tk 20 extra.

    When asked, Jamal, a driver, said he has to pay Tk 950 to the owner daily. Besides, there are some expenses including CNG cost in running such vehicles.

    “After meeting all the costs, Tk 500 remains left in my pocket. How will I maintain my six-member family in the capital with such a small amount of money,” he asked.

    Another driver Alif said, “I have to pay Tk 1,200 to the owner. Due to severe traffic congestion, I cannot make the desired number of trips. So earning is very limited now,” he said.

    “We are charging extra from passengers to cover the losses, he added.

    CNG Auto-rickshaw Owners Association general secretary Nazmul Hasan said they are aware of the issue of taking extra money from the passengers. They have initiated stern action against defiant owners who are demanding more than the government-fixed charge.

    “We are fully against such malpractices,” said Mr Hasan adding that they are cooperating with the BRTA authority to bring the violators to book.

    Over drivers’ earnings, he said after paying the owners, their income stands at about Tk 800 a day. So how they are earning little, he asked.

    He, however, said private auto-rickshaws are creating another problem. Many times colours of such private vehicles are as the same as the public ones. So law enforcers are facing difficulties to identify those. They are taking advantage of charging more fares as the vehicles do not run as per meter reading.

    BRTA director (Enforcement) Bijoy Bhushan Paul said, they are working tirelessly. To bring a discipline in the sector, a large number of auto-rickshaws have been dumped and some licenses canceled.

    They have also initiated a drive after evening as irregularities mostly occur during that time, he also said.

    “We are also taking action against owners and drivers as per online complaints,” the official added.

    Some 10 mobile courts are operating in the city to ensure payment of fares through meter reading.

    Bangladesh wakes up to tremors

    It was a surprise wake up call for people across Bangladesh in the dawn today when a 6.8 magnitude earthquake jolted Dhaka and other parts of the country.

    The earthquake hit at 04:35 local time (23:05 GMT Sunday) about 33km (20 miles) northwest of Imphal, the capital of Manipur state, in northeast India, near its border with Myanmar and Bangladesh, according to the US Geological Survey (USGS).

    The USGS estimated that as many as 98 million people in the region may have felt the earthquake.

    Strong tremors were felt in Dhaka and its adjacent areas around 5:05am when most of the city dwellers were in sleep. Panicked people rushed out of their residences and came to their nearby roads following the jolts.

    At least 16 students were injured at Dhaka University (DU) when were coming out of dormitories hurriedly. The injured were taken to Dhaka Medical College and Hospital (DMCH), DU sources said.

    Meanwhile, at least 40 people, who were injured while rushing for safer places, were admitted to DMCH, private television channel Somoy TV reports.

    A building was tilted in Sylhet city, the television added.

    In April 2015, Nepal suffered its worst earthquake on record with 9,000 people killed and about 900,000 homes damaged or destroyed.

    ভূমিকম্পে ভারতে নিহত ৬, ক্ষয়ক্ষতি

    ভারতের মণিপুর রাজ্যে ৬.৭ মাত্রার ভূমিকম্পে অন্তত ছয়জন নিহত ও শতাধিক আহত হওয়ার খবর পাওয়া গেছে।

    টাইমস অব ইন্ডিয়া জানিয়েছে, ভারতের স্থানীয় সময় ভোর ৪টা ৩৫ মিনিটে উত্তর-পূর্ব ভারত ও মিয়ানমার সীমান্তের কাছে এই ভূমিকম্পে মণিপুরের বিভিন্ন শহর ও গ্রামে ব্যাপক ক্ষয়ক্ষতি হয়েছে।

    যুক্তরাষ্ট্রের ভূতাত্ত্বিক জরিপ (ইউএসজিএস) দপ্তরের তথ্য অনুযায়ী, ভূমিকম্পের উপকেন্দ্র ছিল মনিপুরের ইম্ফল থেকে ২৯ কিলোমিটার পশ্চিম উত্তর-পশ্চিম এবং ঢাকা থেকে ৩৫২ কিলোমিটার পূর্ব উত্তর-পূর্বে ভারত-মিয়ানমার সীমান্তের কাছাকাছি। শীতের ভোরে বাংলাদেশ ও নেপাল থেকেও এ ভূমিকম্প অনুভূত হয়েছে।

    ভারতের আবহাওয়া দপ্তরের বরাত দিয়ে টাইমস অব ইন্ডিয়া জানিয়েছে, ইম্ফল থেকে ৩৫ কিলোমিটার দূরে মণিপুরের তামেংলঙ এর ননি গ্রাম ভূমিকম্পের উৎপত্তিস্থল।

    প্রচণ্ড ঝাঁকুনিতে ইম্ফলের বিভিন্ন ভবনের দেয়াল, সিঁড়ি ও ছাদ ধসে পড়েছে বলে ইম্ফলের পুলিশ ও দুর্যোগ প্রতিরোধ ইউনিট জানিয়েছে।

    ক্ষতিগ্রস্ত ভবনগুলোর মধ্যে কয়েকটি হাসপাতালও রয়েছে বলে এনডিটিভির এক প্রতিবেদনে জানানো হয়েছে।

    এনডিটিভির খবরে বলা হয়, ভূমিকম্পের পরপরই ভারতের প্রধানমন্ত্রী নরেন্দ্র মোদী আসামের মুখ্যমন্ত্রী তরুণ গগৈ এর সঙ্গে টেলিফোনে কথা বলেন। এক টুইটে মোদী জানান, তিনি স্বরাষ্ট্রমন্ত্রী রাজনাথ সিংকে ক্ষয়ক্ষতি মোকাবেলায় প্রয়োজনীয় ব্যবস্থা নিতে নির্দেশ দিয়েছেন।

    রাজনাথ বর্তমানে আসামে অবস্থান করছেন। আসামের রাজধানী গুয়াহাটি থেকে দুর্যোগ প্রতিরোধ ইউনিটের বেশ কয়েকটি দল ইম্ফলের পথে রওনা হয়েছে।

    এদিকে ভারতের প্রধানমন্ত্রীর দপ্তরের এক টুইটে জানানো হয়, ভূমিকম্পের পর মোদী অরুণাচল প্রদেশের মুখ্যমন্ত্রীর সঙ্গেও ফোনে কথা বলেন এবং প্রয়োজনীয় দিকনির্দেশনা দেন।

    ইন্ডিয়ান ও ইউরেশিয়ান প্লেটের সংঘর্ষে ভারতের উত্তর-পূর্বাঞ্চলীয় রাজ্যগুলোতে প্রায়ই ভূমিকম্প অনুভূত হয়। ওই অঞ্চলকে বিবেচনা করা হয় বিশ্বের ষষ্ঠ ভূমিকম্প-প্রবণ এলাকা হিসেবে।

    সিলেট অঞ্চল দিয়ে যাওয়া ডাউকি ফল্টের কারণে বাংলাদেশও বড় ধরনের ভূমিকম্পের ঝুঁকির মধ্যে আছে বলে ভূতত্ত্ববিদরা সতর্ক করে আসছেন।

      ভোরে ভয়াল ভূমিকম্প

      আতঙ্কের ভোর৷ সোমবার ঘুম ভাঙার আগেই মণিপুর এবং সেই সঙ্গে গোটা উত্তর–পূর্বাঞ্চল, পূর্বভারত এবং বাংলাদেশকে ঝাঁকিয়ে দিল ভূমিকম্প৷ কম্পন–বিপর্যয়ে বা তার জেরে সব মিলিয়ে ১৪ জনের মৃত্যুর খবর এসেছে এ পর্যন্ত। জখম শতাধিক। অনেকেই জখম হয়েছেন আতঙ্কে হুড়োহুড়ি করে ঘরবাড়ি থেকে বেরোতে গিয়ে। ৬ জনের মৃত্যু হয়েছে মণিপুরে। আসামে একজনের, পশ্চিমবঙ্গে একজনের, পশ্চিমবঙ্গের লাগোয়া বিহারের কিসানগঞ্জ এলাকায় আরও একজনের মৃত্যু হয়েছে। এ ছাড়া বাংলাদেশ থেকে এসেছে ৫ জনের মৃত্যুর খবর। ভূমিকম্পের উৎস ছিল মণিপুরেই, ভারত–মায়ানমার সীমান্ত অঞ্চলে। তামেংলঙ জেলার নোনে গ্রামের কাছে, ভূপৃষ্ঠ থেকে ১৭ কিলোমিটার গভীরে এই উৎসস্থল। রিখটার স্কেলে মান ৬.৭৷ রাজধানী ইম্ফল থেকে ২৯ কিলোমিটার উত্তর–পশ্চিমে এই জায়গাটি। বড় রকমের ক্ষয়ক্ষতি হয়েছে ইম্ফল এবং তামেংলঙ জেলায়৷ ভেঙে পড়েছে অনেক ঘরবাড়ি৷ বহু বাড়িতে চিড় ধরেছে৷ এদিন ভোর ৪টে ৩৫ মিনিট নাগাদ ঘটে এই কম্পন৷ দুলুনি চলে এক মিনিটেরও বেশি সময় ধরে। এতটাই তীব্রতা ছিল এর যে, বহু মানুষেরই ঘুম ছুটে যায়। শীতের ভোরে ছুটে বেরিয়ে আসেন তাঁরা বাইরে৷ তখন আলো ফোটেনি৷ ঠান্ডায় নয়, আতঙ্কেই যেন কাঁপতে থাকেন মানুষ খোলা আকাশের নিচে দাঁড়িয়ে। ইম্ফল, গুয়াহাটি, কলকাতা, শিলিগুড়ি থেকে রাঁচি, জামশেদপুর— নানা জায়গাতেই দেখা যায় এই ছবি৷ অনেকেই বলছিলেন, মনে হচ্ছিল খাট ধরে ঝাঁকিয়ে কেউ ঘুম ভাঙিয়ে দিচ্ছে৷ দেশের ১১টি রাজ্য ছাড়াও বাংলাদেশ, মায়ানমার এবং চীনের তিব্বত অঞ্চলে অনুভূত হয় কম্পন। ইম্ফলে বেশ কিছু বসতবাড়ি, বাজার, সরকারি বাড়ি ক্ষতিগ্রস্ত৷ কিছু বাড়ি একেবারেই বিধ্বস্ত। আর বহু বাড়িতেই ফাটল। সকাল হতেই ভেঙে পড়া বাড়িগুলিতে শুরু হয়ে উদ্ধারের কাজ৷ বিপর্যস্ত হয়ে পড়ে বিদ্যুৎ ও টেলি যোগাযোগ ব্যবস্থা। ফাটল ধরে কিছু বিদ্যুৎকেন্দ্রে, সড়কে। ইম্ফল পশ্চিম জেলায় ৩ জন, ইম্ফল পূর্ব জেলার জিরিবামে ১ জন এবং সেনাপতি জেলায় ২ জনের মৃত্যু হয়েছে। সকালে আবার একটি উত্তর–কম্পন অনুভূত হয়েছিল। তবে তার তীব্রতা ছিল কম। জাতীয় বিপর্যয় মোকাবিলা বাহিনীর দুটি দল গুয়াহাটি থেকে উড়ে এসেছে ইম্ফলে। সেনা এবং আধা সেনাবাহিনীও সহায়তা করছে উদ্ধারের কাজে। প্রধানমন্ত্রী নরেন্দ্র মোদি টেলিফোনে কথা বলেছেন মণিপুরের মুখ্যমন্ত্রী ওকরাম ইবোবির সঙ্গে৷ উত্তর-পুবের খবর নিয়েছেন মোদি৷ অন্য রাজ্যগুলির মুখ্যমন্ত্রীদের সঙ্গেও কথা বলে খোঁজখবর নিয়েছেন মোদি৷ প্রধানমন্ত্রী সারাক্ষণ নজর রাখছেন, টুইট করে জানিয়েছে প্রধানমন্ত্রীর দপ্তর৷ মোদি নিজে টুইট করে জানান, স্বরাষ্ট্রমন্ত্রী রাজনাথ সিংয়ের সঙ্গে তিনি কথা বলেছেন৷ রাজনাথ সিংও জানিয়েছেন, স্বরাষ্ট্রমন্ত্রক পরিস্থিতির ওপর নজর রাখছে৷ দিল্লি থেকে পাঠানো হচ্ছে চিকিৎসক দল, ত্রাণসামগ্রী। বিদ্যুৎ উৎপাদন স্বাভাবিক করার জন্য পাঠানো হচ্ছে বিশেষজ্ঞদের। আসামে জখম হয়েছেন অন্তত ২০ জন৷ গুয়াহাটি, শিলচর ও অন্যান্য জায়গায় অন্তত ৩০টি বাড়িতে চিড় ধরেছে৷ অরুণাচলপ্রদেশ, নাগাল‍্যান্ড, মিজোরাম এবং ত্রিপুরাতেও অনুভূত হয়েছে আতঙ্ক জাগানো কম্পন। বিহারের কিসানগঞ্জে ৬০ বছর বয়সী হরিশঙ্কর সাহের মৃত্যু হয়েছে আতঙ্কে হৃদযন্ত্র স্তব্ধ হয়ে।

      ভোরের ভূমিকম্পে বাংলাদেশে অন্তত ৫ জনের মৃত্যু হয়েছে বলে ঢাকা সূত্রে খবর। রাজধানী ঢাকায় শেষ রাতের ওই ভূমিকম্পে অনেকেই ঘুম ভেঙে রাস্তায় বেরিয়ে আসেন। হুড়োহুড়ি ধাাক্কাধাক্কিতে, উত্তেজনায় আবাসনের বিভিন্ন তল থেকে লাফ দিয়ে নামায় দুর্ঘটনাজনিত কারণেই এ–সব মৃত্যু। জখম হন আরও অনেকে। রাজধানীতে ঢাকা বিশ্ববিদ্যালয়ের বিভিন্ন ছাত্রাবাস থেকে এভাবে বাইরে বেরিয়ে আসার চেষ্টায় অন্তত ৬০ জন আহত হয়েছেন। আতিকুর রহমান নামে এক ব্যক্তি তার বাড়ির সামনে মারা গিয়েছেন। একইভাবে জামালপুর, রাজশাহি, লালমণির হাট ও পঞ্চগড়ে মারা গিয়েছেন আরও ৪ জন। সিলেটে আহত হয়েছেন ৩৮ জন। রাজশাহি বিশ্ববিদ্যালয়ের এক ক্যান্টিনকর্মী আতঙ্কে হৃদরোগে মারা গিয়েছেন।

    Towards a more liberal capital account regime in Bangladesh

    Bangladesh’s economy faced several macro-financial developments, some of which are positive or virtuous and others are not so favourable, over the last fiscal year (FY) 15, namely: (i) the foreign exchange reserve hit a record high of US$25 billon in FY15 and continues growing; (ii) the main source of the inflow is the increased activity in the financial account while the external current account balance has turned to a deficit after several years of sizable surpluses; and (iii) lackluster foreign direct investment (FDI), alongside sluggish private domestic sector investment, has contributed to the virtual stagnation of investment against gross domestic product (GDP).

    Real GDP growth rates have been reported to be hovering around 6.0-6.5 per cent rate officially, although there are reasons to cast doubt about these estimates against the backdrop of lacklustre export performance, static private sector investment, private sector credit demand etc.

    Foreign currency reserves have increased by more than 120 per cent during FY11 to FY15, reaching a record high of USD 25 billion (Figure 1).

    Current account’s contribution to the reserve fell substantially in FY15 due to a deceleration in export growth and remittances. However, the financial account of the balance of payments (BOP), which is often the least understood part of the BOP in Bangladesh, was the major driver of reserve accumulation (Figure 2).

    Historically financial account balance in Bangladesh has been generally negative or insignificant. However, from a deficit of more than $2.0 billion in FY11, it turned to a small surplus in FY12 and thereafter steadily increasing to a record surplus of $5.2 billion in FY15.

    A number of benefits generally result from high level of foreign exchange reserves. High levels of reserves act as a self-insurance policy at times of BOP crises. This is important for a small open economy like Bangladesh where current account balances and foreign reserves are often vulnerable to terms of trade fluctuations and capital flight. Noteworthy examples include East Asian countries, which rapidly built up foreign exchange reserves to record high levels in the post-Asian Crisis period.

    A large foreign currency reserve is also likely to improve the country’s credit rating as the likelihood of repayment is greatly increased. This lowers the country’s external borrowing costs as interest rate spreads for both sovereign and private borrowers over the London Interbank Offered Rate (LIBOR) would decrease. The decline in country risk may also encourage foreign investors in making FDI in labour intensive industrial and information technology (IT)-related sectors in Bangladesh. High levels of reserves will also improve government’s capacity to finance large infrastructure projects like the Padma Bridge, elevated express ways, and major power projects currently planned for.

    Furthermore, accelerated inflow of foreign assets creates a number of policy challenges including market pressures for exchange rate appreciation and complications for monetary management. Bangladesh Bank (BB) needs to incessantly buy dollars to prevent a nominal appreciation of the exchange rate of Taka against the dollar. However, buying dollars from the interbank exchange market has the side-effect of increasing money supply beyond the target level, undermining the inflation target. Any sizable sterilisation operation undertaken by BB in recent years to contain monetary growth within the intended limit entails quasi-fiscal costs and consequent reduction in the profitability of BB and its contribution to the budget.

    Against this background, BB’s reserve management strategy should undertake measures to stem the reserve growth through market mechanisms. The financial and capital accounts should be liberalized further, which will create additional demand for foreign exchange. Export retention can be increased in steps and may even ultimately go up to 100 per cent (as in India and China). This will force commercial banks to manage foreign currency denominated assets and develop more products for their clients in consultation with BB. Commercial banks will be flushed with dollars and will be in a position to offer foreign currency-denominated domestic lending. There could be further liberalization of the current account transactions like the level of foreign exchange allowed for foreign travels, internet transactions for hotel bookings and purchases from abroad etc.

    It is encouraging to note that BB is indeed moving in this direction. In July 2015, BB raised the Net Open Position (NOP) limit for commercial banks. This means that banks are now allowed to hold more foreign exchange reserve, up from $1.36 billion to $1.51 billion, helping them to better manage foreign currency transactions due to diminished pressure of buying or selling. Banks will also be able streamline foreign exchange loans as they will have access to more funds locally. However, banks will face exchange rate risks and will have to develop the expertise to manage and mitigate such risks. This measure follows a series of other measures by BB to liberalise the financial and capital account transactions.

    However, Bangladesh remains significantly behind other developing economies, especially India, in terms of liberalisation of financial flows. This is particularly evident in the foreign exchange and capital account regulations which are greatly restrictive compared to other emerging nations.

    With regard to investment inflows, Bangladesh’s FDI regime is very liberal, in comparison to China and India. Bangladesh has no restriction on ownership or holding period of the intended venture, which is similar to that of India. Profits can be repatriated without any obstacles. In China, however, there is a mandatory holding period of three years for foreign strategic investors.

    In contrast, Bangladesh imposes strict restrictions on outflow of FDI as residents are not allowed to invest abroad. Only foreign firms which are listed in the stock market are allowed to automatically remit proceeds of their share sales out of Bangladesh. In all other cases of outward remittance, prior permission from BB is required for the approval, obtaining which is not easy.

    Bangladesh compares poorly with China and India regarding other aspects of the capital account regime. For many types of investment purposes, inflow of funds is allowed while any outflow is heavily regulated or entirely prohibited. This includes portfolio equity investment, portfolio bond investment, foreign loans and domestic currency accounts of Non-Resident Bangladeshis (NRBs). Inflow of funds in the above areas is also often subject to restrictive regulations including portfolio equity investment and foreign loans. By contrast, China and India provide very generous regimes for inflow of funds in all of the above capital account transactions.

    Bangladesh has barred virtually all forms of outflow of funds including portfolio equity investment, portfolio bond investment, money market investment, derivatives and foreign loans. However, Bangladesh permits repatriation of sales, capital gains and dividends originating from portfolio investment through a Non-resident Investor’s Taka Account (NITA). The export retention limit for low value added sectors was increased by 5.0 percentage points (to 15 per cent) and for high value added non-readymade garment (RMG) sectors was increased by 10 percentage points (to 60 per cent) in May this year. Export proceeds are required to be repatriated to Bangladesh within four months, which is significantly shorter than that of six months in China and one year in India. In both countries export earnings may be retained as foreign currency in their entirety and may be deposited in domestic accounts. In addition, China and India permit outflow in all forms of the above investment areas.

    As can be seen, the current policy regime views inbound foreign exchange transactions favourably while considering any type of outbound transactions as inherently undesirable. This is akin to the “Mercantilist” view between the 16th and 18th century Europe which intended to avail positive trade balances in accumulating monetary reserves. This outdated policy of “restrictive” capital account regime has many problems and it is no surprise that European nations today adopt policies that are totally contrary to the Mercantilist view.

    A restrictive capital account regime is neither conducive to increasing the level of investment in relation to GDP nor it prevents capital flight. Stagnating investment is identified as a limiting factor for Bangladesh not being able to break out of the “6.0 per cent growth trap” over the last few decades. In particular, a restrictive regime on foreign exchange outflows also poses problems in attracting foreign and NRB investors to Bangladesh, especially in transactions not involving FDI. Foreign investors may be particularly wary of the difficulties in recouping and/or repatriating their investments back to their host country.

    An inflexible capital account regime also precludes Bangladeshi residents to take advantage of investment opportunities abroad. Restrictions and uncertainty over foreign exchange regimes may also delay, hamper or deter importation of technology which is crucial to investment and industrialisation in a small developing country like Bangladesh. This may be due to complications with regard to foreign currency transactions and retaining export proceeds for further investments. Restrictive capital account regulations such as low export proceeds retention may also encourage delaying of repatriation of proceeds and money laundering to finance importation and other foreign exchange liabilities.

    BB has eased regulations in recent times in its quest to achieve financial and monetary liberalisation in Bangladesh. This includes an increase in the export earnings retention threshold and in the NOP limit. These are steps in the right direction but more needs to be done to achieve the goal of financial and monetary liberalization. Bangladesh may also permit on a selective basis outflow of investment, especially FDI, to help domestic investors to take advantage of lucrative investment opportunities abroad. Such investments schemes initially should require prior consent of BB and priority must be given to domestically established and successful firms which are better equipped to compete and survive in foreign markets.

    Whether we like it or not, Bangladesh may have to live with the situation where hot money or “carry trade”-induced inflow of foreign exchange will continue to be an issue. The incentive for such inflows is the relatively much higher rate of return on financial instruments (particularly higher interest rates) in Bangladesh in an environment of exchange rate stability. Since Bangladesh’s money and derivatives markets are not mature enough to withstand the associated volatility of foreign investment we need to develop these areas. In addition, it would be necessary to establish proper regulatory and economic environment which discourages flow of “hot money” into Bangladesh.

    Faraday reveals ‘sixth sense’ concept car

    Faraday Future, a secretive US automotive start-up bankrolled by a Chinese internet billionaire, revealed its prototype electric vehicle for the first time on Monday at the Consumer Electronics Show in Las Vegas.

    Its Batmobile-style FFZERO1 concept car embeds a smartphone in the steering wheel to give the vehicle a “sixth sense”, personalised to its driver’s preferences but also capable of piloting itself.

    While it is uncertain whether the four-motor, 1,000-horsepower vehicle will ever go into production, Faraday Future said it used the same “modular” manufacturing technique that would underpin all its vehicles.

    Nick Sampson, senior vice-president of R&D and product development, said the “Variable Platform Architecture” would allow Faraday Future to bring a range of electric cars to market at a faster pace than traditional automakers, who he said were moving too slowly to build environmentally friendly and internet-connected vehicles.

    “Our lifestyle is becoming very digital and connected, and the car industry isn’t responding to those needs quick enough,” Mr Sampson said. “Our architecture allows us to create different batteries without completely reengineering the thing each time.”

    Speculation about the 18-month-old California-based company intensified in recent weeks after it said in December that it would build a 3m square foot, $1bn manufacturing plant in North Las Vegas, ahead of the planned launch of its first vehicle in 2017.

    “We are focused on doing one vehicle [by 2017] but the strategy is such that we know we can follow that up in the future very quickly and efficiently with other products, rather than having to wait another five years for the next one to come out,” Mr Sampson said.

    Thanks to constant connectivity and autonomous driving technology, Faraday Future’s cars might be owned outright by consumers or rented in a way that Mr Sampson likened to a mobile subscription or a digital media app such as Spotify or Netflix. “You’ll subscribe to a mobility service…That completely changes the business model,” he said.

    Much of Faraday’s initial funding came from Jia Yueting, the founder of Chinese internet group Letv, who has said he hopes to beat Tesla in the nascent market for connected, electric cars.

    Mr Sampson did not disclose its other investors or how much it had raised to date, but said Faraday Future planned to raise new funds “in the not-too-distant future, from a number of different sources”.

    On Monday, Faraday also announced its partnership with Letv, which offers internet and video content in China as well as smartphones and connected television sets on which to watch it. Letv has previously partnered with Aston Martin on in-car “infotainment” systems.

    Construction will start on its Nevada facility in the coming weeks, it said on Monday, as it continues a frantic hiring spree. Already, staff have been hired from automotive companies such as Tesla, GM, BMW and Audi as well as tech industry players including Google and Samsung, and aerospace groups such as Boeing and Space X.

    “We are growing a team very fast,” Mr Sampson, a former engineer at Tesla and Lotus Engineering, told the Financial Times, with more than 550 employees in the US and another 200 through partnerships around the world.

    However, Faraday has also suffered the loss of its chief battery architect, Porter Harris, after 15 months in the role, according to his LinkedIn profile.

    Mr Sampson said that by revealing itself with a racy concept car, Faraday Future hoped to introduce the company as “exciting, fast and dynamic”.

    “It’s a demonstration of how we can put almost anything on top of our platform,” he said. “It could be something as mundane as a pickup truck or as exciting as a racing car.”

    Faraday Future’s launch is one of many automotive announcements at CES this week. Toyota said it would adopt Ford’s software standard for connecting smartphone apps to its dashboards.

    Land conversion threatens Southeast Asia’s mangrove forests: NUS study
    Continued expansion for rice farming in Myanmar and conversion of magroves into oil palm plantations in Malaysia and Indonesia could accelerate deforestation, according to researchers.

    The conversion of mangrove forests for other uses poses a big threat to their existence here in Southeast Asia, according to a study by National University of Singapore (NUS) researchers.

    In a press release on Tuesday (Jan 5), NUS said that while the rate of deforestation was lower than previously thought, 2 per cent, or more than 100,000 hectares, of mangroves in the region were deforested from 2000 to 2012.

    The study was authored by Assistant Professor Daniel Friess, from the Department of Geography at NUS, and Dr Daniel Richards, who was formerly from the same department. Dr Richards is now with the Department of Animal and Plant Sciences at The University of Sheffield.

    According to the study, Southeast Asia has the greatest diversity of mangrove species in the world, which store substantially higher densities of carbon as compared to most other ecosystems globally. Thus, the mangrove forests play an “important role” in mitigating carbon dioxide emissions and climate change, the press release said.

    “UNDER-RECOGNISED THREATS”

    Despite the lower than expected rate of deforestation, the researchers found that continued agricultural expansion for rice in Myanmar and conversion of mangroves into oil palm plantations in Malaysia and Indonesia were “under-recognised threats” and may threaten the existence of the mangrove ecosystems in the region.

    In Myanmar, rice expansion has accounted for more than a fifth of the total mangrove change in Southeast Asia over the study period, and these trends are likely to continue with the country’s ongoing economic transformation, the press release said.

    As for the development of oil palm plantations, this is already a “major driver” of terrestrial forest and peat swamp deforestation in Malaysia and Indonesia, and contributes to regional issues such as haze, the researchers said. With palm oil production in Indonesia expected to increase steadily over the next few years, especially into frontier areas such as Papua, this is likely to pose “severe threats” to the mangrove forests there, they added.

    “Our study provides detailed information for evidence-based conservation of mangrove forests. Future research and policy interventions, at the national and subnational level, must consider the diversity of drivers of mangrove deforestation,” said Dr Richards.

    The findings were published in the journal, Proceedings of the National Academy of Sciences of the United States of America, in December last year.

    প্রয়াত ঝুমুর শিল্পী সলাবত মাহাতো

    মারা গেলেন লালন পুরস্কারপ্রাপ্ত ঝুমুর সম্রাট সলাবত মাহাতো। মৃত্যুকালে বয়স হয়েছিল ৭৩ বছর। শুক্রবার ভোররাতে তাঁর নিজের বাসভবন পুরুলিয়ার বরাবাজার থানার নটিপদা গ্রামে শেষ নিঃশ্বাস ত্যাগ করেন মানভূম ঝুমুর সম্রাট। পরিবার সূত্রে জানা গেেছ, বেশ কিছুদিন ধরেই অসুখে ভুগছিলেন। তবে শুধু লালন পুরস্কারই নয়, পেয়েছেন আব্বাসউদ্দিন পুরস্কারও। সম্প্রতি পুরুলিয়া সদর হাসপাতাল থেকে ছাড়া পেয়ে বাড়িতে গিয়েছিলেন। সলাবত মাহাতোর মৃত্যুসংবাদে জেলার সাংস্কৃতিক মহলে নেমে আসে শোকের ছায়া। সুদর্শন মাহাতো ও সুন্দরী মাহাতোর সন্তান ছিলেন সলাবত। ৯ বছর বয়সে সাধনা শুরু করেন। অভাবের কারণে খুব বেশি পড়াশোনা করতে পারেননি। বিভিন্ন আসরে ঝুমুর গান শুনতে শুনতে পড়ে গিয়েছিলেন ঝুমুরের প্রেমে। নিজেই গান লিখতেন আর সুর দিতেন। মানুষের মুখে মুখে তাঁর রচিত ও তাঁর গাওয়া গান ঘুরত। ঝুমুর ছাড়াও বাউল, কীর্তন, যাত্রাগানেও তাঁর অসামান্য কৃতিত্ব ছিল। বিখ্যাত সব যাত্রা শিল্পীকে দিয়েছেন গানের বিষয়ে তালিম। ১৯৯৬ সালে পান আব্বাসউদ্দিন পুরস্কার ও চানু স্মৃতি পুরস্কার। পরের বছর পান লালন পুরস্কার। ২০১০ সালের পর থেকে তিনি পেতেন চারুকলা পর্ষদের মাসিক দেড় হাজার টাকা পেনশন। কিন্তু হঠাৎ করে তা বন্ধ হয়ে যায়। অবশ্য জেলাশাসকের উদ্যেগেই হাসপাতালে ভর্তি হন। এদিন তথ্য ও সংস্কৃতি দপ্তরের আধিকারিক মানসী মণ্ডল–সহ সি পি এমের জেলা সম্পাদক মণীন্দ্র গোপ প্রমুখ ব্যক্তি প্রয়াত শিল্পীকে শেষ শ্রদ্ধা জানিয়ে আসেন।

    পৌষের উষ্ণতা গড়ল ১১৫ বছরের নজির

    জানুয়ারির প্রথম সপ্তাহে এত কম শীত গত এক শতকে এরকম হয়নি। দিনের বেলায় সোয়েটার পরা তো দূরের কথা, পথে অনেকেই দাঁড়াচ্ছেন ছাউনির তলায়। রবিবার কলকাতায় দিনের সর্বনিম্ন তাপমাত্রা ছিল ১৭.৭ ডিগ্রি সেলসিয়াস, যা ছিল স্বাভাবিকের থেকে ৪ ডিগ্রি বেশি। আগামী সপ্তাহেও যে শীত জমাটি হবে এমন সম্ভাবনার কথাও জানাতে পারছে না আলিপুর আবহাওয়া দপ্তর। রাজ্য জুড়েই এরকম গরম ভাব রয়েছে। তবে হিমালয়ের পাদদেশে একটি উচ্চচাপ অক্ষরেখার প্রভাব থাকায় রবিবার দার্জিলিঙে পারদ নেমে যায় ১.৫ ডিগ্রি সেলসিয়াসে। আবহাওয়া দপ্তরের খবর, আগামী কয়েক দিন কলকাতায় সর্বনিম্ন তাপমাত্রা এক–দু’ ডিগ্রি কমলেও কমতে পারে। গোটা রাজ্য জুড়েই থাকবে প্রায় একই রকম পরিস্থিতি। কোথাও জাঁকিয়ে শীত অনুভূত হবে না। চড়া শীত আগামী সপ্তাহে তো বটেই, চলতি মরশুমেই হওয়ার সম্ভাবনা বেশ কম। পশ্চিমি ঝঞ্ঝা দুর্বল। সঙ্গী হয়েছে বাংলাদেশ থেকে উত্তরবঙ্গ পর্যন্ত বিস্তৃত একটি উচ্চচাপ অক্ষরেখা। এই দুইয়ের প্রভাবে আপাতত সর্বনিম্ন তাপমাত্রা স্বাভাবিকের নিচে নামার সম্ভাবনা কম। একটি তথ্যে বলছে, গত ১১৫ বছরে জানুয়ারির প্রথম সপ্তাহে এত কম ঠান্ডা পড়েনি। কেন এই হাল? আবহাওয়া দপ্তর জানাচ্ছে, চড়া শীতের জন্য দরকার হয় জোরালো উত্তুরে হাওয়ার। এবার পশ্চিমি ঝঞ্ঝা শুরু থেকেই দুর্বল হওয়ায় উত্তুরে হাওয়া গতি পায়নি। মাঝেমধ্যে বইলেও তা ছিল দুর্বল। টানা উত্তুরে হাওয়া না বওয়ায় শীতও তাই তেমন জাঁকিয়ে পড়েনি। তার ওপর সকালের দিকে কুয়াশা থাকায় হাওয়ায় জলীয় বাষ্প বেশি থাকছে। তাতে রাতের তাপমাত্রা কমতে পারছে না। স্বাভাবিকভাবেই ভোরের তাপমাত্রাও বেশি নামতে পারছে না। তাই জানুয়ারির দ্বিতীয় সপ্তাহেও জমাটি শীত উপভোগ করা যায়নি। আবহাওয়া দপ্তরের খবর, দু–তিনদিনের মধ্যে কিছুটা তাপ কমবে। তাতে একটু হলেও অনুভূত হবে শীত। যদিও পৌষের প্রায় শেষ লগ্নেও বাংলা–সহ গোটা ভারতে জমাটি শীত না পড়ার মূলে রয়েছে ‘এল নিনো’। এর কারণে প্রশান্ত মহাসাগরের জল এই সময়ে স্বাভাবিকের তুলনায় এক–দু’ ডিগ্রি সেলসিয়াস বেশি গরম হয়ে উঠেছে। প্রভাব পড়েছে ভারত মহাসাগর, বঙ্গোপসাগরেও। মৌসম ভবনের অধিকর্তা লক্ষ্মণ সিং রাঠোরের কথায়, ‘এল নিনো’র প্রভাবে প্রশান্ত মহাসাগরে জল গরম রয়েছে। আর এর প্রভাব পড়েছে দক্ষিণে। এমনিতেই গত কয়েক বছরের তুলনায় ২০১৫ সাল উষ্ণতম ছিল বলে আগেই জানিয়েছিলেন আবহাওবিদরা। শীতকালেও তার ব্যতিক্রম হয়নি। শীতের প্রথম ভাগে জমাট হিমেল আমেজ পায়নি বাঙালি, এমনকি উত্তর ভারতের মানুষজনও। হাড়কাঁপুনি ঠান্ডা অনুভূত হয়নি উত্তরবঙ্গ, এমনকি উত্তর ভারতেও। বড়দিনের সময় কিছুটা শীতের আমেজ এলেও তা ছিল কয়েক দিনের জন্য। তারপরই বারবার কখনও মধ্য ভারত, কখনও আবার বঙ্গোপসাগর থেকে কুয়াশা ঢুকে এসে চড়িয়ে দিয়েছে পারদ। অবশ্য ‘এল নিনো’র প্রভাবে আবহাওয়ার খামখেয়ালিপনা থাকবে এমন আশঙ্কা আগেই করেছিলেন আবহাওয়াবিদেরা। আশঙ্কা করেছিলেন দেশ জুড়ে থাকবে তুলনামূলক উষ্ণ আবহাওয়া। এবার জমিয়ে শীত না পড়ার পেছনে ‘এল নিনো’র প্রভাবই যে কাজ করছে, সে বিষয়ে তাঁরা অনেকটাই নিশ্চিত।

    Swedish police face allegations of cover up over mass sex assault

    Sweden’s prime minister has condemned his country’s own version of the Cologne mass sexual assault allegations and alleged police cover-up, calling claims of similar events at a youth festival in Stockholm “a double betrayal” of women and a “big democratic problem”.

    Swedish police promised an urgent investigation into the claims first reported by liberal newspaper Dagens Nyheter that a gang of youths — reportedly mostly from Afghanistan — groped and molested girls as young as 11 or 12 at the We Are Sthlm festival in both 2014 and 2015.

    “We shall not close our eyes and look away. We need to deal with such a serious problem,” Stefan Lofven, Sweden’s centre-left prime minister, said on Monday.

    The claims have not yet been confirmed. But as in Germany, where a mass sex assault allegedly took place in Cologne on New Year’s eve, a political storm has broken out in Sweden over the alleged cover-up. The Sweden Democrats, an anti-immigration party that in recent months has periodically topped opinion polls, has led the criticism.

    Referring to the cover-up allegations, Peter Agren, who was in charge of policing at the festival, was reported by Dagens Nyheter as saying: “This is a sore point. We sometimes dare not to say how it is because we think it might play into the hands of the Sweden Democrats.”

    Mattias Karlsson, head of the Sweden Democrats’ parliamentary group, called for Sweden’s police chief to resign.

    Bjorn Soder, a senior Sweden Democrats MP, added: “It is a scandal without equal. This must be investigated immediately. Could this be something that happened at several locations in the country, that they do not bother to tell you certain things because it could ‘play into the hands of a particular party’?”

    Both Sweden and Germany have become known for their pro-immigrant stance in recent years, with the Nordic country the first to offer permanent residence to all Syrians, followed by German chancellor Angela Merkel’s statement that her country had “no upper limit” for asylum seekers.

    But faced with an increasing public backlash against the growing number of asylum seekers, Sweden — which has taken in more than any other European country relative to population size — backtracked first, announcing a crackdown on immigration at the end of 2015.

    In Germany, police in Cologne are now investigating a bout of attacks on foreigners amid concerns about a possible violent backlash by anti-immigrant extremists following the New Year’s eve events.

    Police officials are concerned that the assaults on about 10 people on Sunday evening were organised in response to evidence that men from north Africa and the Middle East were largely responsible for the New Year’s assaults. A spokesman said: “This is an alarming signal, which we are taking very seriously.”

    The incidents have rung alarm bells in Berlin, where justice minister Heiko Maas warned: “We must not leave the field to radical fire-raisers.”

    As investigators probe 500-plus criminal complaints arising from New Year’s eve, officials have clashed over the possible causes of the affray.

    On Monday, Dieter Schumann, the regional chief prosecutor, said there was as yet “no evidence” that the Cologne attacks had been planned. He contradicted Mr Maas who said on Sunday that the assault “looked like it was planned in some form”.

    In Sweden, Dagens Nyheter reported that an internal police report last year stated that “the problem of young men rubbing themselves up against young girls returned as in previous years”. But when Stockholm police made a public statement on the festival, it said there had been “relatively few crimes”.

    About 50 youths, predominantly from Afghanistan according to Dagens Nyheter’s sources, were involved in sexual assaults that in one case constituted possible rape.

    Dan Eliasson, Sweden’s national police commissioner, said he only learnt of the allegations late on Sunday. “But one thing is sure: I will ensure that this is investigated,” he added.

    Sweden’s sexual assault statistics have long been under the spotlight, with claims that it has more reported rapes per capita than any other European country. Although several reasons are given, including how the statistics are reported, critics have argued that it is because of the large number of immigrants Sweden has received.

    তিব্বতের বিদ্রোহীদের প্রশিক্ষণ দিয়ে চীনের ওই প্রদেশে নাশকতা ও গেরিলা যুদ্ধের জন্য পাঠাতে যুক্তরাষ্ট্র ঢাকার কুর্মিটোলা বিমান ঘাঁটি ব্যবহার করত বলে সম্প্রতি প্রকাশিত একটি বইয়ে উঠে এসেছে।

    যুক্তরাষ্ট্রের কেন্দ্রীয় গোয়েন্দা সংস্থা সিআইএর সাবেক কর্মকর্তা ব্রুস রিডেলের লেখা ‘জেএফকে’স ফরগটেন ক্রাইসিস’ বইয়ে বলা হয়েছে, গত শতকের পঞ্চাশের দশকে শত শত তিব্বতি বিদ্রোহীকে প্রশিক্ষণের জন্য যুক্তরাষ্ট্রে পাঠানো এবং প্রশিক্ষণর পর তিব্বতে পাঠাতে কুর্মিটোলা বিমান ঘাঁটি ব্যবহার করা হয়।

    পাকিস্তানের গোয়েন্দা সংস্থা আইএসআই এই ব্যবস্থা করে দেয় বলে জানান রিডেল, যিনি ৩০ বছর সিআইএতে কাজ করার পাশাপাশি যুক্তরাষ্ট্রের চারজন প্রেসিডেন্টের দক্ষিণ এশিয়া বিষয়ক উপদেষ্টা ছিলেন।

    বইয়ে বলা হয়, ১৯৫৭ সালে তিব্বতের ছয়জন গেরিলার প্রথম দলটি কুর্মিটোলা থেকেই প্রশান্ত মহাসাগরে যুক্তরাষ্ট্রের ঘাঁটি ‘সাইপান’ দ্বীপে উড়াল দিয়েছিল।

    তিব্বতের তৎকালীন সর্বোচ্চ নেতা দালাই লামার বড়ভাই থুবতেন নোরবুর নেতৃত্বে গড়ে ওঠা প্রতিরোধযুদ্ধের অন্যতম নেতা ছিলেন এই ছয় গেরিলা। রিডেলের ভাষ্য অনুযায়ী, নোরবু সে সময় সিআইএর সহায়তায় চলা ‘কমিটি ফর ফ্রি এশিয়ার’ সঙ্গে যুক্ত ছিলেন।

    তিব্বতীয় প্রথম গেরিলাদলের চীনযাত্রার বর্ণনা করে বইটিতে বলা হয়, “১৯৫৭ সালের অক্টোবর নাগাদ তিব্বতীদের প্রথম দলটি দেশে ফিরে বিদ্রোহীদের সহায়তায় নিজেদের দক্ষতা কাজে লাগানোর জন্য প্রস্তুত হয়।

    “পোল্যান্ডত্যাগী কমিউনিস্টবিরোধীরা কুর্মিটোলা থেকে একটি বি-১৭ বোমারু বিমানে করে প্রশিক্ষিত যোদ্ধাদের নিয়ে ভারতের ওপর দিয়ে উড়ে তিব্বতে নামিয়ে দেয়, যাতে সমস্যা হলে কোনো আমেরিকান যাতে ঝুঁকিতে না পড়েন।
    “সেটি ছিল সফল একটি মিশন এবং পূর্ব পাকিস্তান থেকে দ্বিতীয় ফ্লাইট উড়েছিল ১৯৫৭ সালের নভেম্বরে।”

    পঞ্চশের দশকের শেষভাগজুড়ে তিব্বতের শত শত গেরিলাকে কুর্মিটোলা ঘাঁটি হয়ে যুক্তরাষ্ট্রের তাদের গোপন প্রশিক্ষণ ঘাঁটিতে নিয়ে গেছে আবার তাদের তিব্বতে ফেরত পাঠিয়েছে বলে জানান রিডেল।

    এ সময় বিপুল পরিমাণ অস্ত্র, গোলাবারুদ, বেতার সরঞ্জামও কুর্মিটোলা হয়ে বিমানে করে তিব্বতে নেওয়া হয় বলে জানান তিনি।

    “তবে তাদের অধিকাংশকেই চীনা সৈন্যরা নিরস্ত্র করে। এ সময় তিব্বতে চীনের সৈন্য সংখ্যাও বাড়ে,” বলেন রিডেল।

    তিনি বলেছেন, পাকিস্তানের তৎকালীন প্রেসিডেন্ট আইয়ুব খান পশ্চিম পাকিস্তানের পেশোয়ার এবং পূর্ব পাকিস্তানের কুর্মিটোলা বিমান ঘাঁটি সিআইএকে ব্যবহারের অনুমতি দিয়েছিলেন।

    যুক্তরাষ্ট্র পেশোয়ার থেকে ইউ-২ গোয়েন্দা বিমানের সাহায্যে রাশিয়া ও চীনে নজরদারি এবং তিব্বত অভিযানের জন্য কুর্মিটোলাকে ব্যবহার করত।

    “ধরা পড়া কয়েকজন তিব্বতীয় বিদ্রোহীর কাছ থেকে যুক্তরাষ্ট্র থেকে প্রশিক্ষণ, অস্ত্র-গোলাবারুদ পাওয়ার কথা জানতে পারলেও চীন এ বিষয়টি ধরতে পারেনি। বিস্ময়করভাবে তারা পাকিস্তান নয়, এই তৎপরতায় ভারতের হাত ছিল বলে সন্দেহ করত।”

    ১৯৬০ দশকের শেষ দিকে যুক্তরাষ্ট্রের প্রেসিডেন্ট রিচার্ড নিক্সন চীন সফরে যাওয়ার আগে তিব্বত অভিযানের সমাপ্তি ঘটে বলে জানিয়েছেন রিডেল।

    একাত্তরের বন্ধু জেনারেল জ্যাকবের চিরবিদায়

    একাত্তরে পাকিস্তানি বাহিনীকে আত্মসমর্পণে রাজি করিয়ে নিজে হাতে দলিলের খসড়া লিখেছিলেন যিনি, বাংলাদেশের বন্ধু সেই ভারতীয় জেনারেল জেএফআর জ্যাকব আর নেই।

    বেশ কিছুদিন অসুস্থতার পর ভারতীয় সেনাবাহিনীর অবসরপ্রাপ্ত এই লেফটেন্যান্ট জেনারেল বুধবার সকালে দিল্লির একটি সামরিক হাসপাতালে মারা যান। তার বয়স হয়েছিল ৯২ বছর।

    তার ব্যক্তিগত সহকারী কিম বাহাদুর বিডিনিউজ টোয়েন্টিফোর ডটকমকে জানান, নিউমোনিয়ায় আক্রান্ত হওয়ায় গত ১ জানুয়ারি জেএফআর জ্যাকবকে হাসপাতালে ভর্তি করা হয়।

    “স্যার স্মৃতিভ্রমসহ বার্ধক্যজনিত বিভিন্ন সমস্যায় ভুগছিলেন। তবে শেষ সময়েও তার চেতনা জাগ্রত ছিল। একজন সৈনিকের মতোই মুখে হাসি নিয়ে তিনি মারা গেছেন।”

    মুক্তিযুদ্ধের চূড়ান্ত পর্বে পূর্ব পাকিস্তানের রণাঙ্গনে সরাসরি যোগ দেয় ভারতীয় সেনাবাহিনী। ঢাকা দখলের মূল পরিকল্পনায় মুক্তিযোদ্ধাদের পাশাপাশি ছিলেন ভারতীয় সেনানায়করাও। জেনারেল জ্যাকব তখন ভারতীয় সেনাবাহিনীর পূর্বাঞ্চলীয় চিফ অব স্টাফ।

    ‘সারেন্ডার ইন ঢাকা, বার্থ অফ এ নেশন’ এবং ‘অ্যান ওডেসি ইন ওয়ার অ্যান্ড পিস’ বইয়ে জ্যাকব লিখে গেছেন সেইসব আগুনঝরা দিনের কথা, যে পথ ধরে ১৯৭১ সালের ১৬ ডিসেম্বর পাকিস্তান সেনাবাহিনীর সর্বাধিনায়ক এএকে নিয়াজী ঢাকার তখনকার রেসকোর্স ময়দানে ভারত ও বাংলাদেশের যৌথবাহিনীর কাছে আত্মসমর্পণ করেছিলেন, পৃথিবীর মানচিত্রে জন্ম হয়েছিল স্বাধীন বাংলাদেশের।

    মুক্তিযুদ্ধে ভারতীয়দের অংশগ্রহণের প্রসঙ্গে যেটুকু আলোচনা তার বেশিরভাগই তৎকালীন ভারতীয় সেনাপ্রধান জেনারেল স্যাম মানেক্শকে ঘিরে, যিনি দ্বিতীয় বিশ্বযুদ্ধের সময়ও বীরত্বের জন্য ‘মিলিটারি ক্রস’ অর্জন করেন।

    সেই দিনগুলোতে ভারতীয় পূর্বাঞ্চলীয় সেনা কমান্ডের অধিনায়ক লেফটেন্যান্ট জেনারেল জগজিৎ সিং অরোরার ওপর খুব বেশি আস্থা রাখতে পারছিলেন না মানেক্শ। ফলে মুক্তিযুদ্ধের সমর পরিকল্পনা ও তার বাস্তবায়নের দায়িত্ব বর্তায় তখনকার মেজর জেনারেল জ্যাকবের ওপর।

    মুক্তিযুদ্ধে ‘এস ফোর্স’ এর অধিনায়ক ও সেক্টর কমান্ডার কে এম সফিউল্লাহ বলেন, ‘জে এফ আর জ্যাকবের সহযোগিতাতেই ঢাকায় পাকিস্তান বাহিনীর অধিনায়ক লেফটেন্যান্ট জেনারেল এ এ কে নিয়াজীর আত্মসমর্পণ পত্রের খসড়া তৈরি এবং এ সংক্রান্ত সব আনুষ্ঠানিকতা ঠিক করা হয়।

    “জ্যাকব একজন দক্ষ সেনা কর্মকর্তা। পাকিস্তানি বাহিনীর বিপর্যয়ের শুরুতেই জ্যাকব তাদের আত্মসমর্পণে বাধ্য করেন। পাকিস্তান সেনাবাহিনী কখন, কোথায় ও কীভাবে আত্মসমর্পণ করবে সেটাও ঠিক করেছিলেন তিনি।”

    জ্যাকব বুঝতে পেরেছিলেন, বাংলাদেশের মুক্তিযুদ্ধে সফল হতে হলে এর ভূ-রাজনীতির কেন্দ্রবিন্দু ঢাকা দখল করতে হবে আগে। তাই নিজস্ব পরিকল্পনা অনুসারেই ভারতীয় পূর্বাঞ্চলীয় কমান্ডকে রণাঙ্গনে এগিয়ে নিচ্ছিলেন তিনি, যদিও সেনা সদরদপ্তর তার পরিকল্পনাকে উচ্চাভিলাষী বলেছিল।

    বেশিরভাগ ক্ষেত্রেই অগ্রসরমান ভারতীয় সেনা কন্টিনজেন্ট শত্রুর প্রতিরোধ গুঁড়িয়ে দিয়ে দ্রুততার সঙ্গে ঢাকার দিকে এগিয়ে যায়, যা ভেঙে দেয় পাকিস্তানি সৈন্যদের মনোবল। মাত্র ছয় দিনের মধ্যে মূল লক্ষ্যের কাছাকাছি পৌঁছে যায় ভারতীয় সেনাবাহিনী। শত্রুর অবস্থানের তথ্য আগেভাগে জানিয়ে ও বিপদসঙ্কুল জলাভূমিগুলো এড়ানোর পথ দেখিয়ে মুক্তিযোদ্ধারা ভারতীয় সেনাদের অগ্রযাত্রায় গতি সঞ্চার করেন।

    ১৬ ডিসেম্বর সকাল ৯টায় যৌথবাহিনীর কাছে পাকিস্তানি সেনাবাহিনীর আত্মসমর্পণ করার কথা থাকলেও পরে তা ছয় ঘণ্টা পেছানো হয়। জেনারেল জ্যাকবই পরে নিয়াজীর সঙ্গে আলোচনা করে তাকে প্রস্তাব মেনে নিয়ে আত্মসমর্পণে রাজি হতে বাধ্য করেন।

    জ্যাকব ফার্জ রাফায়েল জ্যাকবের জন্ম ১৯২৩ সালে। ইরাক থেকে প্রায় দেড়শ বছর আগে কলকাতায় বসতি গড়া এক ইহুদি পরিবারের সন্তান তিনি।

    ব্যবসায়ী বাবা ছেলেকে লেখাপড়ার জন্য পাঠিয়েছিলেন দার্জিলিংয়ের একটি স্কুলে। ১৯৪১ সালে ১৮ বছর বয়সে ব্রিটিশ সরকারের অধীন ভারতীয় সেনাবাহিনীতে নাম লেখান জ্যাকব।

    শুরুতে জ্যাকবের সেনাবাহিনীতে যোগ দেওয়ার বিষয়টি মেনে নিতে না পারলেও পরে দ্বিতীয় মহাযুদ্ধে ইহুদিদের ওপর নাৎসী বাহিনীর নির্যাতনের বিভৎসতা দেখে বাবার মনোভাব পাল্টায়।

    তিন যুগের সৈনিক জীবনে দ্বিতীয় বিশ্বযুদ্ধ এবং ১৯৬৫ সালের ভারত-পাকিস্তান যুদ্ধে অংশ নেন জ্যাকব। সাহসিকতার জন্য পেয়েছেন নানা পদক।

    ১৯৭৮ সালে সেনাবাহিনী থেকে অবসরে যাওয়ার পর জ্যাকব বিজেপিতে যোগ দেন এবং পার্টির নিরাপত্তা উপদেষ্টার দায়িত্ব পালন করেন। গোয়া ও পাঞ্জাবের গভর্নরের দায়িত্বও তিনি পালন করেন।

    আওয়ামী লীগ নেতৃত্বাধীন বাংলাদেশ সরকার মুক্তিযুদ্ধে অবদান রাখা বিদেশি বন্ধুদের সম্মাননা জানানোর উদ্যোগ নিলে ২০১২ সালের ২৭ মার্চ আরও ৮৩ জনের সঙ্গে রাষ্ট্রপতি মো. জিল্লুর রহমান ও প্রধানমন্ত্রী শেখ হাসিনার হাত থেকে মুক্তিযুদ্ধ সম্মাননা নেন অবসরপ্রাপ্ত লেফটেনেন্ট জেনারেল জেএফআর জ্যাকব।

    সম্মাননা নেওয়ার পর ভারতের অবসরপ্রাপ্ত লেফটেনেন্ট জেনারেল জেএফআর জ্যাকব মঞ্চে দাঁড়িয়ে দর্শকদের দিকে তাকিয়ে স্যালুট দেন। দর্শকসারি জয় বাংলা শ্লোগানে মুখরিত হয়ে উঠলে তিনিও বলেন- ‘জয় বাংলা’।

    এর আগে ২০০৮ সালের মার্চে বাংলাদেশ সরকারের আমন্ত্রণে ঢাকায় এসেছিলেন জ্যাকব। সে সময় ভারতীয় হাই কমিশনে এক অনুষ্ঠানে মুক্তিযুদ্ধের দিনগুলোর কথা স্মরণ করে তিনি বলেন, “মুক্তিযোদ্ধা ও ইস্ট বেঙ্গল রেজিমেন্টের অসাধারণ বীরত্বের সুবাদেই স্বাধীন হয়েছে বাংলাদেশ। সীমিত সামর্থ্য নিয়ে স্রেফ তুমুল দেশপ্রেম পুঁজি করেই একটা শক্তিশালী নিয়মিত বাহিনীর বিরুদ্ধে জয় ছিনিয়ে এনেছে তারা। আমরা তাদের সাহায্য করেছি, আমরা তাদের সহযোদ্ধা। কিন্তু তাদের লড়াইটা তারা নিজেরাই লড়েছে। চেতনার পুরোটা ঢেলে দিয়েই তারা তাদের লক্ষ্য পূরণ করেছে।”

    Shaping the Fourth Industrial Revolution

    Of the myriad challenges the world faces today, perhaps the most overwhelming is how to shape the Fourth Industrial Revolution that began at the turn of the century. New technologies and approaches are merging the physical, digital, and biological worlds in ways that will fundamentally transform humankind. The extent to which that transformation is positive will depend on how we navigate the risks and opportunities that arise along the way.

    The Fourth Industrial Revolution builds on the Third Industrial Revolution, also known as the Digital Revolution, which entailed the proliferation of computers and the automation of record keeping; but the new wave of transformation differs from its predecessors in a few key ways. First, innovations can be developed and diffused faster than ever. Second, falling marginal production costs and the rise of platforms that aggregate and concentrate activity in multiple sectors augment returns to scale. Third, this global revolution will affect – and be shaped by – all countries, and have a systems-level impact in many areas.

    The Fourth Industrial Revolution has the potential to empower individuals and communities, as it creates new opportunities for economic, social, and personal development. But it also could lead to the marginalisation of some groups, exacerbate inequality, create new security risks, and undermine human relationships.

    If we are to seize the opportunities, and avoid the pitfalls, of the Fourth Industrial Revolution, we must consider carefully the questions that it raises. We must rethink our ideas about economic and social development, value creation, privacy and ownership, and even individual identity. We must address, individually and collectively, moral and ethical issues raised by cutting-edge research in artificial intelligence (AI) and biotechnology, which will enable significant life extension, designer babies, and memory extraction. And we must adapt to new approaches to meeting people and nurturing relationships.

    The scale of the challenge should not be underestimated. The Fourth Industrial Revolution could lead to forms of human augmentation that cause us to question the very nature of human existence – and even sooner than one might imagine.

    Consider the impact that mobile technology has already made on our lives and relationships. As the novelty of wearable tech gives way to necessity – and, later, as wearable tech becomes embedded tech – will we be deprived of the chance to pause, reflect, and engage in meaningful, substantive conversations? How will our inner lives and ties to those around us change? These are weighty questions, about which debate will probably intensify in the coming years.

    Of course, technology is not an exogenous force over which humans have no control. We are not constrained by a binary choice between acceptance and rejection. Rather, the decisions we make every day as citizens, consumers, and investors guide technological progress. The more we think about those decisions, the more we examine ourselves and the social models on which we depend, the better our chances are of shaping the revolution in a way that advances our common objectives and upholds our values.

    In this effort, new forms of collaboration and governance, accompanied by a positive shared narrative, will be essential. To this end, three key steps are needed.

    First, we must continue to raise awareness and understanding of the issues at stake. Decision-making cannot occur in isolation. We need an inclusive approach that brings together top minds from all over the world, from both the public and private sectors.

    Second, we must develop comprehensive, constructive narratives about how the Fourth Industrial Revolution should develop. For example, we should ensure that values and ethics are at the heart of our individual and collective behaviours, including in capital and financial markets. We must move beyond tolerance and respect to genuine care and compassion, with empowerment and inclusiveness becoming guiding principles of our actions.

    Third, we must move to restructure our economic, social, and political systems. It is clear that our current governance structures and dominant models of wealth creation are not equipped to meet current or, more important, future needs. What is needed now is not small-scale adjustments or marginal reforms, but comprehensive and innovative systemic transformation.

    How the Fourth Industrial Revolution progresses will come down to people, culture, and values. New technologies, however remarkable they might seem, are fundamentally just tools made by people for people. We must keep this in mind, and ensure that innovation and technology continue to put people first, propelling us toward sustainable and inclusive development.

    Once we get there, we can go even further. I firmly believe that the new technology age, if shaped in a responsive and responsible way, could catalyze a new cultural renaissance that will create the sense that we are part of something much larger than ourselves – a true global civilisation.

    The Fourth Industrial Revolution can compromise humanity’s traditional sources of meaning – work, community, family, and identity – or it can lift humanity into a new collective and moral consciousness based on a sense of shared destiny. The choice is ours.

    গান শেখার নেশায় একেবারে ছোটবেলায় ব্রাহ্মণবাড়িয়া ছেড়ে চলে গিয়েছিলেন ওস্তাদ আলাউদ্দিন খাঁ। গান শিখলেন মাইহারের রাজদরবারে। ক্রমে তার খ্যাতি ছড়াল বিশ্বজুড়ে। বিশ্ব জয় করে এই সুরসম্রাট গত শতাব্দীর ষাটের দশকে ফিরে এসেছিলেন জন্মভূমিতে। ব্রাহ্মণবাড়িয়া শহরের কুমারশীল মোড়ে ছিমছাম একটা বাড়ি করে এখানেই থিতু হতে চেয়েছিলেন; পারলেন না। ততদিনে গানের শহর ব্রাহ্মণবাড়িয়ায় গানের মানুষটিকে ধরে রাখার মতো অনুকূল পরিবেশ বিনষ্ট হতে চলেছে। আলাউদ্দিন খাঁ আবার ব্রাহ্মণবাড়িয়া ছেড়ে চলে গেলেও তার স্মৃতিবিজড়িত ওই বাড়িতে প্রতিষ্ঠা করা হয় দি আলাউদ্দিন সঙ্গীতাঙ্গন।

    এখানে একটি ছোট্ট জাদুঘরে ছিল তার ব্যবহৃত সরোদসহ কিছু বাদ্যযন্ত্র। ধর্ম-বর্ণ নির্বিশেষে সর্বস্তরের মানুষ এই বাড়িটিকে এতকাল গভীর শ্রদ্ধার সঙ্গে দেখে এসেছে। কিন্তু মঙ্গলবার মাদ্রাসাছাত্রদের তাণ্ডবে ব্রাহ্মণবাড়িয়াবাসীর গর্বের ধন আলাউদ্দিন খাঁর স্মৃতিচিহ্ন ধ্বংস হয়েছে।
    সঙ্গীতাঙ্গনের সম্পাদক আবদুল মান্নান সরকার জানান, হামলাকারীরা সঙ্গীতাঙ্গনের জাদুঘরে রক্ষিত ওস্তাদ আলাউদ্দিন খাঁর ব্যবহৃত সরোদ, বেহালা, সন্তুর, এস্রাজ, সৌদি আরবের বাদশার দেওয়া জায়নামাজ, ভারতের মাইহার রাজ্যের রাজার দেত্তয়া গালিচাসহ যাবতীয় বাদ্যযন্ত্র ও আসবাব পুড়িয়ে দিয়েছে। সুরসম্রাটের নিজের হাতে আত্মীয় ও শিষ্যদের কাছে লেখা অনেক চিঠি ও ছবি পুড়িয়ে দেয়। তারা অফিসরুম, ক্লাসরুম আগুনে টয়লেটের বেসিন পর্যন্ত পুড়ে গেছে।

    অথচ ইজিবাইকের ভাড়া দেওয়ার মতো তুচ্ছ একটি ঘটনাকে কেন্দ্র করে এর সূত্রপাত হয়েছিল। পরে বিভিন্ন পক্ষে সংঘর্ষ বাধে এবং এক মাদ্রাসাছাত্র মারা যান। এর ফলে মঙ্গলবার শহরজুড়ে তাণ্ডব চালানো হয়। সংস্কৃতিকর্মীরা মনে করেন, অজুহাত খোঁজা হচ্ছিল এমন একটি ধ্বংসযজ্ঞ চালানোর। ব্রাহ্মণবাড়িয়ার সাহিত্য একাডেমির সভাপতি জয়দুল হোসেন বলেন, আগেও অন্তত দু’বার এমন কাণ্ড ঘটিয়েছিল এই মৌলবাদী চক্রটি। সেই ঘটনা ১৯৯৮ ও ২০০১ সালের । সেই দু’বার কয়েক দফা তাণ্ডবের পরও সাংস্কৃতিক কোনো প্র্রতিষ্ঠানে হামলা হয়নি। তখন তাদের হামলার লক্ষ্যবস্তু ছিল বিক্ষিপ্ত। এর মাঝে পার হলো দেড় দশকের বেশি সময়। এখন আবার মুক্তিযুদ্ধের পক্ষের শক্তি ক্ষমতায়। আমরা সব সময় দেখেছি আওয়ামী লীগ ক্ষমতায় এলেই এই শক্তিটি অরাজকতা সৃষ্টির চেষ্টা চালায়। তবে এবারের হামলার মূল লক্ষ্য ছিল কলাকেন্দ্রগুলো। ব্রাহ্মণবাড়িয়ায় যখন আবার সংস্কৃতিবান্ধব পরিবেশ তৈরি হচ্ছে, এককালের দেশের সংস্কৃতির রাজধানী হিসেবে পরিচিত ব্রাহ্মণবাড়িয়া তার হারানো গৌরব পুনরুদ্ধারের ব্রত নিয়েছে, তখন এ হামলা আমাদের স্তম্ভিত করে দিল। এই তো হামলার আগের তিন দিনেই সাহিত্য একাডেমি ও চিনাইর বঙ্গবন্ধু শেখ মুজিব অনার্স কলেজের যৌথ উদ্যোগে দুই ভেন্যুতে যুগপৎ হয়ে গেল ‘বঙ্গসংস্কৃতি উৎসব’, যেখানে বাংলাদেশের সঙ্গে ভারতের পশ্চিমবঙ্গ, আসাম, ত্রিপুরার প্রথিতযশা সব সাহিত্যিক ও সাংস্কৃতিক ব্যক্তিত্ব সমবেত হয়েছিলেন।

    শহরের ইন্ডাস্রিদ্বয়াল স্কুল মাঠে প্রতিষ্ঠিত শহীদ ধীরেন্দ্রনাথ দত্ত ভাষাচত্বরকে কেন্দ্র করেই প্রায় সব সাংস্কৃতিক সংগঠনের কার্যালয়। এখানে পদদলিত করা হয়েছে মুক্তিযুদ্ধে শহীদ, বাংলা ভাষার দাবিতে পাকিস্তানের গণপরিষদে প্রথম সোচ্চার হয়েছিলেন যে মানুষটি, সেই ধীরেন্দ্রনাথ দত্তের ছবি। কয়েক হাজার বই পুড়িয়ে দেওয়া হয়েছে সাহিত্য একাডেমি, তিতাস সাহিত্য সংস্কৃতি পরিষদ ও ছোটদের ছবি আঁকা শেখার প্রতিষ্ঠান শিশু নাট্যমের। এসব সাংস্কৃতিক সংগঠনের নেতাকর্মীরা স্পষ্টই বলছেন, জঙ্গিরা চায় মুক্তবুদ্ধির চর্চা থামিয়ে দিতে; অসাম্প্রদায়িক-উদার চেতনার বিকাশ রুদ্ধ করতে; যা কিছু ঐতিহাসিক ও ঐতিহ্যিক, তা ধ্বংস করে দিতে। যেমনটা ঘটানো হচ্ছে পৃথিবীর আরও অনেক দেশে। ব্রাহ্মণবাড়িয়ার এই মৌলবাদী গোষ্ঠীটি একদা নিজেদের তালেবান বলে পরিচয় দিয়ে স্লোগান দিত। স্লোগানে বাংলাকে আফগানে রূপান্তরের অঙ্গীকারের কথা বলত।
    এ হামলাকে পরিকল্পিত বলে মন্তব্য করেছেন তিতাস আবৃত্তি সংগঠনের পরিচালক মনির হোসেন। তিনি বলেন, ‘সাংস্কৃতিক সংগঠনে হামলা চালানো হয়েছে পরিকল্পিতভাবে। মুক্তিযুদ্ধের চেতনাবিরোধী ধর্মীয় উগ্রবাদীরা এ হামলা করেছে। যারা বাংলাদেশকে বিশ্বাস করে না, বাঙালি সংস্কৃতিতে অনাস্থা পোষণ করে তারাই এই হামলা করেছে।’ জাতীয় রবীন্দ্রসঙ্গীত সম্মিলন পরিষদের ব্রাহ্মণবাড়িয়া শাখার সাধারণ সম্পাদক অরুণাভ পোদ্দার বলেন, ‘এই ন্যক্কারজনক ঘটনা কোনোভাবেই মেনে নেওয়া যায় না। একাত্তরের পরাজিত শক্তির কাছে এই সময়ের বাংলাদেশ হারতে পারে না। এ ঘটনায় সংস্কৃতিকর্মীদের ঐক্যবদ্ধ হতে হবে।’

    সাংস্কৃতিক সংগঠনগুলোর ক্ষয়ক্ষতি অর্থের মানদণ্ডে খুব বড় না হলেও গত মঙ্গলবার রেলস্টেশনে হামলা, ভাংচুর ও অগি্নসংযোগের কারণে প্রায় আড়াই কোটি টাকার ক্ষয়ক্ষতি হয়েছে বলে দাবি করেছেন রেলওয়ের কর্মকর্তারা, যা কাটিয়ে উঠতে দীর্ঘ সময় লাগবে বলেও জানান তারা। ঘটনার পরদিন গতকাল বুধবার রেলওয়ের বিভাগীয় ব্যবস্থাপক (ডিআরএম) মুরাদ হোসেন, প্রধান বাণিজ্যিক কর্মকর্তা সরদার শাহাদাত আলীর নেতৃত্বে ১০ সদস্যের একটি দল ব্রাহ্মণবাড়িয়া স্টেশন পরিদর্শন করেছে। পরিদর্শনে এসে প্রাথমিকভাবে ক্ষয়ক্ষতি নিরূপণ করে সাংবাদিকদের এ তথ্য দেন তারা।

    গতকাল সকালে ট্রেনের আগাম টিকিট কিনতে স্টেশনে এসেছিলেন ব্রাহ্মণবাড়িয়া শহরের অদূরবর্তী রামরাইল গ্রামের মূসা আহমেদ। চার দিন পর পরিবার-পরিজন নিয়ে তার ঢাকায় যাওয়ার পরিকল্পনা। নিশ্চিত হওয়ার জন্য টিকিট কেটে রাখতে চেয়েছিলেন, কিন্তু পেলেন না। স্টেশনের কম্পিউটার ইনচার্জ সাইফুল ইসলাম একদিন পর আবার ঘুরে যাওয়ার পরামর্শ দিলেন। গত মঙ্গলবার বিক্ষুব্ধ মাদ্রাসাছাত্রদের দু’দফা হামলায় ব্রাহ্মণবাড়িয়া রেলস্টেশনের সব ক’টি কম্পিউটার ভেঙে তছনছ করে দেওয়ায় কম্পিউটারাইজ্ড টিকিট বিপণন ব্যবস্থা ভেওে পড়েছে। অগ্রিম টিকিট নিতে এসে যাত্রীরা ফিরে যাচ্ছেন। তবে হাতে লিখে দিনের টিকিট দেওয়া হচ্ছে।

    শুধু টিকিট কাউন্টারের কম্পিউটার ভেঙেই ক্ষান্ত দেয়নি ওই দিন স্টেশনে হামলাকারীরা। ব্রাহ্মণবাড়িয়া রেলস্টেশনের ট্রেন চলাচল নিয়ন্ত্রণ কাজে ব্যবহৃত প্যানেল বোর্ড ভেঙে ফেলায় পাশের দু’স্টেশন থেকে এ স্টেশনের ট্রেন চলাচল নিয়ন্ত্রণ করা হচ্ছে। ব্রাহ্মণবাড়িয়া স্টেশন দৃশ্যত এক ধ্বংসপুরীতে পরিণত হয়েছে। গত মঙ্গলবার মাদ্রাসাছাত্রদের তাণ্ডবের সময় স্টেশনের সব ক’টি রুমের আসবাবপত্র, গুরুত্বপূর্ণ যন্ত্রপাতি, কম্পিউটার ভাংচুরসহ অগি্নসংযোগ করা হয়েছে। গতকাল সকালে স্টেশনে গিয়ে দেখা গেছে, স্টেশন মাস্টার মহিদুর রহমানের তদারকিতে রেলকর্মীরা স্টেশনের ধবংসাবশেষ অপসারণে ব্যস্ত। বিপুল পরিমাণ ভাঙা কাচ বস্তায় ভরে টুকরিতে করে নিরাপদ স্থানে সরিয়ে নেওয়া হচ্ছে।

    মঙ্গলবার বিক্ষুব্ধ মাদ্রাসাছাত্ররা দু’দফায় স্টেশনে হামলা চালায়। এ সময় শাবল, রড, বল্লমসহ বিভিন্ন দেশীয় অস্ত্রশস্ত্রসহ তারা স্টেশনে চড়াও হয়। হামলাকারীরা স্টেশনের প্রতিটি কক্ষের দরজার শাটার ভেঙে ফেলে। তারা কন্ট্রোল রুমের প্যানেল বোর্ড ও টিকিট কাউন্টারের সব ক’টি কম্পিউটার ভেঙে ফেলার পর বুকিং রুমের কাগজপত্র বাইরে এনে আগুন লাগিয়ে দেয়। স্টেশনের ভিআইপি কক্ষের আসবাবপত্র নিয়ে ধ্বংসযজ্ঞ চালায়। স্টেশনের মূল ভবনের নিচ থেকে ওপর পর্যন্ত দরজা-জানালা ও ভেন্টিলেটারের সব কাচ ভেঙে ফেলা হয়।

    প্রত্যক্ষদর্শী ব্রাহ্মণবাড়িয়া রেলস্টেশনের ২ নং কাউন্টারের জনৈক ব্যবসায়ী নাম না প্রকাশ করার শর্তে জানান, হামলাকারীরা সকাল সাড়ে ১০টায় প্রথম হামলা চালিয়ে কিছুটা ভাংচুর করে চলে যায়। তখন তাদের সঙ্গে তেমন কোনো অস্ত্রশস্ত্র ছিল না। দুপুর ১টার দিকে আবার দেশীয় অস্ত্রশস্ত্রে সজ্জিত হয়ে হামলা চালায়। দুপুরের ওই ধংসযজ্ঞ একাত্তরের কথা মনে করিয়ে দিয়েছে।
    মঙ্গলবার সকালে প্রথম হামলার পর থেকেই ট্রেন চলাচল বন্ধ হয়ে যায়। পরে বিশেষ ব্যবস্থায় ঘটনার দিন সন্ধ্যা সাড়ে ৬টায় ট্রেন চলাচল পুনরায় চালু হয়। স্টেশন মাস্টার মহিদুল ইসলাম জানান, পার্শ্ববর্তী পাঘাচং ও তালশহর স্টেশনের সহায়তায় বিকল্প পন্থায় ট্রেন চলাচল চালু রাখা হয়েছে। বিকল্প এ ব্যবস্থাতেই অন্তত দুই সপ্তাহ ট্রেন চালু রাখতে হবে।

      ব্রাহ্মণবাড়িয়ায় ওস্তাদ আলাউদ্দিন খাঁ সংগীতাঙ্গন ভাংচুর ও তার স্মৃতি বিজড়িত বিভিন্ন বাদ্যযন্ত্র পুড়িয়ে দেওয়ার ঘটনায় তীব্র প্রতিক্রিয়া জানিয়েছেন ভারতীয় শাস্ত্রীয় সঙ্গীতশিল্পী ওস্তাদ রশিদ খান।

      শুক্রবার টাইমস অব ইন্ডিয়ার এক প্রতিবেদনে এ খবর জানানো হয়েছে। প্রতিবেদনের শিরোনাম করা হয়েছে, ‘ওস্তাদ রশিদ খান: অ্যাটাক অন ওস্তাদ আলাউদ্দিন খাঁ সংগীতাঙ্গন ইজ শকিং’।

      প্রতিবেদনের শুরুতে বাংলাদেশে সম্প্রতি ওস্তাদ আলাউদ্দিন খাঁ সংগীতাঙ্গন ভাংচুর ও তার স্মৃতি বিজড়িত বিভিন্ন বাদ্যযন্ত্র পুড়িয়ে দেওয়ার ঘটনাকে উপমহাদেশের সংস্কৃতির ওপর অন্যতম আঘাত হিসেবে উল্লেখ করা হয়েছে।

      বলা হয়েছে, ব্রাহ্মণবাড়িয়ায় ওই তাণ্ডবের খবর কলকতায় ওস্তাদ রশিদ খানের কাছে পৌঁছেছে।

      প্রতিক্রিয়ায় দুঃখ ও বিরক্তি প্রকাশ করে ওস্তাদ রশিদ খান বলেন, “এটাই সীমাবদ্ধতা। আমি জানি না; মানুষ এতোটা নিচে নামতে পারে কীভাবে, যেখানে বাংলাদেশের রয়েছে সমৃদ্ধ সংস্কৃতি।”

      ঢাকার আর্মি স্টেডিয়ামে উপমহাদেশের শাস্ত্রীয় সঙ্গীতজ্ঞ-নৃত্যশিল্পী-যন্ত্রীদের নিয়ে বেঙ্গল উচ্চাঙ্গ সংগীত উৎসবে যোগ দেওয়ার কথা স্মরণ করে তিনি বলেন, “গত নভেম্বরে আমি ঢাকায় পারফর্ম করি, যেখানে প্রায় ৬০ হাজার লোক আমার কনসার্ট শুনতে এসেছিল। আমি নিশ্চিত, যারা শিল্প ভালোবাসেন তারা এতো নৃশংস কোনো কিছু করতে পারেন না।”

      ব্রাহ্মণবাড়িয়ায় যা ঘটেছে তা মৌলবাদীরা করতে পারে মন্তব্য করে তিনি বলেন, “তবে ধার্মিক লোকেরাও সঙ্গীত ভালোবাসে। আমি দেখেছি, কলকাতায় গুলাম আলী ভাইয়ের কনসার্টে অনেক ধর্মপ্রাণ মুসলিম কীভাবে অংশ নিতে এসেছে।
      “আমাদের মুখ্যমন্ত্রী মমতা ব্যানার্জি একটি কনসার্ট আয়োজনের মাধ্যমে খুব ভালো একটি পদক্ষেপ নিয়েছিলেন। শিল্প ও শিল্পীদের তিনি যে সম্মান দিয়েছেন তাতে আমরা খুবই খুশি।

      “এমন সময়ে বাংলাদেশে যে ঘটনা ঘটেছে তাতে আমি খু্বই কষ্ট পেয়েছি।”

      ব্রাহ্মণবাড়িয়ায় সোমবার রাতে পুলিশের সঙ্গে সংঘর্ষে আহত এক সতীর্থের মৃত্যুর পর মঙ্গলবার শহরজুড়ে তাণ্ডব চালায় মাদ্রাসাছাত্ররা। ওই সময় ওস্তাদ আলাউদ্দিন খাঁ সংগীতাঙ্গন ভাংচুরের পাশাপাশি সুর সম্রাটের স্মৃতি বিজড়িত বিভিন্ন বাদ্যযন্ত্রও পুড়িয়ে দেয় তারা।

      মঙ্গলবার ব্রাহ্মণবাড়িয়ায় ভাংচুর করা হয় জেলা শিল্পকলা একাডেমি, জেলা মুক্তিযোদ্ধা সংসদ কমপ্লেক্সের ব্যাংক এশিয়া, প্রশিকা মানবিক উন্নয়ন কেন্দ্র এবং জেলা আওয়ামী লীগ কার্যালয়ও।

      আলাউদ্দিন খাঁ সঙ্গীতাঙ্গনসহ কয়েকটি সাংস্কৃতিক সংগঠনের কার্যালয়ে ভাঙচুর ও অগ্নিসংযোগের প্রতিবাদে ব্রাহ্মণবাড়িয়ায় বিক্ষোভ ও সমাবেশ করেছেন সংস্কৃতিকর্মীরা।

      ইন্টারনেটে সামাজিক যোগাযোগ মাধ্যমগুলোতেও ওই ঘটনার তীব্র প্রতিবাদ ও সমালোচনা চলছে।

    AIIB opens to lay down milestone for global economic governance

    The Asian Infrastructure Investment Bank (AIIB), a China-initiated multilateral bank, started operational on Saturday, marking a milestone to reform global economic governance system.

    Representatives of the 57 prospective founding countries gathered in Beijing for the AIIB opening ceremony in the downtown Diaoyutai State Guesthouse. Chinese President Xi Jinpingmade a speech.

    With joint efforts of all the members, the AIIB will become “a professional, efficient and clean development bank for the 21st century” and “a new platform to help foster a community of shared future for mankind” to make new contribution to prosperity of Asia and beyond and lend new strength to improvement of global economic governance, Xi said.

    During the ceremony, Chinese Finance Minister Lou Jiwei was announced to be elected as the first Chairman of the AIIB Board of Governors. Jin Liqun was elected as the first AIIB President.

    China vowed to contribute 50 million U.S. dollars to the project preparation special fund to be established soon, to support the preparation for infrastructure development projects in less developed member states.

    The AIIB will promote infrastructure related investment and financing for the benefit of all sides, Xi said, keeping Asia’s enormous infrastructure development demand in mind.

    Statistics from the Asian Development Bank (ADB) show that between 2010 and 2020, around 8 trillion U.S. dollars in investment will be needed in the Asia-Pacific region to improve infrastructure.

    Xi expected the China-initiated institution and other existing multilateral development banks to complement each other for mutual strength and cooperate on joint financing, knowledge sharing and capacity building.

    Global leaders extended congratulations to the opening of the multilateral development bank.

    “The ADB will cooperate closely with AIIB in supporting the development of the Asia Pacific region,” said ADB President Takehiko Nakao in a congratulatory message to the opening of the AIIB.

    “We will cooperate closely to provide support and constructive suggestions for the AIIB development,” said Yoo Il-ho, deputy prime minister of the Republic of Korea at the opening ceremony.

    China’s Vice Finance Minister Shi Yaobin said in an interview with Xinhua that China does not intend to apply for financial support from AIIB in the initial stage.

    The AIIB was proposed by President Xi Jinping in October 2013. Two years later, the bank was formally established as the Articles of Agreement took effect on Dec. 25 last year.

    As its name suggests, the AIIB will finance construction of infrastructures – airports, mobile phone towers, railways and roads – in Asia.

    Amid the evolving trend of the global economic landscape, Xi expected the AIIB will help make the global economic governance system more just, equitable and effective.

    A promise comes true. A victory for diplomacy

    Six month later, the promises of the deal with Iran have become reality. The International Agency for Atomic Energy has certified that Iran has fulfilled all commitments regarding its nuclear program. So I had once again the honour to get on stage in Vienna with the Iranian Foreign Minister Mohammad Javad Zarif: together we have just announced that we have reached the deal’s “implementation day” and that all the international, European and American sanctions against Iran’s nuclear program are lifted.

    The message coming from Vienna tonight is clear: our obstinate trust in multilateral diplomacy has borne fruit. Today the Middle East and the whole world are a bit safer, as we made sure that Iran will not be able to fabricate an atomic weapon. But it is also an important message to the Iranian people: the new leadership in Teheran has demonstrated that only through dialogue, not confrontation, can we serve the interests of peace.

    We now have to show the same will to cooperate towards common goals on the regional stage. There are wars to be ended in Syria and Yemen, the threat coming from Da’esh has to be defeated. The road is still long, but today we can look at the future with a new hope.

    Iran comes in from the cold as nuclear deal applied

    Iran took a huge step to ending its international isolation on Saturday as sanctions on the Islamic republic were lifted following the entry into force of last July’s momentous nuclear deal with major powers.

    Iran’s President Hassan Rouhani, whose 2013 election helped launch the Herculean diplomatic effort towards the July 14 Vienna deal, said it was a “glorious victory” for the “patient nation of Iran.”

    “Implementation Day” for the accord came after the International Atomic Energy Agency said its “inspectors on the ground verified that Iran has carried out all measures” agreed under the agreement.

    EU foreign policy chief Federica Mogherini, representing the six world powers, said that as a result “multilateral and national economic and financial sanctions related to Iran’s nuclear programme are lifted”.

    These will include sanctions on Iran’s lifeblood oil exports and open up the 80-million-strong country to business. Rouhani has predicted a “year of prosperity” for his country.

    “This achievement clearly demonstrates that with political will, perseverance, and through multilateral diplomacy, we can solve the most difficult issues,” Mogherini said in Vienna in a joint statement with Iranian Foreign Minister Mohammad Javad Zarif.

    The announcement also followed news of a prisoner swap between Iran and the United States in another sign of thawing relations between the two foes since the agreement was struck.

    The steps taken by Iran, combined with ultra-close IAEA inspections, extend to at least a year – from a few months previously – how long Iran would need to make one nuclear bomb’s worth of fissile material.

    They include slashing by two-thirds its uranium centrifuges, reducing its stockpile of uranium – enough before the deal for several bombs – and removing the core of the Arak reactor which could have given Iran weapons-grade plutonium.

    Iran has always denied wanting nuclear weapons, saying its activities are exclusively for peaceful purposes such as power generation.

    “Today… the United States, our friends and allies in the Middle East, and the entire world are safer because the threat of the nuclear weapon has been reduced,” US Secretary of State John Kerry said in Vienna.

    UN Secretary-General Ban Ki Moon said it was a “significant milestone that reflects the good faith effort by all parties to fulfil their agreed commitments.” British Foreign Secretary Philip Hammond, one of the six powers with the US, Russia, China, France and Germany, said that “years of patient and persistent diplomacy… have borne fruit”.

    German Foreign Minister Frank-Walter Steinmeier called the implementation of the nuclear deal “a historic success for diplomacy”.

    In what was hailed last July as a momentous diplomatic breakthrough, the Vienna agreement was nailed down after two years of rollercoaster negotiations following the moderate Rouhani’s June 2013 election.

    The highly complex deal drew a line under a standoff dating back to 2002 marked by failed diplomatic initiatives, ever-tighter sanctions, defiant nuclear expansion by Iran and threats of military action.

    In addition it put Iran and the United States on the road to better relations some 35 years after the Islamic revolution that toppled the US-backed Shah, and at a particularly explosive time in the Middle East.

    The five detainees to be freed by Iran included Washington Post correspondent Jason Rezaian and Saeed Abedini, a pastor from Idaho, a senior US official said Saturday.

    In exchange Washington said it had granted clemency to seven Iranians, six of whom were dual US-Iranian citizens, and dropped charges against 14 more.

    The agreement, heralded as US President Barack Obama’s biggest major foreign policy triumph, has by no means been universally cheered, however.

    Obama’s Republican opponents charge that it fails to do enough to ensure Iran will never get the bomb, a complaint shared by Israel, Iran’s arch foe widely assumed to have nuclear weapons itself.

    Israeli Prime Minister Benjamin Netanyahu said Saturday that Iran “has not relinquished its ambition to obtain nuclear weapons, and continues to act to destabilise the Middle East and spread terror throughout the world”.

    “Today, the Obama administration will begin lifting economic sanctions on the world’s leading state sponsor of terrorism,” Republican House Speaker Paul Ryan said.

    Sunni Saudi Arabia, Iran’s other great regional rival, is also alarmed at the prospect of warmer US-Iran ties and of predominantly Shiite Iran, newly flush with oil revenues, increasing its influence.

    Already Saudi Arabia and Iran, fighting a proxy war in Yemen and key players in the Syrian conflict, are at daggers drawn following Saudi Arabia’s execution of a Shiite cleric in early January and the subsequent ransacking of the Saudi embassy in Tehran.

    Iran’s imminent return to the oil market has also contributed to the sharp slide in the price of crude to 12-year lows of under US$30 (S$43.19) per barrel this week, putting Saudi Arabia’s public finances under strain – and meaning that Iran’s oil bonanza will be less lucrative than it had hoped for.

    The deal has more than a decade to run, which is likely to be a bumpy road, experts say, not least if more hardline governments take power in Teheran or Washington.

    A “snapback” mechanism ensures that many of the sanctions can be swiftly reimposed, and a special joint commission is meant to handle any misunderstandings.

    Iran “has kept its word, and we will continue to do the same. But we will also remain vigilant in verifying Iran’s compliance every hour of every day in the years ahead,” Kerry said.

    The middle class is growing

    Binayak Sen, an eminent economist and a Research Director of the Bangladesh Institute of Development Studies (BIDS), recently completed a research work on ‘Middle Class’ (henceforth MC) in Bangladesh, especially relating to growth trends, drivers and policy implications. He deserves special thanks for invoking an interest in a topic hitherto untouched by Bangladeshi economists. At the moment, Middle Income Country (MIC) is the coin in circulation, not Middle Class population. We all know that Binayak has been a very powerful, if not the pioneer, researcher in poverty-related research in Bangladesh. His motivation in taking up MC reportedly springs from the emerging shift of focus on the ‘Middle Segment of Income Distribution’. According to his views, there are two main arguments for which MC should occupy the front seat in the days to come. The first one relates mostly to growth and employment. MC is considered to be good for inclusive growth – the larger the size or density of MC, the better it is for economic growth. The growth of MC (a) injects more stability into growth process due to less volatility associated with regular (salaried) jobs, (b) helps to accelerate the aggregate growth rate by releasing the domestic demand constraints to growth, and by fostering higher labour productivity, managerial skills and entrepreneurship; and (c) enables reduction of poverty faster than in countries with lower class density. On the other hand, the second arguments mostly apply to governance and risks.

    MC has beneficial institutional externalities such as (a) larger size associated with higher institutional quality via demand-driven economic governance channel, (b) improved quality of democracy through better and concerted articulation of democratic aspirations in areas of ‘core governance’. Again, ignoring the role of MC invites significant downside risks. Widespread discontent of middle class – especially among youth -with respect to deteriorating income distribution or mobility could cause political instability and social strife.

    To start with, Sen attempted to draw a MC line that embraces economic definition of MC (income-based). Although no unique definition of MC- even of income-based – exists around the world, he adapted various versions in national context to use for estimating the size and growth of the MC. The data for the analysis came from Household Income and Expenditure (HIES) over 1991-2010 when identified four groups (expressed as per person per day in PPP dollar using 2005 PPP) as follows: (a) Poor (below $1.25, (b) Vulnerable non-poor ($1.25-2.00); (c) Middle Class ($2.00-3.00), (d) Upper middle class ($3.00-4.00) and (e) Rich ( $4.00).

    The researcher observed a few interesting trends. There has been a significant rise in the share of national MC over the period between 1992 and 2000. Only 9 per cent of the national population belonged to this cohort; the matched figure went up to 20 per cent in 2010. The comparable figures for other regions are as follows: India 24 per cent; China 62 per cent, South Asia (including India) 17 per cent, Sub-Sahara Africa 26 per cent, and East Asia (including China) 59 per cent.

    From a static view, Bangladesh falls behind others in terms of the proportion of MC people but ‘doubling the size of middle class is a dramatic success by any measure. If the present trend continues, middle class will comprise 25 per cent of national population in 2025 and 33 per cent in 2030’. Second, as the size of national MC grew bigger, the poverty reduction rate became faster. The author provides no explanation of how it happened although we expect it in detailed discussions. Third, there is a considerable bulge around $1.25 and $2.00 line. This indicates that the potential vulnerability to downward mobility (descent) pressures reign high. Fourth, these estimates need to be re-visited for robustness check in the light of US$ 1.90 line in 2011 PPP adopted by the World Bank for global poverty analysis very recently. “However, there is little doubt that expanding middle class has been good for stability of growth and accelerated poverty reduction in the 2000s…” Again, the process awaits explanations.

    Policy implications? The graduation to MC from poor is adducible to post-secondary education (especially English education), salaried jobs in the service sector, ‘digital divide’, access to financial saving institution etc. The growth of MC has been driven by property price appreciation and unequal spread of human capital (post-secondary education). Universalising social protection and health care will help overcome bulging around poverty and middle class lines. Balancing between ‘pro-poor growth’ and ‘pro-middle class growth policies’ is the most pressing policy challenges in defining inclusiveness etc.

    In an apparently ‘ambitious’ attempt, we have adapted Binayak Sen’s methodology to determine the growth and size of middle class in rural Bangladesh. The basis of our data is MH Data Base (Mahabub Hossain Data Base) comprising the repeat sample survey of households of 62 villages in 1988, 2000 and 2014. A la Binayak Sen, we wanted to have a glimpse into the growth of rural MC over time. We observe that roughly 7 per cent of rural population was in MC category in 1988. This compares with about 14 per cent in 2000 and 21 per cent in 2014. The rich segment, on the other hand, shot up from 3 per cent to about 18 and 37 per cent respectively during same periods of time. Our findings thus seem to corroborate Sen’s observations about MC growth in Bangladesh.

    The growth in rural areas has mostly been greased by remittances – accounting for one-fourths of household income from 6.0 per cent and business – claiming one-fifths from one-tenths of household income. The growth of commercial agriculture in tandem with expansion of non-farm activities – as supported by expanded road communication – could have contributed to the growth of middle class in rural areas. The mundane message is that in the days to come, research on ascent and descent centring MC line would replace that of poverty line.

    The 21st Century: An Era Of Fraud

    In the last years of the 20th century fraud entered US foreign policy in a new way. On false pretenses Washington dismantled Yugoslavia and Serbia in order to advance an undeclared agenda. In the 21st century this fraud multiplied many times. Afghanistan, Iraq, Somalia, and Libya were destroyed, and Iran and Syria would also have been destroyed if the President of Russia had not prevented it. Washington is also behind the current destruction of Yemen, and Washington has enabled and financed the Israeli destruction of Palestine. Additionally, Washington operated militarily within Pakistan without declaring war, murdering many women, children, and village elders under the guise of «combating terrorism». Washington’s war crimes rival those of any country in history.

    I have documented these crimes in my columns and books (Clarity Press).

    Anyone who still believes in the purity of Washington’s foreign policy is a lost soul.

    Russia and China now have a strategic alliance that is too strong for Washington. Russia and China will prevent Washington from further encroachments on their security and national interests. Those countries important to Russia and China will be protected by the alliance. As the world wakes up and sees the evil that the West represents, more countries will seek the protection of Russia and China.

    America is also failing on the economic front. My columns and my book, The Failure of Laissez Faire Capitalism, which has been published in English, Chinese, Korean, Czech, and German, have shown how Washington has stood aside, indeed cheering it on, while the short-term profit interests of management, shareholders, and Wall Street eviscerated the American economy, sending manufacturing jobs, business know-how, and technology, along with professional tradable skill jobs, to China, India, and other countries, leaving America with such a hollowed out economy that the median family income has been falling for years. Today 50% of 25 year-old Americans are living with their parents or grandparents because they cannot find employment sufficient to sustain an independent existence. This brutal fact is covered up by the presstitute US media, a source of fantasy stories of America’s economic recovery.

    The facts of our existence are so different from what is reported that I am astonished. As a former professor of economics, Wall Street Journal editor and Assistant Secretary of the Treasury for Economic Policy, I am astonished at the corruption that rules in the financial sector, the Treasury, the financial regulatory agencies, and the Federal Reserve. In my day, there would have been indictments and prison sentences of bankers and high government officials.

    In America today there are no free financial markets. All the markets are rigged by the Federal Reserve and the Treasury. The regulatory agencies, controlled by those the agencies are supposed to regulate, turn a blind eye, and even if they did not, they are helpless to enforce any law, because private interests are more powerful than the law.

    Even the government’s statistical agencies have been corrupted. Inflation measures have been concocted in order to understate inflation. This lie not only saves Washington from paying Social Security cost-of-living adjustments and frees the money for more wars, but also by understating inflation, the government can create real GDP growth by counting inflation as real growth, just as the government creates 5% unemployment by not counting any discouraged workers who have looked for jobs until they can no longer afford the cost of looking and give up. The official unemployment rate is 5%, but no one can find a job. How can the unemployment rate be 5% when half of 25-year olds are living with relatives because they cannot afford an independent existence? As John Williams (shadowfacts) reports, the unemployment rate that includes those Americans who have given up looking for a job because there are no jobs to be found is 23%.

    The Federal Reserve, a tool of a small handful of banks, has succeeded in creating the illusion of an economic recovery since June, 2009, by printing trillions of dollars that found their way not into the economy but into the prices of financial assets. Artificially booming stock and bond markets are the presstitute financial media’s «proof» of a booming economy.

    The handful of learned people that America has left, and it is only a small handful, understand that there has been no recovery from the previous recession and that a new downturn is upon us. John Williams has pointed out that US industrial production, when properly adjusted for inflation, has never recovered its 2008 level, much less its 2000 peak, and has again turned down.

    The American consumer is exhausted, overwhelmed by debt and lack of income growth. The entire economic policy of America is focused on saving a handful of NY banks, not on saving the American economy.

    Economists and other Wall Street shills will dismiss the decline in industrial production as America is now a service economy. Waitresses, bartenders, part time retail clerks, and ambulatory health care services have replaced manufacturing and engineering jobs at a fraction of the pay, thus holding down inflation. This is how neoliberal economists describe the collapse of effective aggregate demand in the US, or they blame it on China.

    It is unclear if the US economy can be revived. To revive the US economy would require the re-regulation of the financial system and the recall of the jobs and US GDP that offshoring gave to foreign countries. It would require, as Michael Hudson demonstrates in his new book, Killing the Host, a revolution in tax policy that would prevent the financial sector from extracting economic surplus and capitalizing it in debt obligations paying interest to the financial sector.

    The US government, controlled as it is by corrupt economic interests, would never permit policies that impinged on executive bonuses and Wall Street profits. Today US capitalism makes its money by selling out the American economy and the people dependent upon it.

    In «freedom and democracy» America, the government and the economy serve interests totally removed from the interests of the American people. The sellout of the American people is protected by a huge canopy of propaganda provided by free market economists and financial presstitutes paid to lie for their living.

    When America fails, so will Washington’s vassal states in Europe, Canada, Australia, and Japan. Unless Washington destroys the world in nuclear war, the world will be remade, and the corrupt and dissolute West will be an insignificant part of the new world.

    Richest 62 people as wealthy as half of world’s population

    The world’s richest 62 people now own as much wealth as half of the world’s population, according to a report by the charity Oxfam, report agencies.

    Super-rich individuals saw an increase of 44 per cent since 2010, taking their cumulative wealth to $1.76 trillion – equivalent to the total owned by 3.5 billion of the world’s poorest people.

    The UK-based charity on Monday also said tax havens were helping corporations and individuals to stash away about $7.6 trillion, depriving governments of $190bn in tax revenue every year.

    Oxfam Australia’s Chief Executive Helen Szoke said there were no appropriate mechanisms to check if wealth was being shared appropriately.

    “We believe there is a need for commitments from global business leaders and political leaders for major tax reform to get rid of the tax havens,” Szoke said.

    Referring to economic growth in Western countries, such as her native Australia, Szoke said little wealth was reaching the impoverished.

    Oxfam said wealth was being concentrated in the hands of increasingly fewer people, while the world’s poorest continued to get poorer. In 2010, 388 people owned as much as the world’s poorest 50 per cent.

    Mark Goldring, Oxfam chief executive in the United Kingdom, said the stated concern of world leaders over escalating inequality was not being matched with action.

    “It is simply unacceptable that the poorest half of the world population owns no more than a small group of the global super-rich, so few you could fit them all on a single coach.

    ৬২ জনের হাতে!

    বিশ্বের অর্ধেক জনসংখ্যার যা অর্থ আছে, ঠিক ততটাই আছে নির্দিষ্ট ৬২ জনের কাছে! আর্থিক অসাম্যের এই নির্মম বাস্তব সামনে নিয়ে এল ‘অক্সফ্যাম’। আন্তর্জাতিক এই দাতা সংস্থার সমীক্ষা জানাচ্ছে, বিত্তবানের বিত্ত বেড়েছে আরও। গরিব হয়েছে আরও গরিব। বিশ্বের অর্ধেক অর্থাৎ সাড়ে তিনশো কোটি মানুষের হাতে যা সম্পদ, তার সমান সম্পদ আছে ৬২ জনের হাতে। ‘অক্সফ্যাম’–এর রিপোর্ট অনু্যায়ী, ২০১০ থেকে এই ৬২ কুবেরের ধন বেড়েছে ৪৪ শতাংশ! আর ৩৫০ কোটি মানুষের পয়সাকড়ি কমেছে ৪১ শতাংশ। দাভোসে ‘বিশ্ব অর্থনৈতিক ফোরাম’–এর ঠিক আগে ‘অক্সফ্যাম’ প্রকাশিত রিপোর্ট স্পষ্ট করেছে যে, তাবড় ‘বিশ্বনেতারা’ নিদারুণ অসমতা নিয়ে অনেক কথা বলেন, কিন্তু কাজের কাজ হয় না কিছুই! দিনে দিনে ধারাবাহিক ভাবে অর্থনৈতিক ভারসাম্য হারাচ্ছে বিশ্ব। ‘অক্সফ্যাম ইন্টারন্যাশনাল’–এর একজিকিউটিভ ডিরেক্টর উইনি বায়‍‍নিমা এই রিপোর্ট প্রকাশ করে জানিয়েছেন, ‘কোটি কোটি মানুষ এভাবে ক্ষুধার্ত থেকে যাবে, আর তাদের জন্য বরাদ্দ টাকা খরচ করা ওপরতলার লোকেরা শুষে নেবে, এটা হতে দেওয়া যায় না!’ এ বিষয়ে ক্যালিফোর্নিয়া বিশ্ববিদ্যালয়ের অধ্যাপক গ্যাব্রিয়েল জাকম্যান গবেষণা করে জানিয়েছেন, আফ্রিকার ৩০ শতাংশ আয় বিদেশে ঢুকে যায়।

    জীবনীর মঞ্চে আপ্লুত মাশরাফি

    মাশরাফি বিন মুর্তজার ক্যারিয়ার জুড়েই আছে নিজের শরীরের সঙ্গে নিত্য লড়াইয়ের গল্প। চোট-জর্জরিত, ঝঞ্ঝা-বিক্ষুব্ধ সেই সময়গুলোতে পেছন ফিরে তাকিয়ে আবেগআপ্লুত হলেন বাংলাদেশ অধিনায়ক।

    উপলক্ষটা ছিল মাশরাফির জীবনী বইয়ের মোড়ক উন্মোচন অনুষ্ঠান। রূপকথাকে হার মানানো মাশরাফির জীবন দুই মলাটে লিপিবদ্ধ করেছেন ক্রীড়া সাংবাদিক ও লেখক দেবব্রত মুখোপাধ্যায়। বইয়ের নামও ‘মাশরাফি’। মাশরাফির পরিবার, নড়াইলে দূরন্ত কৌশিকের বেড়ে ওঠা, চিত্রা নদীর সঙ্গে মিতালি, নড়াইল এক্সপ্রেস হয়ে আবির্ভাব, মাঠের ভেতরে-বাইরে তার নাটকীয় ও রোমাঞ্চকর জীবন উঠে এসেছে এই বইয়ে। মাশরাফির জীবনী ভিত্তিক বই এটিই প্রথম।

    সোমবার খুলনায় টিম হোটেলেই মোড়ক উন্মোচন অনুষ্ঠান পরিণত হয়েছিল দারুণ এক আনন্দ আড্ডায়। আয়োজনে ছিলেন জিম্বাবুয়ে সিরিজের বাংলাদেশ স্কোয়াডের সব ক্রিকেটার ও কোচিং স্টাফের সবাই।

    অনুষ্ঠানের আকর্ষণীয় এক অধ্যায় ছিল ব্যতিক্রমী সংবাদ সম্মেলন, যেখানে মাশরাফিকে ইচ্ছেখুশি প্রশ্ন করেছেন সতীর্থরা। ইমরুল কায়েসের প্রশ্নের উত্তরে অধিনায়ক জানালেন, ক্যারিয়ার শেষে নিজেরই ইচ্ছে আছে আত্মজীবনী লেখার।

    মজা করে যাকে ‘হিরো’ বলে ডাকেন অধিনায়ক, সেই পেসার তাসকিন আহমেদের প্রশ্ন, ‘জীবনের এই পর্যায়ে আসবেন, আপনার জীবনী লেখা হবে, এটা ভাবতে পেরেছিলেন কখনও?’ মাশরাফির উত্তরে হাসল পুরো হলরুম, “হিরো, ভালো খেলো, তোমাকে নিয়ে এর চেয়েও বড় বই লেখা হবে!”
    প্রশ্নোত্তরে মজা করলেন তামিম-মাহমুদউল্লাহরা। ট্রেনার মারিও ভিল্লাভারায়ন জানতে চাইলেন, চোটের সঙ্গে বছরের পর বছর লড়াই করেও মনোবল না হারানোর গল্প। আনন্দ-আড্ডার মাঝেও এবার আবেগ ছুঁয়ে গেল অধিনায়ককে। চোট-পুনবার্সন-লড়াইয়ের সেই দু:সহ দিনগুলির কথা বলতে গিয়ে ধরে এল মাশরাফির কণ্ঠ, চোখের কোণে চিকচিক করল জল। বাস্পরুদ্ধ কণ্ঠে সামনে সারিতে বসা তাসকিন, আবু হায়দার রনিদের বললেন তার জীবন থেকে শিক্ষা নিতে।

    ২০০৯ সালের এক গল্প শোনালেন মাহমুদউল্লাহ। প্রথমবার অধিনায়ক হওয়ার পর দলের সবাইকে আলাদা করে খামে ভরে চিটি লিখে হাতে তুলে দিয়েছিলেন মাশরাফি, যাতে লেখা ছিল অনুপ্রেরণাদায়ী নানা কথা ও তার কাছে দলের চাওয়া। এতে দারুণ অনুপ্রাণিত হয়েছিলেন মাহমুদউল্লাহ। এত দিন পর এই উপলক্ষে মাশরাফিকে ধন্যবাদ জানালেন আনুষ্ঠানিকভাবে।

    উপলক্ষটাকে অধিনায়কের প্রতি কৃতজ্ঞতা জানানোর মঞ্চ হিসেবে বেছে নিলেন তামিম ইকবালও। ২০১৫ বিশ্বকাপের সময় ক্রিকেট আঙিনা ছাপিয়ে গোটা দেশে তুমুল সমালোচনায় যখন ভেঙে পড়েছিলেন তামিম, একান্ত আপন একজনের মতোই মাশরাফি উজ্জীবিত করেছিলেন এই ওপেনারকে।
    মঞ্চে উঠে আয়োজন মাতালেন জাতীয় দলের কোচ চন্ডিকা হাথুরুসিংহেও। মজা করে বললেন, বাংলাদেশে মাশরাফির যে জনপ্রিয়তা, তাতে চাইলে সে রাজনীতিতে নামতে পারে! ম্যাচের আগে কিভাবে খুঁড়িয়ে খুঁড়িয়ে হাঁটেন মাশরাফি, সেটা অভিনয় করে দেখিয়ে কোচ বললেন, ‘তবে মাঠে নামলে সে চোটের কথা সব ভুলে যায়। শতভাগ নয়, দুশ’ ভাগ ঢেলে দেয়।”

    বইটির প্রকাশক বাংলাদেশ ক্রিকেট সাপোর্টাস অ্যাসোসিয়েশন (বিসিএসএ)। সমর্থক সংগঠনের কোনো ক্রিকেটারের জীবনী প্রকাশের ঘটনা ক্রিকেটে যথেষ্টই বিরল। এটিও দারুণ ভাবে ছুঁয়ে গেছে মাশরাফিকে।

    “সমর্থকদের এভাবে বই প্রকাশ সত্যিই অনন্য এক ব্যাপার। বাংলাদেশ ক্রিকেটের সবচেয়ে বড় সম্পদ সমর্থকেরাই। আপনারা এভাবে আমাদের অনুপ্রেরণা দিয়ে যাবেন। শুধ ভালো সময়ে নয়, যখন খারাপ সময় আসবে, তখনও দলের পাশে থাকবেন।”

    Illicit transfer of funds and rate of investment

    It is perplexing why the perception of the business community regarding the quantum of investment is different from the information provided by the government. Leading figures of the business community in industry, trade and finance seem to agree that business investment has become moribund during the last few years. But government statistics record a sustained healthy increase in the rate of investment. The Finance Minister is also upbeat about it, and provided data on investment in his last budget speech to highlight government business-friendliness.

    Another government statistic difficult to understand is why the economic growth rate should be falling with a rising investment rate. A convenient explanation is that the incremental capital output ratio has risen, and another is that investment figures, especially public investment, are overstated. It is expected that some capital deepening should occur with economic progress, and overstating investment figures, especially public investment figures, is frequently alleged and reported. However, there is a nagging suspicion that these might not be the entire story.

    The recently published report Illicit Financial Flows from Developing Countries: 2004-2013 by Global Financial Integrity Report 2015 (GFI) contains some disturbing information which provides a clue to another possible reason why the investment rate of Bangladesh may appear greater than what it actually is.

    GFI divulged that among the 146 developing countries for which it had data on illicit outflow of funds, Bangladesh secured the 23rd position in terms of both 2013 outflow and cumulative outflow of the five year period — between 2009 and 2013. A staggering amount of US$9.7 billion was siphoned off from Bangladesh in 2013 alone, and during 2009-13 the average outflow per year was $6.9 billion. Between 2004 and 2013 the total amount transferred overseas illegally was $55.9 billion. These transfers amounted to 5.6 per cent of the gross domestic product (GDP) produced by the economy during this 10-year period. In other words, the benefits of much of the annual increments in GDP that the people of the country had achieved through their blood and toil did not accrue to them; these are now safely parked overseas, out of the reach of the legal institutions of the country.

    That some money was illegally transferred overseas every year was never in doubt, but few suspected the massive scale of the transfer (GFI cautions the readers that these figures are most likely underestimates of the true scale). The foreign debt accumulated by the country since its birth until 2013 did not reach even half of this (10-year) illegally transferred amount, and the amount of foreign aid we had received in 2013 was much less than one-third of the amount siphoned off overseas (Bangladesh Economic Review 2015). The stock of international reserves of the nation was only about a third of the reserves of foreign exchange held by a handful of illicit transactors. The total stock of foreign direct investment (FDI) at the end of 2013 was only 89 per cent of the illicit outflow in that year alone, and the inflow of FDI was only about 15 per cent of the illicit outflow. These numbers give some indication of the mammoth size of the leakages of resources from the country.

    The mechanisms of illicit transfer of large sums of money are not well understood. Hundi has been used for transfer of funds for ages; but it may not be a convenient or safe vehicle for transfer of large sums in the modern world. If so, the illicit transfer of funds in all likelihood used the formal banking channels for taking money out of the country. Banking experts could perhaps throw some light on the complexities of such transfers. The Global Financial Integrity Report does give a good indication of how the funds might have been transferred. According to its research, 83.4 per cent of the total illicit transfer of $7.8 trillion from the developing world during the 10-year period 2004-13 was done through ‘fraudulent misinvoicing of trade transactions’. This must mean trading (export and import) enterprises in both developing and developed world were deeply involved in this illicit act and colluded with one another. It is known that multinational companies frequently resort to misinvoicing among its own subsidiaries or associated companies in order to reduce tax burden, avoid local restrictions or simply transfer funds. Since international invoicing is done through internationally accepted banks, the illicit transactions have been most likely routed through them.

    For the purposes of this write-up it is important to recognise that these funds had to be earned by the country before it could be transferred, whether legally or otherwise. So these must be part of the nation’s actual GDP. The national accounts statisticians estimate GDP by various methods including what is called ‘the expenditure approach’. This involves adding up consumption spending, C, investment spending (or gross fixed capital formation and change in inventories), I, and export earnings, X, and then subtracting import payments, Z, from the sum; thus GDP=C+I+X-Z.

    If the mechanisms of illicit transfer of funds from Bangladesh are similar to the way it is done worldwide, that is, through trade misinvoicing, then nearly $8.0 billion of the $9.7 billion transferred in 2013 should have been transferred through over- or under-invoicing of import and export items. The actual amount transferred through this mechanism is estimated by GFI to be $8.4 billion. There is thus little difference between Bangladesh and the rest of the developing world in respect of the mechanism of transfer.

    Suppose a trading house in Bangladesh imports wheat. The value shown in the invoice is $200 million, but the market value of the imported wheat is actually only $100 million. The invoiced amount will go into the national accounts as consumer good import of $200 million, but only half of it will be reflected in total consumer spending assuming that domestic market values are determined by actual world prices, and are not affected by over-invoicing. Hence, consumer import will be inflated in national accounts by $100 million. If the trader had imported machinery instead, the national accounts would have inflated investment import by $100 million, which would not have been reflected in the actual investment spending. In estimating GDP the statisticians will be subtracting $200 million for the import instead of $100 million. Hence, over-invoicing will artificially reduce the recorded GDP by $100 million.

    If an enterprise exports a commodity worth $200 million, but the invoice value is shown as $100 million, the national accounts statisticians will record export of $100 million only. Export in the national accounts will be less than what is actually produced and exported. Noting the definition of GDP above, under-invoicing of export has exactly the same impact on the magnitude of official GDP as over-invoicing of import; both reduce GDP by the amount of such misinvoicing. Hence, if our trade account underreported net export by $8.4 billion, our GDP was also at the same time underestimated by $8.4 billion. (Here we are ignoring indirect effects such as that of changes in the exchange rates, price effects and wastes associated with illicit activities. Usually primary effects are not fully offset by secondary effects.) However, Bangladesh Bureau of Statistics (BBS) added a statistical discrepancy amount of $1.3 billion (to C+I+X-Z) to arrive at the final GDP figure. Assuming that the entire discrepancy was due to misinvoicing, the estimated GDP was underestimated by $7.1 billion.

    The GDP of Bangladesh in 2013 was officially recorded as $150 billion (World Bank). Without misinvoicing the GDP would have been $157.1 billion according to the assumptions above. The total investment amounted to $43 billion or 28.4 per cent of the official GDP. If there were no misinvoicing the rate of investment would have been 26.9 per cent of GDP. Thus the rate of investment was inflated by 1.5 per cent due to misinvoicing. Throughout the period 2005-2013 for which we have data of all the relevant variables, there was a minimum overstatement of investment ratio by nearly 1.0 per cent; it shot up to over 1.6 per cent during the last year of the caretaker government rule (2007-08). It fell to less than 1.0 per cent in 2011 as political uncertainties subsided to some extent, but rose sharply again to 1.5 per cent during the political turbulence of 2013. It would seem that political uncertainties encourage large increases in illicit outflows of funds. Another thing to note is that between 2011 and 2013, the investment as a ratio of official GDP increased by nearly 1.0 per cent, but as a ratio of actual GDP it increased by less than half a percentage point.

    There is good reason to believe that investment goods are over-invoiced more than other goods. The former usually have very low import duties on them, while the other goods are taxed at a higher rate. There is thus less incentive to over-invoice non-investment goods. Since a large part of the imported investment goods is imported directly by the manufacturers, the over-invoiced value is likely to be shown by them in their accounts. Assuming that all imported investment goods are brought in by the manufacturers, over-invoicing in this case will not affect GDP. But since the amount of over-invoicing raises investment by the same amount, the investment-GDP ratio will be considerably higher than what it would have been in the absence of any over-invoicing. Under-invoicing of export reduces GDP, but does not affect consumption or investment estimates. Therefore, under-invoicing will also raise the investment ratio.

    The government will of course go by its official data and highlight the recorded level that shows an increase in investment. But the business community is more likely to base their estimates or perceptions on their first-hand knowledge and experience of their environment. Hence, the conclusions of the two groups may differ.

    The over-and under-invoicing phenomena throw some light on the reasons for the difference of opinions about investment climate and actual investment between the government and business leaders. It should be mentioned that the numbers presented above are not definitive, but only indicative. But what they do suggest is that fiddling with facts or malpractices can sometimes give rise to consequences that are neither foreseen nor easily understood. A thorough research is needed to arrive at definitive and actionable conclusions. Interested researchers have no option but to approach foreign entities for funds since neither the government nor the business community is likely to fund such a research. The latter should look into the mirror before bringing allegations of evils of foreign funding for research.

    মঞ্চে সেতুবন্ধন করেছেন

    মঞ্চে অভিনয় করছেন ৬০ বছর প্রায়। শিশিরকুমারের হাত ধরে শুরু। এখন তিনি হাত ধরেছেন নতুন প্রজন্মের।

    শুরু হয়েছিল সুরেশ হয়ে। শিশিরকুমারের হাত ধরে। সেখান থেকে বাণিজ্যিক মঞ্চ হয়ে গ্রুপ থিয়েটারে আসা। মাঝে আছে অভিনেতৃ সংঘের অপেশাদার থিয়েটারও।
    সেই হিসেবে তিনি, সৌমিত্র চট্টোপাধ্যায় বাংলা মঞ্চের এমন এক পুরুষ, যিনি সেতু হয়ে ধরে রেখেছেন দুটি আলাদা শতাব্দীর নাট্যধারাকে। যিনি গত অর্ধশতকেরও বেশি কাল ধরে বাংলা থিয়েটারের চারটি পৃথক ধারাকে নিজের কাজের মধ্যে ধারণ করেছেন।
    মঞ্চসম্রাট শিশিরকুমার ভাদুড়ি তখন মঞ্চহীন। ‘শ্রীরঙ্গম’-এর কাল অতীত। এই সময়ে তিনি বরানগরে থাকেন আর কোনও শোয়ের আমন্ত্রণ এলে কোনওরকমে কয়েকজন ঘনিষ্ঠ অভিনেতা জোগাড় করে অস্থায়ী মঞ্চে নাটক করে আসেন। এই সময়েই তরুণ সৌমিত্র পৌঁছন শিশিরকুমারের কাছে। এক বন্ধুর সূত্রে। তারপর একদিন শিশিরকুমারই তাঁকে বলেন, গিরিশচন্দ্রের ‘প্রফুল্ল’ নাটকটির কল এসেছে। শিশিরবাবু স্বয়ং করবেন যোগেশ আর সৌমিত্রকে করতে হবে সুরেশ। যোগেশের ছোট ভাইয়ের চরিত্র। বলেন, ফেরার পথে এক কপি ‘প্রফুল্ল’ কিনে বাড়ি ফিরতে। আর চরিত্রের সংলাপগুলো তন্ন তন্ন করে ‘গোয়েন্দা’র মতো পড়তে। সালটা ছিল ১৯৫৭। শিশিরবাবুর সঙ্গে অবশ্য সেভাবে বেশিদিন কাজ করা হয়নি সৌমিত্রর। কিন্তু ভাল থিয়েটারের খিদেটা জাগিয়ে দিয়ে গিয়েছিলেন তিনিই। তাই সিনেমায় প্রতিষ্ঠা পাওয়ার পরেও মঞ্চ থেকে দূরে সরে যেতে পারেননি তিনি। সুযোগ পেতেই ফিরে গেলেন আবার মঞ্চে। স্টার থিয়েটারে। এই স্টার থিয়েটারেই একসময় বাঁধভাঙা সাফল্য পেয়েছিলেন উত্তমকুমার, ‘শ্যামলী’ নাটকে। তারপর বেশ কয়েক বছর বক্স অফিসে খরা চলছিল স্টারে। অবশেষে ১৯৬৩–তে সেখানে যোগ দিলেন সৌমিত্র চট্টোপাধ্যায়। পরিচালক হলেন দেবনারায়ণ গুপ্ত, যিনি ‘শ্যামলী’ করেছিলেন। এবার তিনি নামালেন ‘তাপসী’। মূল চরিত্রে সৌমিত্র চট্টোপাধ্যায়। বিপরীতে মঞ্জু দে আর বাসবী নন্দী। আবার সাফল্য আনল এ নাটক। চলল ৪৬৭ রজনী। ‘শ্যামলী’র নায়িকা ছিল বোবা। এ নাটকে নায়িকা হল দৃষ্টিশক্তিহীন।
    এই সাফল্য স্বাভাবিকভাবেই প্রচুর ‘অফার’ এনে দিল সৌমিত্রর কাছে। পেশাদার মঞ্চ থেকে। কিন্তু এই থিয়েটার নয়, সৌমিত্রর অন্বিষ্ঠ যে অন্য থিয়েটার। তাই হয়ত আর এই ছকে কাটা গল্পের চরিত্রের দিকে ঝুঁকলেন না তিনি। ইতিমধ্যেই ১৯৬১–তে তিনি অনুবাদ করে ফেলেছেন ব্রেখট্‌-এর ‘এক্সেপশন অ্যান্ড দ্য রুল’। তাকে করেছেন ‘বিধি ও ব্যতিক্রম’। সেই মার্কাস স্কোয়্যারে বঙ্গ সংস্কৃতি সম্মেলনের মঞ্চে ‘প্রফুল্ল’ করা আর স্টারে এসে ‘তাপসী’ করার মাঝে এ যেন এক তৃতীয় বিন্দু। ব্রেখট্‌-এর সন্ধান তাঁকে প্রথম দিয়েছিলেন অবশ্য শিশিরকুমারই। অনুবাদ করলেও এ নাটক মঞ্চস্থ করার মতো সংগঠন ছিল না তখন তাঁর। ১৯৬২–তে এ নাটকের প্রথম অভিনয় করল ‘হাওড়া ঋত্বিক’, অরুণ মুখোপাধ্যায়ের নির্দেশনায়।
    এরপরে তাঁর সামনে বড় হয়ে এল অভিনেতৃ সংঘের দাবি। তখন এই সংঘের নেতৃত্বে চলে এসেছেন সৌমিত্র চট্টোপাধ্যায়। অভিনেতৃ সংঘের সদস্যেরা মঞ্চে অভিনয় করবেন। নাটক চাই। সৌমিত্র লিখলেন ‘বিদেহী’। ইবসেনের ‘ঘোস্টস’ অবলম্বনে। এ নাটক পরিচালনা করলেন সৌমিত্রই। মুখ্য চরিত্রেও তিনি। আবার এই অভিনেতৃ সংঘের জন্যই তিনি মঞ্চে অভিনয় করেছেন ‘ক্রুশবিদ্ধ কুবা’ প্রযোজনায়। উৎপল দত্ত আর সৌমিত্র চট্টোপাধ্যায়ের যুগলবন্দী।
    এই অভিনেতৃ সংঘের প্রযোজনাগুলো করতে করতেই অন্যরকম থিয়েটারের স্বপ্ন দানা বাঁধছিল আবার। ফলে এবার যখন ডাক এল ‘কাশী বিশ্বনাথ মঞ্চ’ থেকে, সাড়া দিলেন। কিন্তু বোর্ড থিয়েটারের চলতি ছকে আত্মসমর্পণ করলেন না। বরং করলেন ‘নামজীবন’-এর মতো নাটক। ওয়েস্ট ইন্ডিয়ান নাটক ‘মুন অন এ রেনবো শল’ থেকে বঙ্গীকৃত করা। দেখে বোঝার উপায় নেই বিদেশি নাটক। নাটকের কেন্দ্রে আছে এক নিম্নবিত্ত বস্তি। সেখানে একদল মানুষের গা ঘেঁষাঘেষি করে বাঁচা। এত বড় সেট তৈরি করেছিলেন এ নাটকের জন্য, যে পুরো পর্দা ফেলা যেত না। বোর্ড থিয়েটারের চেনা ছকের সুখী উচ্চবিত্ত ড্রয়িংরুম ড্রামা নয়, বরং এমন বিষয়, যা মঞ্চস্থ করে গ্রুপ থিয়েটার। এবং তার ভিস্যুয়ালও অন্যরকম। তারকা–নির্ভর নয়, বরং অসংখ্য ছোটবড় চরিত্রনির্ভর এ নাটক।
    আর এরপরে ‘রাজকুমার’ থেকে ‘ঘটক বিদায়’— এই ধারাই বজায় রইল। স্টার পুড়ে যাওয়ার পর থেকেই অন্যভাবে ভাবছিলেন সৌমিত্র। বুঝতে পারছিলেন পেশাদার মঞ্চের স্পেস বিপন্ন হতে চলেছে। ফলে ‘দর্পণে শরৎশশী’ থেকে অন্য বাঁক এল। এবার নাট্যকার মনোজ মিত্র। নাটকের মঞ্চসজ্জাও একেবারে গ্রুপ থিয়েটারের ধাঁচে। অভিনেতা তালিকাতেও একঝাঁক গ্রুপ ছিয়েটারের শিল্পীর নাম। বোঝা গেল সেতুটা স্পষ্টতর হচ্ছে। ‘ন্যায়মূর্তি’ করলেন যখন ‘বিশ্বরূপা’য়, তখন আরও স্পষ্ট হল রূপান্তর। সৌমিত্রর সঙ্গে এই প্রথম যোগ দিলেন দ্বিজেন বন্দ্যোপাধ্যায়, যিনি ক্রমশ মঞ্চের হয়ে উঠবেন সৌমিত্রবাবুর স্টকম্যান।
    আর এই নাটকেই শেষবার পেশাদার মঞ্চে দেখা গেল তাঁকে। এই শেষ নাটকে ৬০ জন অভিনেতা-অভিনেত্রী ছিল যা পেশাদার মঞ্চে অভিনব।
    ‘ন্যায়মূর্তি’ ১৯৯৬-এর নাটক। আর ঠিক এর আগের বছরেই সৌমিত্র চট্টোপাধ্যায় চলে এসেছেন গ্রুপ থিয়েটারে। ‘স্বপ্নসন্ধানী’তে। ‘টিকটিকি’ প্রযোজনায়। তাঁরই
    অনূদিত নাটক। যে নাটক একসময় করবেন ভেবেছিলেন অভিনেতৃ সংঘে, উৎপল দত্তকে সঙ্গে নিয়ে।
    পেশাদার মঞ্চের স্পেস চলে যাওয়ার পরে কী করবেন তা আর ভাবতে হল না তাঁকে। ২০০০ সালে ‘আরন্দা’র প্রযোজনায় গ্রুপ থিয়েটারের মঞ্চেই করলেন ‘নীলকণ্ঠ’, যা ১২ বছর আগে তিনি নিয়মিত করেছেন পেশাদার মঞ্চে, রঙমহলে। সে নাটক খাপ খেয়ে গেল এবার গ্রুপ থিয়েটারেও। বৃত্ত সম্পূর্ণ হল।

    সেরার সম্মান পেতে পারতেন প্রথম ছবিতেই

    ‘পদক্ষেপ’ ছবিতে সৌমিত্র চট্টোপাধ্যায়কে সেরা অ‌ভিনেতার জাতীয় পুরস্কার দিয়ে পাপস্খালন করতে চেয়েছিল পুরস্কার কমিটি। প্রথম ছবি ‘অপুর সংসার’ থেকে শুরু করে অন্তত এক ডজন ছবিতে অ‌ভিনয়ের জন্যে বহু আগেই সেরার সম্মান পাওয়া উচিত ছিল তাঁর।
    অলোকপ্রসাদ চট্টোপাধ্যায়

    পুরস্কার–টুরস্কারে খুব একটা বিশ্বাস ছিল না তাঁর। তাই সত্যজিৎ রায়ের ১৫টি ছবির প্রধান অভিনেতা সৌমিত্র চট্টোপাধ্যায় সেরা অভিনেতার জাতীয় পুরস্কার পেলেন কিনা, তাতে তাঁর কিছু যায় আসেনি। নিজেই বলেছেন, অন্তত ৫০টা স্মরণযোগ্য ছবিতে তিনি অভিনয় করেছেন। সেই সব ছবির পরিচালক সত্যজিৎ রায়–সহ তপন সিংহ, মৃণাল সেন, অজয় কর, তরুণ মজুমদার, সরোজ দে প্রমুখ। এঁদের সমস্ত ছবি পেরিয়ে ২০০৬ সালে তৈরি সুমন ঘোষের ‘পদক্ষেপ’ ছবিতে অভিনয়ের জন্যে সেরা অভিনেতার জাতীয় পুরস্কার পেলেন সৌমিত্র চট্টোপাধ্যায়।
    ১৯৫৯ সালে সত্যজিৎ রায়ের ‘অপুর সংসার’–এ বড়পর্দার দর্শকদের কাছে আবিষ্কৃত হলেন সৌমিত্র চট্টোপাধ্যায়। হ্যাঁ, আবিষ্কার–ই। আজকের দর্শকও এই ছবিতে সৌমিত্রর রূপে ও গুণে মুগ্ধ। কিন্তু নবীন একজন অভিনেতাকে সেরা জাতীয় অভিনেতার পুরস্কার দিতে নিশ্চয়ই হাত–টাত কেঁপে গিয়েছিল তৎকালীন পুরস্কার কমিটির। ফলে, ২৪ বছরের সেই সৌমিত্রকে ৭১ বছর বয়স পর্যন্ত অপেক্ষা করতে হল সেরা অভিনেতার পুরস্কার পাওয়ার জন্যে। এই লজ্জার কথা বারবার আলোচিত হওয়ার মতো। এবং লেখাই বাহুল্য, সৌমিত্র এমন একটা সুরকারের জন্যে কখনওই অপেক্ষা করেননি। তিনি একজন প্রকৃত অভিনেতার যশ চেয়েছিলেন এবং পেয়েছেন। তিনি মানুষের কাছে পৌঁছতে চেয়েছিলেন এবং পেরেছেন।
    যে সৌমিত্র ‘অপুর সংসার’–এর অপু, তিনিই মাত্র চার বছর বাদে সত্যজিৎ রায়ের ‘অভিযান’–এ রুক্ষ, কঠোর ড্রাইভার নরসিং। এই রূপান্তর সত্যিই অভাবনীয়। আজও এই চরিত্রটাকে নিজের জীবনের অন্যতম সেরা অভিনীত চরিত্র বলে মনে করেন তিনি।
    লিখলে তো সত্যজিতের প্রায় সব ছবির কথাই উল্লেখ করতে হয়। ‘অপুর সংসার’–এর পর ‘দেবী’ থেকে শুরু করে ‘গণশত্রু’ বা ‘শাখাপ্রশাখা’র সৌমিত্র— সত্যজিতের কোন ছবি ছেড়ে কোন ছবির কথা বলা যাবে না?
    সত্যজিৎ রায়ের বাইরে তপন সিংহর ‘ক্ষুধিত পাষাণ’, ‘ঝিন্দের বন্দী’র কথা কোন দর্শক ভুলতে পারেন? অজয় করের ‘সাত পাকে বাঁধা’? মৃণাল সেনের ‘আকাশ কুসুম’? তরুণ মজুমদারের ‘সংসার সীমান্তে’ ছবির জন্যেও সেরা অভিনেতার জাতীয় সম্মান পেতে পারতেন তিনি। মতি নন্দীর উপন্যাস অবলম্বনে তৈরি সরোজ দে–র ‘কোনি’ ছবির ‘ক্ষিদ্দা’র জন্যে ডাবল জাতীয় সম্মান পাওয়া উচিত ছিল সৌমিত্র চট্টোপাধ্যায়ের। এই সব মহার্ঘ্য চরিত্র–চিত্রণকে অবহেলা করে পাপস্খালন করল জাতীয় পুরস্কার কমিটি। তিনি ‘পদক্ষেপ’ ছবিতে অভিনয়ের জন্যে সেরা অভিনেতার জাতীয় সম্মান পেলেন অবশেষে।
    বাঙালি হিসেবে, সিনেমার দর্শক হিসেবে জাতীয় পুরস্কারের এই ছিরি দেখে আমাদের ক্ষোভ হয়, লজ্জা হয়। সে জন্যেই বোধহয়, সৌমিত্র চট্টোপাধ্যায়ের মতো মানুষকে বলতে হয়, এই সব পুরস্কারের বিশ্বাসযোগ্যতা কতটুকু? তবে, তাঁকে দাদাসাহেব ফালকে পুরস্কার দেওয়ায় আমাদের ক্ষোভ কিছুটা কমেছে, সন্দেহ নেই। তখন সৌমিত্র চট্টোপাধ্যায়ও বলেছিলেন, এই সম্মান তো লাইফটাইম অ্যাচিভমেন্টের জন্যে দেওয়া হয়। এখানে কোনও প্রতিযোগিতা নেই। এবং এই সম্মানের তালিকায় তাঁর আগে সত্যজিৎ রায়, তপন সিংহ, মৃণাল সেনের নাম খোদিত হয়ে আছে। তাই, পুরস্কারবিমুখ সৌমিত্রও বলেছিলেন, এই সম্মানের জন্যে আমি গর্বিত।
    আজ তাঁর ৮১ বছর পূর্ণ হচ্ছে। ১৯৩৫-এর ১৯ জানুয়ারি তাঁর জন্ম। ৮১ বছর বয়সেও তিনি চলচ্চিত্রে এবং মঞ্চে সমান জাগরুক। মনে মনে আজও বলেন, ক্লান্তি আমার ক্ষমা করো প্রভু। ৮১ বছরের জন্মদিবসের আগেও বললেন, ‘কোনি’ ছবিতে তাঁর অমোঘ সংলাপ ‘ফাইট, কোনি ফাইট’। তিনি নিজেকেও কখনও–সখনও বলেন।
    অবশ্যই কোনি-র বদলে সেখানে সৌমিত্র বসিয়ে দেন। অভিনয় করতে আজও ভালবাসেন, আমর্ম। ভাল চরিত্র পেলে আজও তিনি শিক্ষার্থী। পরবর্তী প্রজন্মের জন্যে তাঁর সঙ্কেত চার অক্ষরের একটি শব্দ— ভালবাসা। হ্যাঁ, অভিনয়কে ভালবাসতে হবে। এবং সারাজীবন সেই ভালবাসাকে ছোঁয়ার চেষ্টাই একজন অভিনেতার মন্ত্র। এটাই তাঁর বিশ্বাস। আর আমাদের বিশ্বাস— সেই ভালবাসাকে ছুঁতে পেরেছেন তিনি। সৌমিত্র চট্টোপাধ্যায়।

    ব্রিটেনের মাটিতে জিহাদি আদর্শের প্রসার রুখতে তৎপর ডেভিড ক্যামেরনের সরকার। বোরখা নিষিদ্ধ হল আদালতে, ক্লাসঘরে, সীমান্তে। বন্ধ করতে বলা হল অ–নথিভুক্ত শিক্ষা প্রতিষ্ঠান, বিশেষত মাদ্রাসা। এর পাশাপাশি অভিবাসী মুসলিম কিশোর–তরুণদের সৎপথে রাখতে ওয়েবসাইট, বাবা– মায়েদের জন্য বিশেষ প্রশিক্ষণ। যদিও নাগরিকের মৌলিক অধিকার ক্ষুণ্ণ না করেই চালু হবে এ–সব নববিধান। বি বি সি রেডিও ফোরকে জানালেন প্রধানমন্ত্রী ক্যামেরন। বললেন, বোরখা পরলে চেনার উপায় থাকে না, তাই ক্লাসরুম বা আদালতে কারা যাতায়াত করছে সেটা বুঝতে পারে না প্রশাসন। জঙ্গি গতিবিধি আটকাতে বোরখার ওপর নিষেধাজ্ঞা দরকার। কিন্তু শেষ পর্যন্ত জঙ্গি–যোগ আটকাতে পোশাক কিংবা খাদ্যের ওপর সরকারি নিষেধাজ্ঞা চাপলে ‘অসহিষ্ণু’ দেশের তকমা জুটবে না তো অতি সাবধনী ইংরেজ সরকারের? ক্যামরন বলছেন, সরকার নিজের এক্তিয়ারের বাইরে একটাও কথা বলেনি। যে–কোনও প্রতিষ্ঠানের একটি নির্দিষ্ট পোশাকবিধি রয়েছে। বোরখা পরলে পোশাকবিধি ভঙ্গ করা হয়। স্কুলের মতো কোনও প্রতিষ্ঠানের নিয়ম ভাঙতে উৎসাহ দেয় কোন সরকার ? আবার, দেশের সীমান্ত, নিরাপত্তার স্বার্থে সেখানেও সকলের মুখ দেখা জরুরি। একই নিয়ম খাটে আদালতের ক্ষেত্রেও। কয়েকদিন আগেই একটি পরিসংখ্যানে দেখা গেছে, শেষ চার বছরে প্রায় ৬০০ সিরিয়াগামী ব্রিটিশকে আটক করা হয়েছে। যারা সকলেই নাকি আই এসের দলে নাম লেখাতে মধ্যপ্রাচ্যে চলেছিল। সদ্য খবর হয়েছে নতুন জেহাদি ব্রিটিশ বাঙালি সিদ্ধার্থ ধর। তার আগে স্বনামধন্য ‘জেহাদি জন’ও ছিল ব্রিটিশ। এবার তাই একটু বেশি সতর্ক হতে চাইছে ইংল্যান্ড। দেশের স্কুল–কলেজগামী ছাত্রছাত্রীদের মধ্যে জেহাদি আদর্শের অনুপ্রবেশ আটকাতেও তাই বিশেষ ওয়েবসাইট তৈরি হচ্ছে, নাম হচ্ছে এডুকেশন এগেনস্ট হেট। সেখানে কীভাবে জেহাদি–ছোঁয়া থেকে বাবা–মায়েরা তাঁদের সন্তানদের বাঁচাবেন সে ব্যাপারে সরকারি পরামর্শ থাকবে। তাতেও কাজ না হলে আলাদা করে সন্তান পালনের প্রশিক্ষণই দেবে সরকার, শেখানো হবে সন্তানের জেহাদি হওয়া আটকানোর কৌশল। আর গোটা দেশ জুড়ে নজরদারি চালানো হবে স্কুল–কলেজে। সরকারের অনুমোদন ছাড়া চলা স্কুল ও কলেজগুিল বন্ধ করে দেওয়া হবে। সেখানকার ছাত্রছাত্রীদের কী হবে, তা নিয়ে অবশ্য কিছু জানা যায়নি।

    The Secret of Israel’s Water Miracle and How It Can Help a Thirsty World

    From holistic management to advanced toilets, Israel has pioneered ideas that can help the planet manage its increasingly threatened water sources.

    The world’s problem with water isn’t that it’s disappearing. The water is there. The problem is that in many areas, growing populations have less and less water per capita because of crumbling infrastructure leading to massive leaking; short-sighted and self-interested water management, leading to egregious waste, and polluted groundwater. Can ideas from Israel really help solve these problems at a planetary level?

    Yes, because in a process lasting decades, Israel achieved something unique. It largely separated its water consumption from Mother Nature. Israel doesn’t have some one-stop-shop magic solution, neither desalination (which it didn’t invent) nor some breakthrough dreamed up by geniuses in garages. What it has is holistic, centralized water management, designed over decades, from which thirsty areas from California to Egypt can cherry-pick ideas, argues Seth Siegel, author of the best-selling book “Let There Be Water”. Why reinvent the wheel when one can emulate it?

    “Israel should have been a water basket case,” says Siegel, listing its problems: 60% of the land is desert and the rest is arid. Rainfall has fallen to half its 1948 average, apparently thanks to climate change, and as global warming progresses, Israel and the whole Levant are expected to become even drier – and from 1948, Israel’s population has grown 10-fold.

    During that time, the country’s economy grew 70-fold. But instead of starting to waste water, as happens when a society becomes wealthier, it used its new affluence to implement what Siegel calls “the Israel model” of water management.

    California demonstrates the opposite example of what happens when money is abundant but nobody acknowledges the problem, governance is local and people don’t think how to utilize the rare resource most wisely for the greater good.

    Israel uses its groundwater and lakewater, yes. But key to its water security are efforts such as drilling deep wells, massive desalination, reusing treated sewage for farming, finding and fixing leaks early, engineering crops to thrive in onerous conditions, discouraging gardening, making efficient toilets mandatory, and pricing water to discourage waste. The state preached water conservation (note the TV ads not to be a pig in the shower) – and then there’s the holy grail of Israeli water innovation: drip irrigation.

    The jury and the drip

    Drip, also called micro-irrigation, was the first watering innovation in thousands of years. Instead of flooding the fields with prodigious amounts of water and fertilizer, much of which get wasted, small amounts of both are dripped directly onto the plant’s roots.

    Netafim, which makes drip irrigation technology, says the technique saves 25%-75% pumped water compared to flood, on average. So,the farmer uses less water, fertilizer and sometimes pesticides, and is happy. The aquifers suffer less chemical pollution. The crops yield more (about 15%, say Netafim and some experts) and food prices drop, so the consumer is happy.

    Everyone is happy, except some academics, who would like proof. Prof. Frank Ward of the New Mexico State University Department of Agricultural Economics and Agricultural Business does, for one. “What we have found is that as a consequence of putting water on the crops more precisely – actual water consumption can go up,” Ward told Haaretz.

    Man has been irrigating his fields by flooding them since farming was invented over 12,000 years ago. Some of the water soaking the land is used by crops, some evaporates, some sinks in and recharges the aquifer.

    Everyone and his dog agrees that drip irrigation is one of “Startup Nation” Israel’s greatest inventions. Actually it was invented by a former government official named Simcha Blass, who sold the rights to Netafim. The company says that compared with flood irrigation, drip even causes rice and tomatoes to emit less greenhouse gases and nitrous oxide – emissions of which have been associated with deadly algae blooms. These days there are even technologies to fine-tune drip, for instance sensors that, when stuck into a tree, measure the actual plant’s water stress, rather than that of the soil by the root.

    As drip involves no aquifer recharge to speak of, less fertilizer, pesticides and lord knows what other horrible chemicals leak into our groundwater. Massive influxes of fertilizers and pesticides causing hormonal disruption are being blamed for anything from micro-penises among Floridian alligators to gender-fluid fish and other unnatural horrors.

    But does it save water at the level of a whole region, a whole state, the planet? In 2008, Ward warned that governments are leaping to adopt water conservation ideas that may either not conserve water at all, or not as much as believed. Little integrated analysis has been conducted to test the hypothesis that water conservation technologies really achieve that specific aim, Ward cautions. Indeed, efforts to find studies that compare flood with drip side-by-side (keeping other factors constant, insofar as possible) were in vain.

    The question bears asking, because after Israel showed the way, water-stressed countries around the world have been adopting drip, when they can afford it – “Converting is expensive,” Ward points out. How could it be possible for crops to be given less water with drip than with flood, but wind up using more water?

    With drip, less water is lost into the ground. But Ward suspects that total crop water consumption from drip is greater than assumed because of the higher crop yield and because the plants are healthier.

    His doubts began after years of speaking with agricultural engineers in the south-west United States, Ward says. “For years I assumed that central pivot sprinklers and drip irrigation were good water conservers because everyone said they were,” he confesses. “But the agriculture engineers I worked with told me I want to reconsider that, and that the reason I should, was because drip irrigation is very good at reducing water applied to the crop, without any waste compared with flood … but the water actually consumed by the crops can build up.”

    If crop yields increase 15% under drip, crop water consumption also increases, he explains. “It depends on crop soil type and how you manage it,” but “it is pretty safe” to assume that the increase is proportional to crop yield.

    Could drip better suit some environments and not others? “I am for drip irrigation because farmers love it and my food prices go down. I would say that the jury could be in or out if it’s good for the environment – it depends on what kind of environment talking about,” Ward says.

    Is skepticism ‘utter nonsense’?

    “In a nutshell: whether a shift from flood to drip irrigation is advantageous or not to groundwater supply depends on the hydrological and regulatory environment in which the farming operation takes place,” says Sandra Postel, director and founder of the Global Water Policy Project and a world expert on fresh water issues and related ecosystems. For example the Jordan River, or Nile, which are both extremely depleted by irrigation, may benefit from the use of drip by farmers nearby because the method deplete the river environment less, Postel says.

    Netafim acknowledges that it does not know of side-by-side studies comparing drip with flood that would tease out the parameter of effect on the water table. “The argument that drip’s efficiency increases water usage and yields, thereby leading to greater aquifer depletion, does not point to a drawback of drip, but rather a failure in water resource management,” the company stated.

    “Most stakeholders agree that drip is the most efficient irrigation method for nearly every crop,” Netafim stated. “However, that does not mean that it always makes sense for growers to transition to drip for certain crops, such as wheat. With that said, there are farmers in Texas, for example, who achieve better results by using subsurface drip irrigation systems for their annual cotton, corn and wheat crop cycles.” It also points out that in contrast to flood, drip is good for all surface types, including slopes.

    Meanwhile various teams, including Ward’s, are considering how to evaluate the impact of long-term, wide-scale drip irrigation on local water economies, not that everybody agrees it’s necessary.

    “Utter nonsense,” says Uri Shani, former water commissioner and professor of irrigation at the Hebrew University of Jerusalem. “They claim that water isn’t lost from flood irrigation because it recharges the groundwater but that’s twisted in multiple ways,” among them – when water returns to the ground, it goes where it goes, not necessarily to the aquifer.

    Feeding India, and Los Angeles

    Meanwhile, India for one is encouraging drip’s adoption through subsidies, says Siegel. At the other end of the rainbow, California had initially been glacial at adopting drip, for several reasons. Here’s one: “In the western U.S., the ‘use it or lose it’ system of water rights provides little incentive for farmers to conserve water because they then risk using some of their water rights,” Postel observed by email. “State policies (and water markets) are beginning to change that incentive structure.”

    Once, the United States encouraged people to move out west by giving them water rights in perpetuity. Take farmers living along the Colorado River. “You can take as much water as you want with no limit,” Siegel says. “No one is controlling it and there is zero incentive to innovate or conserve. You can flood irrigate all day long. If it was ten farmers, okay, but by the time the river reaches Los Angeles, it’s a trickle.”

    Also, people moved to places that shouldn’t be habited at all, like the desert. Anyway, the upshot is that today, the American west has a “horrible water governance problem”, as Siegel puts it: Israel has one central water authority. Texas has 4,600 public water systems, each with its own interests. It’s a towering Babel of incoherence, from a policy point of view.

    By now, Siegel adds, 38% of irrigated fields in California use drip. Israel may not have much to teach California about desalination, but it sure has lessons in central management so everybody can drink and shower.

    বাংলাদেশ আওয়ামী লীগের প্রতিষ্ঠা ১৯৪৯ সালের ২৩ জুন। এ বছরের (২০১৬) ২৩ জুন দলটির ৬৭তম প্রতিষ্ঠাবার্ষিকী। এই দলটির মূল অবদান ১৯৭১ সালে স্বাধীন বাংলাদেশ প্রতিষ্ঠা। স্বাধীনতার জন্য বাঙালিদের ঐক্যবদ্ধ করতে এই দলের সাধারণ সম্পাদক শেখ মুজিবুর রহমান ১৯৬৬ সালের ৫ ফেব্রুয়ারি স্বায়ত্তশাসনের ছয় দফা কর্মসূচি উপস্থাপন করেছিলেন। চলতি বছরেই ছয় দফা পেশ করার পাঁচ দশক পূর্ণ হচ্ছে (৫ ফেব্রুয়ারি ১৯৬৬ থেকে ৫ ফেব্রুয়ারি ২০১৬)। এ বছরেই আওয়ামী লীগ তাদের ২০তম জাতীয় সম্মেলন করবে ২৮ মার্চ। রাজনৈতিক ঘটনাবলির একজন পর্যবেক্ষক হিসেবে বলছি_ দলটি যদি ছয় দফার ৫০ বছরপূর্তির দিনে তাদের জাতীয় সম্মেলন আয়োজন করত, সেটা দিবসটির গুরুত্বের সঙ্গে মানানসই হতো। স্কুলে থাকাকালে পরীক্ষায় অনুবাদ করতে বলা হয়েছিল একটি বাক্য_ ‘এমন দিন যেন ৪ জুলাই’। দিনটি হচ্ছে যুক্তরাষ্ট্রের স্বাধীনতা দিবস। তার সঙ্গে তুলনা চলে, এমন ক’টা দিনই বা যুক্তরাষ্ট্রের রয়েছে। সে কারণেই এমন একটি বাক্য তৈরি হয়েছে এবং অমরত্ব লাভ করেছে। আমাদের এই ভূখণ্ডে কত দফা ও দাবিনামা কিংবা কর্মসূচি তৈরি হয়েছে; কিন্তু ছয় দফার তুল্য আর কোনো কিছু কি আছে? এই কর্মসূচি পেশের মাত্র পাঁচ বছর দুই মাসেরও কম সময়ের মধ্যে বাংলাদেশ একটি স্বাধীন রাষ্ট্র হিসেবে নবযাত্রা শুরু করে। ষাটের দশকে চরম প্রতিকূল পরিবেশে স্বায়ত্তশাসনের দাবিতে জনমত সৃষ্টির কাজে অগ্রণী দু’জন জনপ্রিয় ছাত্রলীগ নেতা আবদুর রাজ্জাক এবং তোফায়েল আহমেদ একাধিকবার উল্লেখ করেছেন_ ‘বঙ্গবন্ধু বলেছেন, ছয় দফা হচ্ছে সাঁকো, এর ওপর দিয়ে স্বাধীনতায় পেঁৗছে যেতে হবে।’
    ছয় দফা প্রদানের সময় শেখ মুজিবুর রহমান ছিলেন পূর্ব পাকিস্তান আওয়ামী লীগের সাধারণ সম্পাদক। বয়স ৪৬ বছর পূর্ণ হতে প্রায় দেড় মাস বাকি। সভাপতি ছিলেন মাওলানা আবদুর রশিদ তর্কবাগীশ। শেখ মুজিবুর রহমান সহকর্মীদের নিয়ে ৪ ফেব্রুয়ারি (১৯৬৬) পেঁৗছেন লাহোরে। সেখানে আইয়ুব খানের বিরোধী রাজনৈতিক দলগুলো একটি সম্মেলনের আয়োজন করেছিল। ইস্যু ছিল ১৯৬৫ সালের ‘পাকিস্তান-ভারত যুদ্ধোত্তর পরিস্থিতি’। কাশ্মীর নিয়ে ওই যুদ্ধ শুরু হয়েছিল ১৯৬৫ সালের ৬ সেপ্টেম্বর। ওই বছরেরই ২ জানুয়ারি আইয়ুব খান পাকিস্তানের প্রেসিডেন্ট পদে ‘পুনর্নির্বাচিত’ হয়েছেন। প্রথমবার ১৯৫৮ সালে সামরিক শক্তিবলে ক্ষমতা দখল করে তিনি নিজেকে প্রেসিডেন্ট ঘোষণা করেছিলেন। এ সময়ে রাজনৈতিক কর্মকাণ্ড নিষিদ্ধ ঘোষণা করা হয়। রাজনৈতিক নেতাদের জেলে পাঠানো হয়। ষাটের দশকের শুরুতে তিনি পাকিস্তানের জন্য সামরিক ফরমানবলে একটি সংবিধান প্রণয়ন করেন। এর আওতায় অনুষ্ঠিত নির্বাচনে ফের তিনি প্রেসিডেন্ট। কিন্তু ১৯৬৫ সালের ২ জানুয়ারির নির্বাচনকে কেন্দ্র করে তিনি প্রবল বিরোধিতার সম্মুখীন হলেন পূর্ব পাকিস্তানে; ১৯৬৯ সালের ৫ ডিসেম্বর যে ভূখণ্ডকে শেখ মুজিবুর রহমান ঘোষণা করেন ‘বাংলাদেশ’ হিসেবে। এই নির্বাচনে পাকিস্তানের বিরোধী দলগুলো আইয়ুব খানকে চ্যালেঞ্জ জানায় পাকিস্তানের জাতির পিতা মোহাম্মদ আলী জিন্নাহর ভগি্ন ফাতেমা জিন্নাহকে সামনে রেখে। আইয়ুব খান সম্ভবত বুঝতে পেরেছিলেন, পূর্ব পাকিস্তানে তার পায়ের নিচে মাটি নেই। বাস্তবে এ মাটি যে ১৯৫২ সালের ‘রাষ্ট্রভাষা বাংলা চাই’ আন্দোলনের সময় থেকেই ছিল না!
    ১৯৬৫ সালের ৬ সেপ্টেম্বর শুরু হওয়া যুদ্ধ চলেছিল ১৭ দিন। পাকিস্তানের জনগণের কাছে প্রচার করা হয়েছিল_ যুদ্ধে তারা ভারতকে ‘গো-হারা হারিয়ে দিয়েছে’। এ যুদ্ধ চলতে থাকুক_ যুক্তরাষ্ট্র, ব্রিটেনসহ কয়েকটি ধনী দেশ চায়নি। তাদের সমর্থন নিয়ে সোভিয়েত ইউনিয়ন ১৯৬৬ সালের জানুয়ারি মাসে তাসখন্দ শহরে শান্তি আলোচনার আয়োজন করে। স্বাক্ষরিত হয় তাসখন্দ চুক্তি। তখন পাকিস্তানেরই পশ্চিম অংশে প্রশ্ন ওঠে_ যুদ্ধে জয় এলো, তাসখন্দ চুক্তি হলো। কিন্তু কাশ্মীর কোথায়? সেটা তো রয়ে গেছে ভারতেই। অন্যদিকে, পূর্ব পাকিস্তানে প্রশ্ন উঠল_ আমাদের প্রতিরক্ষা ব্যবস্থা কেন এত নাজুক? ভারত তখন পূর্ব পাকিস্তানের কোথাও গোলাগুলি তো দূরের কথা, একটি ঢিলও নিক্ষেপ করেনি। যুদ্ধের দিনগুলোতে এবং পরের কিছু দিন ‘ভারতীয় সাম্রাজ্যবাদ নিপাত যাক’ স্লোগান দিয়ে সর্বত্র মিছিল-সমাবেশ অনুষ্ঠিত হয়। যুদ্ধের সময় জরুরি আইন ও পাকিস্তান প্রতিরক্ষা আইন জারি করা হয়। আওয়ামী লীগ, ন্যাপ ও কমিউনিস্ট পার্টির অনেক নেতাকর্মীকে এসব আইনে গ্রেফতার করা হয়। বিশেষভাবে টার্গেট করা হয় হিন্দু ধর্মাবলম্বী রাজনৈতিক নেতা ও সমাজের বিভিন্ন অংশের বিশিষ্ট হিন্দুদের। ‘ভারতের আকাশবাণী বেতারের অনুষ্ঠান শুনেছে’_ কেবল এ ধরনের ভুয়া অভিযোগের কারণেও অনেকের স্থান হয় কারাগারে। ১৯৬৫ সালের যুদ্ধ শুরুর পরপরই আরেকটি কুখ্যাত আইন জারি করা হয়_ শত্রু সম্পত্তি আইন। এতে বলা হয়, যুদ্ধ শুরুর সময়ে পাকিস্তানের যেসব নাগরিক ভারতে অবস্থান করছিলেন তাদের নিজ দেশের সম্পত্তি ‘শত্রু সম্পত্তি’ এবং এ কারণে তা সরকারের হেফাজতে চলে যাবে। একই সঙ্গে বলা হয়, কেবল হিন্দু ধর্মাবলম্বীদের সম্পত্তিই এ আইনের আওতায় আসবে। কোনো হিন্দু নাগরিক ওই সময়ে ভারতে ছিল_ এমন অভিযোগ করলেও তার জমি, বাড়ি ও ব্যবসা প্রতিষ্ঠান পাকিস্তান সরকারের হাতে চলে গেছে। যুদ্ধের সুযোগ নিয়ে আইয়ুব খানের দল কনভেনশন মুসলিম লীগ এবং গোলাম আযমের দল জামায়াতে ইসলামীসহ কয়েকটি দল উগ্র সাম্প্রদায়িকতা প্রচারে উন্মাদ হয়ে ওঠে। চারদিকে তখন ভীতিকর অবস্থা। ঠিক এ সময়েই শেখ মুজিবুর রহমান উপস্থাপন করেন ছয় দফা কর্মসূচি। পাকিস্তানের ক্ষমতার বাইরে থাকা দলগুলো আইয়ুব খানকে ক্ষমতা থেকে সরিয়ে দিতে তাসখন্দ চুক্তিকে ব্যবহার করতে চেয়েছে। এজন্য করণীয় নির্ধারণে তারা লাহোরে বৈঠকও ডেকেছে। কিন্তু বাঙালিদের প্রিয় ও একক নেতা হয়ে ওঠা শেখ মুজিবুর রহমান এ সুযোগকে কাজে লাগিয়ে উপস্থাপন করেন ‘আমাদের বাঁচার দাবি ৬ দফা’। পাকিস্তান আমলে পূর্ব পাকিস্তান ন্যাপের সভাপতি অধ্যাপক মোজাফফর আহমদ তার বিভিন্ন বক্তৃতায় ‘স্পাইনলেস ইনটেলেকচুয়াল’ শব্দযুগল ব্যবহার করতেন। শাসকদের রক্তচক্ষুর সামনে যারা নত হয়ে থাকতেন, জনগণের স্বার্থের কথা বলতে গেলে যাদের হাঁটু কাঁপত, তাদের সম্পর্কে এ শব্দ দুটি তিনি অনেকবার বলেছেন। ছয় দফার মধ্যে পাকিস্তানের সরকারি দলের নেতারা তো বটেই, বিরোধীরাও দেখতে পান পাকিস্তান ভাঙার চক্রান্ত। তাই শেখ মুজিবুর রহমানের এ কর্মসূচি গ্রহণ তো দূরের কথা, সেটা নিয়ে আলোচনা করতেও রাজি হননি। তারা বলেন, বিরোধী নেতাদের সভায় এটা নিয়ে আলোচনা হলে সবাইকে আইয়ুব খান কারাগারে নিক্ষেপ করবেন।
    শেখ মুজিবুর রহমান ঢাকা ফিরে আসেন ১১ ফেব্রুয়ারি। এর ১৮ দিনের মাথায় ১ মার্চ (১৯৬৬) তিনি নির্বাচিত হন পূর্ব পাকিস্তান আওয়ামী লীগের সভাপতি। সাধারণ সম্পাদকের দায়িত্ব লাভ করেন তাজউদ্দীন আহমদ। মিজানুর রহমান চৌধুরী সাংগঠনিক সম্পাদক। আমেনা বেগম সহসাধারণ সম্পাদক। সৈয়দ নজরুল ইসলাম ও খোন্দকার মোশতাক আহমদ সহসভাপতি। সে সময়ে আওয়ামী লীগের পূর্ব পাকিস্তানের কয়েকজন গুরুত্বপূর্ণ নেতা ছয় দফার বিরুদ্ধে অবস্থান গ্রহণ করেন। উদ্ভূত পরিস্থিতিতে শেখ মুজিবুর রহমান নির্ভর করেন তরুণ প্রজন্মের ওপর। ছাত্রলীগ তার পাশে দাঁড়ায়। শেখ ফজলুল হক মনি, আবদুর রাজ্জাক, সিরাজুল আলম খান প্রমুখ ছয় দফার দাবি নিয়ে কেবল ছাত্রদের কাছে নয়, জনগণের কাছেও চলে যেতে থাকেন। শেখ মুজিব সম্ভবত বুঝতে পেরেছিলেন_ জেলের বাইরে বেশিদিন থাকতে পারবেন না। তাই জেলায় জেলায় সভা করতে থাকেন। যে জনতা মাত্র চার-পাঁচ মাস আগে ‘ফিল্ড মার্শাল আইয়ুব খান জিন্দাবাদ’ এবং ‘ভারতকে নিশ্চিহ্ন কর’ স্লোগানে উচ্চকিত ছিল, তারা দলে দলে ছয় দফার সমর্থনে ডাকা সমাবেশগুলোতে যোগ দিতে থাকে। কয়েকটি জনসভায় বক্তব্যদানের পরপরই শেখ মুজিবের বিরুদ্ধে জেলা ও মহকুমা আদালতে মামলা হয়। তিনি এক মামলায় জামিন নিয়ে আরেকটি জনসভায় অংশ নিয়ে বক্তব্য রাখার পর আবার মামলা। আবার জামিন। কিন্তু ১৯৬৬ সালের ৮ মে তার স্থায়ীভাবে স্থান হয় ঢাকা কেন্দ্রীয় কারাগারে। আইয়ুব খান, তার পররাষ্ট্রমন্ত্রী জুলফিকার আলী ভুট্টো এবং পূর্ব পাকিস্তানের গভর্নর মোনায়েম খান হুমকি দেন_ অস্ত্রের ভাষায় ছয় দফার জবাব দেওয়া হবে। অর্থাৎ ছয় দফার পক্ষে যারা থাকবে, তাদের নির্মূল করা হবে। তাদের এ হুমকি যে কথার কথা ছিল না_ তার প্রমাণ মিলেছে ১৯৭১ সালে। প্রকৃতপক্ষে পাকিস্তান সেনাবাহিনীকে বাঙালিদের দমিয়ে রাখার জন্যই গড়ে তোলা হয়েছিল।
    কী ছিল ছয় দফায়? এতে বলা হয়_ রাষ্ট্রপতিশাসিত নয়, সংসদীয় পদ্ধতির সরকার হবে। পার্লামেন্ট সদস্যদের নির্বাচন হতে হবে প্রতিটি নাগরিকের ভোটে; কেবল পাকিস্তানের দুই অংশের ৪০ হাজার করে ৮০ হাজার বিডি মেম্বারের (এখনকার ইউনিয়ন পরিষদ সদস্য) ভোটে নয়। কেন্দ্র ও প্রাদেশিক সরকারের মধ্যে ক্ষমতার বণ্টন হবে। কেন্দ্রের কাছে থাকবে কেবল প্রতিরক্ষা ও পররাষ্ট্র বিষয়। পাকিস্তানের উভয় অংশে থাকবে পৃথক মুদ্রা, যা উভয় অংশে অবাধে বিনিময়যোগ্য হবে। প্রদেশের হাতে থাকবে কর আরোপের ক্ষমতা। শেখ মুজিব পূর্ব পাকিস্তানের জন্য পৃথক মিলিশিয়া বাহিনী গঠনের দাবি করেন।
    পাকিস্তানের পশ্চিম অংশের সঙ্গে পূর্ব অংশের ভৌগোলিক দূরত্ব ছিল এক হাজার মাইলের বেশি_ মাঝের স্থলভাগে ভারত, যাকে পাকিস্তানের শাসকরা গণ্য করত শত্রু রাষ্ট্র হিসেবে। বাঙালিরা পাকিস্তানে সংখ্যাগরিষ্ঠ, কিন্তু বিপুলভাবে বঞ্চিত। অধ্যাপক নুরুল ইসলাম, রেহমান সোবহান প্রমুখ তরুণ অর্থনীতিবিদ ষাটের দশকের শুরু থেকেই ‘দুই অর্থনীতির তত্ত্ব’ সামনে আনতে থাকেন। এ কারণে একটি ধারণাও জনমনে গড়ে ওঠে_ এসব অর্থনীতিবিদই ছয় দফা কর্মসূচি তৈরি করে তা শেখ মুজিবকে দেন। কারণ এ নিয়ে লড়তে হবে রাজনৈতিক নেতৃত্বের মাধ্যমে। কিন্তু রেহমান সোবহান তার Untranquil Recollections : The Year of Fulfilment
    গ্রন্থে লিখেছেন, ছয় দফা হয়ে ওঠে সেল্ফ রুলের জন্য বাঙালিদের সংগ্রামের ম্যাগনাকার্টা। এর বেশিরভাগ দাবি ১৯৫৪ সালের প্রাদেশিক পরিষদ নির্বাচনের সময় যুক্তফ্রন্টের ২১ দফা কর্মসূচিতে অন্তর্ভুক্ত ছিল। চারটি দাবি মূলত অর্থনৈতিক। পূর্ব পাকিস্তানের কয়েকজন অর্থনীতিবিদ পাকিস্তানের বঞ্চনার বিরুদ্ধে এসব ইস্যুতে সোচ্চার ছিলেন। রেহমান সোবহান লিখেছেন, ছয় দফার প্রণেতা বা অথরশিপ হিসেবে যে কৃতিত্ব কেউ কেউ তাকে দিয়ে দেন, সেটা আদৌ সত্য নয়। তবে ‘অধ্যাপক নুরুল ইসলাম, মোশাররফ হোসেন, হাবিবুর রহমান, আখলাকুর রহমান, আনিসুর রহমান প্রমুখ অর্থনীতিবিদের সঙ্গে আমি এ দলিলের ইনটেলেকচুয়াল সোর্স হিসেবে অবদান রেখেছি।’
    শেখ মুজিবুর রহমানসহ দলের নেতাদের গ্রেফতারের প্রতিবাদে ১৯৬৬ সালের ৭ জুন আওয়ামী লীগ প্রদেশব্যাপী হরতাল আহ্বান করে, যাতে সাড়া মেলে ব্যাপক। শ্রমিকরা পথে নেমে আসে। সরকারের প্রচণ্ড দমননীতির কারণে এর পরের দেড়টি বছর ‘পূর্ব পাকিস্তান ছিল চুপচাপ’। ফের জেগে ওঠে ১৯৬৯ সালের জানুয়ারিতে। ২৪ জানুয়ারি ঢাকায় লাখ লাখ ছাত্র-জনতা, শ্রমিক এবং সরকারি অফিসার ও কর্মী রাজপথে নেমে এসে গণঅভ্যুত্থান সৃষ্টি করে। এ সময়ে ডাকসু এবং ছাত্রলীগ ও ছাত্র ইউনিয়ন গঠন করে ১১ দফা কর্মসূচির ভিত্তিতে কেন্দ্রীয় ছাত্র সংগ্রাম পরিষদ। ১১ দফায় ছয় দফার প্রতিটি দাবি স্থান পায়। ফেব্রুয়ারি মাসের মাঝামাঝি বিপুল সংখ্যক রাজবন্দি মুক্ত হয়ে জনতার কাতারে শামিল হন। ২২ ফেব্রুয়ারি প্রত্যাহার করা হয় ‘পূর্ব পাকিস্তানকে স্বাধীন করার জন্য শেখ মুজিবুর রহমানের আগরতলায় গিয়ে ষড়যন্ত্রের বিরুদ্ধে দায়ের করা’ আগরতলা ষড়যন্ত্র মামলা। তিনি জনগণের কাছে বরণীয় হন বঙ্গবন্ধু হিসেবে। ১৯৭০ সালের ৭ ডিসেম্বরের সাধারণ নির্বাচনে বঙ্গবন্ধু ছয় দফার সমর্থনে ভোট চান। তিনি বলেন_ ‘এ নির্বাচন ছয় দফার ইস্যুতে গণভোট’। জনগণ তারই স্বীকৃতি দেয় নির্বাচনে পূর্ব পাকিস্তানের ১৬২টি আসনের মধ্যে ১৬০ আসনে আওয়ামী লীগ মনোনীত প্রার্থীদের জয়ী করে।
    ছয় দফা কর্মসূচি একটি জাতির জন্মের কারণ হয়ে উঠতে পেরেছিল। এ কর্মসূচিতে রাজনৈতিক ও অর্থনৈতিক উভয় দাবি সনি্নবেশিত হয়। শেখ মুজিব লাহোরে এ কর্মসূচি ঘোষণা করে ঢাকায় আসার কয়েক দিনের মধ্যেই ‘আমাদের বাঁচার দাবি ৬ দফা’ পুস্তিকা আকারে প্রকাশ করে আওয়ামী লীগ। এটা রচনা করা হয় আমজনতার ভাষায়। মুদ্রানীতি, শুল্ক ও কর, বৈদেশিক বাণিজ্য_ এসব অর্থনীতির জটিল বিষয় কীভাবে তিনি স্বল্পশিক্ষিত কিংবা শিক্ষার সুযোগ থেকে বঞ্চিত কোটি কোটি মানুষের কাছে বোধগম্য করে তুলতে পেরেছিলেন, সেটা রাষ্ট্রবিজ্ঞানীদের জন্য এখনও ধাঁধা। এত দ্রুত কীভাবে তা জনসমর্থন সংগঠিত করতে পেরেছিল, যখন শত শত রাজনৈতিক দল ও ছাত্র সংগঠনের নেতারা জেলে? ছয় দফা ঘোষণার সঙ্গে সঙ্গে এটাও তো স্পষ্ট হয়ে যায়_ এ দাবি মেনে নেওয়া হলে বাংলাদেশ স্বাধীন হয়ে যাবে। বাস্তবে সেটাই ঘটেছিল। ১৯৭১ সালের মার্চ মাসে পাকিস্তানের শাসকরা ছয় দফার ভিত্তিতে শাসনতন্ত্র প্রণয়নের জন্য বঙ্গবন্ধুর দাবি মানতে চাননি। কিন্তু বঙ্গবন্ধু অনন্যসাধারণ দৃঢ়তা দেখান_ ছয় দফা, না হয় এক দফা অর্থাৎ স্বাধীনতা। তিনি তার অঙ্গীকার রক্ষা করেন। কৃতজ্ঞ জনগণ ছয় দফা ঘোষণার মাত্র পাঁচ বছরের মধ্যেই তাকে অধিষ্ঠিত করে বাংলাদেশের জাতির পিতার মর্যাদায়। পাকিস্তানের শাসকরা অস্ত্রের ভাষায় জবাব দিয়েছিল ছয় দফার, যার অঙ্গীকার তারা করেছিল ১৯৬৬ সালের ৫ ফেব্রুয়ারি ছয় দফা ঘোষণার পরপরই।
    এ কর্মসূচি এবং তা ঘোষণার দিনটি কেবল আওয়ামী লীগের হবে কেন_ সে প্রশ্ন সঙ্গত। দিনটি ধানমণ্ডির ৩২ নম্বরে বঙ্গবন্ধুর প্রতিকৃতিতে শ্রদ্ধার্ঘ্য নিবেদনের মতো নিছক আনুষ্ঠানিকতা হবে না_ সেটাও প্রত্যাশিত।

    জলঢাকায় পাল রাজাদের নিদর্শন

    নীলফামারী জেলার জলঢাকা উপজেলার একটি ইউনিয়ন গড়ধর্মপাল। ইউনিয়নটির নামের মধ্যে যে ইতিহাস লুকিয়ে আছে, সে ইতিহাস অবশেষে উন্মোচিত হতে যাচ্ছে। প্রাচীন পাল রাজাদের নিদর্শনের সন্ধান পাওয়া গেছে সেখানে। গতকাল সোমবার মাটি খুঁড়ে পাল আমলের ধ্বংসাবশেষের সন্ধান পেয়েছে প্রত্নতত্ত্ব অধিদপ্তর। জলঢাকার গড়ধর্মপাল ইউনিয়নের পূর্ব খেরকাটি এলাকায় ওই ধ্বংসাবশেষের সন্ধান মেলে। গত শনিবার এলাকাটিতে খননকাজ শুরু করে প্রত্নতত্ত্বে বিশেষজ্ঞ একটি টিম।

    প্রত্নতত্ত্ব অধিদপ্তর মহাস্থান জাদুঘরের সহ-রক্ষণাবেক্ষণকারী এসএম হাসানাত বিন ইসলাম জানান, স্থানটিতে ১৯৯০ সালে প্রত্নতত্ত্ব অধিদপ্তর খননকাজ চালায়। তখন ৮ থেকে ১০ ফুট গভীরে খনন করা হলেও
    কোনো কাঠামো সুস্পষ্ট হয়নি। এ বছর আবার দ্বিতীয়বারের মতো অনুসন্ধান চালালে প্রাচীন নিদর্শনের সন্ধান পাওয়া যায়।

    এলাকার শিক্ষাবিদ ও ইতিহাস গবেষক অবসরপ্রাপ্ত অধ্যাপক এজিএম নোমান জানান, পাল বংশের প্রতিষ্ঠাতা গোপাল পালের (৭৫০ খ্রি.) মৃত্যুর পর তার ছেলে ধর্মপাল সিংহাসনে আরোহণ করেন। তিনি জলঢাকা উপজেলার উত্তর-পশ্চিমে প্রায় ২০ মিলোমিটার দূরে তার রাজধানী স্থাপন করেন। বহির্শত্রুর হাত থেকে রাজ্যকে রক্ষার জন্য মাটির প্রাচীর দিয়ে তিনি রাজধানী বেষ্টিত করেন। সেই থেকে স্থানটির নাম হয় গড়ধর্মপাল।

    এদিকে স্থানীয় মানুষের ধারণা, প্রায় ১২০০ বছর আগে বৌদ্ধধর্ম ও সনাতন ধর্মীয় পুরোহিতরা এ এলাকায় স্থাপনা নির্মাণ করেছিলেন। প্রাচীন নিদর্শন দেখতে আসা শতবর্ষীয় শশীনাথ জানান, ‘বয়স আমার শত পেরিয়ে গেছে। জন্মের পর থেকে শুনে আসছি প্রাচীন রাজারা ধর্মের স্থাপনা নির্মাণের জন্য ধর্মপাল এলাকায় রাজ্যসভা বসাতেন।’

    অনুসন্ধান টিমের ফিল্ড ডিরেক্টর প্রত্নতত্ত্ব অধিদপ্তর রাজশাহী বিভাগের আঞ্চলিক পরিচালক নাহিদ সুলতানার নেতৃত্বে সাত সদস্যের টিম ধর্মপাল এলাকায় এ নিদর্শন উদ্ধারে কাজ করছে। টিমের অন্যরা হলেন বগুড়া মহাস্থান জাদুঘর কাস্টোডিয়ান মুজিবুর রহমান, রংপুর জাদুঘর কাস্টোডিয়ান আবু সাইদ ইনাম তানভিরুল, রাজশাহী বিভাগের সিনিয়র ড্রাফটসম্যান আফজাল হোসেন, রাজশাহী বিভাগের আলোকচিত্রকর আবুল কালাম আজাদ, সার্ভেয়ার লোকমান হোসেন।

    প্রত্নতত্ত্ব নিদর্শনের সন্ধান মেলায় সেখানে নেমে আসে হাজারো মানুষের ঢল। প্রতিদিন এ নিদর্শন একনজর দেখার জন্য অনেকেই দূর-দূরান্ত থেকে ছুটে আসছেন। ভিড় এড়াতে সেখানে পুলিশ মোতায়েন করা হয়েছে। প্রত্নতত্ত্ব নিদর্শন এলাকাটি পরিদর্শন করেছেন স্থানীয় সাংসদ অধ্যাপক গোলাম মোস্তফা, উপজেলা নির্বাহী কর্মকর্তা হাসান হাবিব, সহকারী কমিশনার (ভূমি) মিজানুর রহমান ও শাহাজাহান কবির।

    সিঙ্গাপুরে বসে বাংলাদেশে ‘জিহাদের ছক’

    জঙ্গি সংশ্লিষ্টতার অভিযোগে দুই মাস আগে গ্রেপ্তারের পর ফেরত পাঠানো ২৬ বাংলাদেশি নিজের দেশের সরকারের বিরুদ্ধে সশস্ত্র জিহাদের পরিকল্পনায় ছিলেন বলে জানিয়েছে সিঙ্গাপুর।

    সিঙ্গাপুরের স্বরাষ্ট্র মন্ত্রণালয় বুধবার এক বিবৃতিতে বলেছে, ওই ২৬ জন ‘জঙ্গি মতাদর্শে বিশ্বাসী একটি গোপন পাঠচক্রের’ সদস্য ছিলেন। আল কায়েদা নেতা আনোয়ার আল-আওলাকির মতো ব্যক্তিদের প্রচার করা মতাদর্শের ‘চর্চা’ করতেন তারা। আল-কায়েদা এবং ইরাক-সিরিয়ার উগ্রপন্থি দল আইএস-এর সশস্ত্র জিহাদের মতাদর্শেও তাদের ‘সমর্থন’ ছিল।

    এর বাইরে আরও একজন বাংলাদেশিকে সিঙ্গাপুরে গ্রেপ্তার করা হয়, যিনি ওই চক্রের সদস্য না হলেও ‘জঙ্গিবাদে যুক্ত হওয়ার প্রক্রিয়ায় ছিলেন’ বলে সিঙ্গাপুরের ভাষ্য।

    বাকি ২৬ জনের মতো তার কাছ থেকেও জিহাদি বই ও বিভিন্ন সরঞ্জাম জব্দ করার কথা জানিয়েছে দেশটির স্বরাষ্ট্র মন্ত্রণালয়। তাদের বিবৃতির একটি অনুলিপি সিঙ্গাপুরের স্ট্রেইট টাইমস প্রকাশ করেছে।

    সিঙ্গাপুরে নির্মাণ শ্রমিকের কাজে থাকা ওই ২৭ জনকে গত ১৬ নভেম্বর থেকে ১ ডিসেম্বরের মধ্যে দেশটির অভ্যন্তরীণ নিরাপত্তা আইনে গ্রেপ্তার করা হয়। সবার কাজের অনুমতি বাতিল করে ২৬ জনকে ডিসেম্বরের তৃতীয় সপ্তাহে ফেরত পাঠানো হয় বাংলাদেশে।

    তাদের কর্মকাণ্ডের বিষয়ে সিঙ্গাপুর সরকারে পক্ষ থেকে বাংলাদেশ সরকারকে অবহিত করা হয় বলেও চ্যানেল নিউজ এশিয়ার এক খবরে বলা হয়।

    বাকি একজন অন্যদের গ্রেপ্তারের খবর পেয়ে ‘অবৈধভাবে’ সিঙ্গাপুর ত্যাগ করার চেষ্টা করেছিলেন জানিয়ে ওই প্রতিবেদনে বলা হয়, সাজা শেষে তাকেও বাংলাদেশে ফেরত পাঠানো হবে।
    এরই মধ্যে গত ২১ ডিসেম্বর ঢাকার উত্তরার এক বাসা থেকে ওই ২৬ জনকে ‘আটক’ করে পুলিশ। পরে উত্তরা পূর্ব থানায় সন্ত্রাসবিরোধী আইনে একটি মামলা করে ১৪ জনকে রিমান্ডে নিয়ে জিজ্ঞাসাবাদও করা হয়।

    পুলিশ হেফাজতে জিজ্ঞাসাবাদের পর তাদের কারাগারে পাঠানোর জন্য আদালতে তোলা হলে ২৭ ডিসেম্বর প্রথমবারের মতো বিষয়টি বাংলাদেশের গণমাধ্যমে আসে। তবে ঠিক কী কারণে কবে তাদের দেশে ফেরত পাঠানো হয়েছে তা বুধবার সিঙ্গাপুর সরকারের বিবৃতি পাওয়ার আগ পর্যন্ত স্পষ্ট ছিল না।

    এ বিষয়ে জানতে চাইলে ঢাকা মহানগর পুলিশের উপ কমিশনার (গণমাধ্যম) মারুফ হোসেন সরদার বুধবার বিডিনিউজ টোয়েন্টিফোর ডটকমকে বলেন, “জিজ্ঞাসাবাদের পর ১৪ জনকে কারাগারে রাখা হয়েছে। তাদের বিষয়ে আরও তদন্ত চলছে।”

    বাকিদের ক্ষেত্রে অভিযোগের তেমন কোনো তথ্য পাওয়া না গেলেও তাদের নজরদারির মধ্যে রাখা হয়েছে বলে জানান তিনি।

    ওই ১৪ জনের বিরুদ্ধে দায়ের করা মামলার এজাহারে বলা হয়েছে, সিঙ্গাপুরের মোস্তফা নামের একটি মার্কেটের কাছে এক মসজিদে সপ্তাহে একদিন তারা একত্রিত হতেন এবং বাংলাদেশে জঙ্গি কার্যক্রম পরিচালনার বিষয়ে আলোচনা করতেন। সেখানে জিহাদি বক্তব্য প্রচার করে এবং ভিডিও দেখিয়ে অন্যদের জঙ্গি কার্যক্রমে উদ্বুদ্ধ করতেন তারা।

    সিঙ্গাপুরের স্বরাষ্ট্র মন্ত্রণালয়ের বিবৃতিতে বলা হয়েছে, বিভিন্ন উগ্রপন্থি ইসলামী দলের বিরুদ্ধে ব্যবস্থা নেওয়ায় বাংলাদেশ সরকারের প্রতি ‘ক্ষোভ’ ছিল গ্রেপ্তার ওই বাংলাদেশিদের। এ কারণে দেশে ফিরে ‘সরকারের বিরুদ্ধে সংশস্ত্র জিহাদ’ শুরু করতেও উৎসাহ দেওয়া হতো ওই দলের সদস্যদের।

    “জঙ্গিবাদে সংশ্লিষ্টতা আছে বলে ধারণা করা হয়- এমন বাংলাদেশি ব্যক্তি বা প্রতিষ্ঠানকে আর্থিক সহযোগিতাও তারা দিয়েছেন।”

    সিঙ্গাপুর সরকার বলছে, এই বাংলাদেশিরা নিজেদের মধ্যে জিহাদি বই ও ভিডিওসহ বিভিন্ন সরঞ্জাম বিনিময় করতেন এবং দল বাড়াতে সতর্কতার সঙ্গে অন্য বাংলাদেশিদের জঙ্গিবাদে উদ্বুদ্ধ করতেন।

    “এদের মধ্যে কয়েকজন ধর্মের নামে সশস্ত্র জিহাদ সমর্থন করার কথা জিজ্ঞাসাবাদে স্বীকার করেছেন। কয়েকজন বলেছেন, মধ্যপ্রাচ্যে গিয়ে জিহাদে যোগ দেওয়ার কথাও তারা ভেবেছিলেন। আর কয়েকজন বলেছেন, বিভিন্ন স্থানে শিয়া মতাবলম্বীদের বিরুদ্ধে নৃশংস হামলার ঘটনা তারা সমর্থন করেন, কারণ শিয়ারা ভিন্ন মতাবলম্বী।”

    বৃহস্পতিবার আহমেদাবাদে নিজের বাড়িতেই শেষ নিঃশ্বাস ত‍্যাগ করলেন বিখ‍্যাত ধ্রুপদী নৃত‍্যশিল্পী মৃণালিনী সারাভাই। তাঁর বয়স হয়েছিল ৯৭ । কয়েকদিন ধরেই বার্ধক‍্যজনিত রোগে ভুগছিলেন তিনি। চেন্নাইয়ের এই নৃত‍্যশিল্পী প্রাথমিক শিক্ষা গ্রহণ করেছিলেন শান্তিনিকেতনে। পরে পারফর্মিং আর্ট নিয়ে পড়াশুনো করতে কয়েক বছরের জন‍্য আমেরিকায় ছিলেন তিনি। ফিরে এসে ভরতনাট‍্যমের প্রশিক্ষণ শুরু করেন। ১৯৪২ সালে তাঁর বিয়ে হয় বিশিষ্ট পদার্থবিদ ও ভারতীয় মহাকাশ গবেষণার জনক বিক্রম সারাভাইয়ের সঙ্গে। ১৯৪৮ সালে তিনি তৈরি করেছিলেন দর্পণ একাডেমি অফ পারফর্মিং আর্ট। পরবর্তীকালের বহু বিখ‍্যাত নৃত‍্যশিল্পী এই শিক্ষা কেন্দ্র থেকে প্রশিক্ষণ নিয়েছেন। তাঁকে পদ্মভূষণ ও পদ্মশ্রী সম্মানে ভূষিত করেছিল ভারত সরকার।

    Sarabhai is credited as one of the dancers of her era who, along with Rukmani Devi Arundale, gave bharatnatyam respectability and pushed its creative boundaries. A 2012 documentary on her life and craft, directed by Yadavan Chandran and Mallika Sarabhai, contextualises Mrinalini Sarabhai as a dancer with a strong political and social conscience.

    Produced by the Public Service Broadcasting Trust, the film begins with a droll voiceover by Tom Alter, which lists events big and small in 1949, the year that “a young Hindu woman called the ‘Hindu Atomic Bomb’ takes the world by storm.” Sarabhai was “a pioneer among those who gave classical Indian dance its respectability once more and showcased its magnificence to India and the world”, Alter says. Sunil Kothari, veteran dance critic adds, “She was a thinking woman. She mastered the technique, but she also thought, what do I do with this technique?”

    Sarabhai set up the Darpana Academy of Performing Arts in 1948 in Ahmedabad, where she moved after getting married to scientist Vikram Sarabhai in 1942. The academy has trained thousands of men and women in dance, bharatnatyam, music, kalaripayattu and puppetry, and it has also produced several productions. Here is Mallika performing her mother’s composition, Memory is A Ragged Fragment of Eternity, a response to suicide among women that was first staged in 1969.

    Netaji’s Death: Cremation Records Released Online

    A UK website set up to catalogue the last days of Subhas Chandra Bose has released the evidence given by a Taiwanese official who claimed to have prepared Netaji’s body for cremation after his death in a plane crash in 1945.

    The testimony, contained in UK Foreign Office file No FC1852/6 and dating back to 1956, is among the last few documents to be released by http://www.bosefiles.info set up to establish that the Indian freedom fighter died in the crash on the outskirts of an airfield in Taipei on August 18, 1945.

    “Taiwanese official Tan Ti-Ti, who was in charge of issuing cremation permits in Taipei, together with that of other local officials, put to rest any controversy about the last rites performed on Subhas Bose’s body,” the website said.

    There has been controversy for decades as to whether the account of the plane crash is true, despite two Indian government investigations concluding that is how Bose met his end.

    The proof contained in the Taiwanese police report sent to the British Foreign Office was, the file indicates, forwarded by the British High Commission in Delhi to the Indian government in July 1956.

    Albert Franklin, British Consul General in Taiwan, wrote to the Taiwanese government requesting an investigation into the death of Bose on May 15, 1956.

    In response, CK Yen, Chairman of the Taiwan Provincial Government, sent a detailed police report dated June 27, 1956. This included an interview with Tan Ti-Ti, who said the cremation took place on August 22, 1945.

    A Japanese army officer who accompanied the body told Mr Ti-Ti: “The deceased was Bose, the Indian leader (on occasions he mentioned him as the Indian commander) who, proceeding to Tokyo on important business, was injured when his plane was involved in an accident.”

    The previous day, on August 21, 1945, the same Japanese officer, according to Mr Tan Ti-Ti, “submitted the death certificate of a certain Ichiro Okura.”

    Mr Yen clarified to Mr Franklin that during World War II in the case of military personnel (Bose was then Supreme Commander of the Indian National Army) without family members in Taiwan, “permission for cremation was granted on the strength of a certificate from a military hospital.”

    This appears to have occurred in the case of Netaji Subhash Chandra Bose.

    The police findings based on a report prepared by Taiwan’s Department of Health said, “There is a register of cremations at the Municipal Health Centre (formerly under the Welfare Section of the Taipei Municipal Government) and the officers of the Health Centre are of the opinion that the entry (regarding cremating Bose) was made in the name of Ichiro Okura.”

    Mr Ti-Ti confirmed that on the day of the cremation, the same Japanese army officer “came to the crematorium in a car in the company of an Indian,” believed to be Netaji’s Aide-De-Camps (ADC) Colonel Habibur Rehman, who survived the crash.

    Mr Ti-Ti asserted he and another person, called Lin Sui Mu, opened the coffin as the body had been “put into a coffin for conveyance to Tokyo but the coffin was too big for aeroplanes available at the time.”

    It was, therefore, cremated in Taipei.

    The next day (August 23, 1945), the Indian (Col Rehman) and the same Japanese army officer came to collect the ashes, Mr Ti-Ti added.

    His version of events matches with Col Rehman’s statement recorded on August 24, 1945, which said “the body (of Netaji Bose) was cremated on 22-8-1945 at Taihoku (Japanese name for Taipei) under the arrangement of the (Japanese) Army authorities. The ashes were collected on 23-8-1945.”

    On January 23, this year, the Indian government is slated to declassify a set of hitherto secret documents relating to Netaji Subhash Chandra Bose.

    “I would be surprised if the Government of India files contradict anything our website has claimed,” said Ashis Ray, creator of bosefiles.info.

    Netaji’s daughter, Professor Anita Pfaff, who lives in Germany, has gone on record to say she finds the story of the air crash to be credible.

    Pandit Shankar Ghosh passes away

    Pt Shankar Ghosh left for his eternal concert on Friday, aged 80.

    Born in Kolkata on October 10, 1935, the legendary tabla player was comatose for 40 days after an angioplasty. He is survived by his wife Sanjukta Ghosh and son Pt Bickram Ghosh.

    Bickram Ghosh said, “Baba was the one man from Bengal who single-handedly took tabla to the heights that it has reached today. Tabla in Bengal was defined by him.” Pt Hariprasad Chaurasia said, “I heard about Mrinalini Sarabhai’s death today morning. And now, it is this news. I have played at so many concerts with him. It is a big loss.”

    Last month, Ustad Amjad Ali Khan had visited him in hospital and wished him speedy recovery.

    Ustad Zakir Hussain had played his composition when he had come down to perform in the city this month. The iconic table player has been a guru to not just his son but also Pt Tanmoy Bose and Pt Arup Chatterjee, according to TOI.

    ছক ভাঙা দুই শিল্পী বিনোদবিহারী মুখোপাধ্যায় ও মার্ক রথকোর জীবন ও কাজকে এক ছবিতে ধরার চেষ্টা করছেন পরিচালক শৈবাল মিত্র। ছবির নাম ‘চিত্রকর’। ধৃতিমান চট্টোপাধ্যায় ও অর্পিতা চট্টোপাধ্যায়কে নিয়ে শুরু হল তাঁর এই ছবির শুটিং। ছবিতে উঠে এসেছে ভিন্ন শিল্প ভাবনা ও শিল্পের ইতিহাস নিয়ে আলোচনা।

    এইটুকু অংশই একবারে টেক করলেন পরিচালক শৈবাল মিত্র। টেকনিসিয়ান্স স্টুডিওতে শুরু হল তাঁর নতুন ছবি ‘চিত্রকর’-এর শুটিং। এর আগে মুক্তি পেয়েছে শৈবাল মিত্রর ব্যোমকেশ কাহিনী অবলম্বনে ‘শজারুর কাঁটা’। সেখানে প্রবীণ ব্যোমকেশকে এনে একটু ছকের বাইরে বেরোবার সাহস দেখিয়েছিলেন শৈবাল। এবার তাঁর এই নতুন ছবিও ছকে বাঁধা রাস্তায় নয়। বরং ছক ভাঙা দুই শিল্পী জীবনকেই শৈবাল ধরতে চাইছেন তাঁর এই ছবিতে। যেখানে দৃষ্টিহীন প্রবীণ শিল্পী বিজন বসুর ভূমিকায় অভিনয় করছেন ধৃতিমান চট্টোপাধ্যায় এবং তাঁর সহকারী ও নবীন চিত্রশিল্পীর ভূমিকায় আছেন অর্পিতা চট্টোপাধ্যায়। প্রথম দিন এঁদের নিয়েই শুটিং সারলেন পরিচালক।
    ছবির কেন্দ্রে এই দৃষ্টিহীন চিত্রশিল্পী। তার ওপর ‘চিত্রকর’ তো শিল্পী বিনোদবিহারী মুখোপাধ্যায়েরই আত্মজীবনী। যাঁকে নিয়ে সত্যজিৎ রায় তৈরি করেছিলেন তথ্যচিত্র ‘ইনার আই’। যিনি দৃষ্টিহীন অবস্থাতেও অসামান্য শিল্পকীর্তির নিদর্শন রেখেছেন। শান্তিনিকেতনের কলাভবনে রাখা আছে তাঁর তৈরি ম্যুরাল। ছোট থেকেই এক চোখে দৃষ্টিহীন ছিলেন বিনোদবিহারী। পরে বয়স বাড়ার সঙ্গে সঙ্গে নষ্ট হয়ে যায় অন্য চোখটিও। স্বাভাবিকভাবেই প্রশ্ন আসে তাঁর জীবনটাই কি উঠে আসছে এই ছবিতে?
    ‘ঠিক তা নয়’, বললেন শৈবাল। ‘আসলে বিনোদবিহারী আমার এই ছবির অন্যতম ইন্সপিরেশন। আর একজন ইন্সপিরেশন মার্ক রথকো। এঁকে নিয়ে ‘রেড’ বলে একটি নাটক পরিচালনা করেছিলেন জন লোগান। যিনি বলেছিলেন, দেয়ার ইজ অনলি ওয়ান থিং আই ফিয়ার ইন লাইফ। ওয়ান ডে দ্য ব্ল্যাক উইল সোয়ালো দ্য রেড’। এই মার্ক রথকোর আদলেও এই ছবিতে থাকছে একটি চরিত্র’, বললেন শৈবাল মিত্র। মার্ক রথকো ছিলেন অ্যাবস্ট্রাক্ট এক্সপ্রেশনিজমে বিশ্বাসী। তাই হয়ত এই ছবির সেট ডিজাইনিংয়েও আছে বিমূর্ততার ছোঁয়া।
    তা হলে ঠিক কীরকম এই ছবি? ‘একদিকে ছবিতে আছে দৃষ্টিহীন অবস্থাতেও বিনোদবিহারীর কাজ আর অন্য দিকে আছে মার্ক রথকোর জীবন ও কাজ। ছবিতে নির্দিষ্ট করে কোনও সময়ও উঠে আসছে না। আসলে এই দুই বরেণ্য শিল্পীর শিল্প ভাবনা আর শিল্পের ইতিহাসের ডিসকোর্স নিয়ে এই ছবি’, বললেন শৈবাল মিত্র। কিন্তু কেন এইরকম একটা বিষয় নিয়ে ছবি তৈরির ভাবনা? কী বলছেন শৈবাল মিত্র? এই বিনোদবিহারী ছিলেন নন্দলাল বসুর ছাত্র ও রামকিঙ্কর বেইজের বন্ধুসম। ‘ছোটবেলাটা শান্তিনিকেতনে কেটেছে আমার। ছোটবেলায় ওঁকে দেখতাম কালো চশমা পরে বসে আছেন। প্রথম থেকেই ভাবনা ছিল একটা অন্যরকম কোনও বিষয়কে ছবিতে তুলে আনব। তাই ছোটবেলার এই স্মৃতিটাকেই আঁকড়ে ধরলাম’, বললেন শৈবাল।
    ছবির জন্য কোন কোন রেফারেন্সের সাহায্য নিয়েছেন পরিচালক? সেই প্রসঙ্গে শৈবাল বললেন, ‘খানিকটা তো আমি নিজেই দেখেছি, শুনেছি। বাকিটা এসেছে বিনোদবিহারীর আত্মজীবনী ‘চিত্রকর’ থেকে এবং জন লোহানের ‘রেড’ নাটকটা থেকে। এই ছবিতে ধৃতিমান চট্টোপাধ্যায় ও অর্পিতা চট্টোপাধ্যায় ছাড়াও অভিনয় করছেন দ্বিজেন বন্দ্যোপাধ্যায় ও শুভ্রজিৎ মিত্র। ‘ছবিতে শিল্পের বিভিন্ন সময় নিয়ে একটা আলোচনা এসেছে। মার্ক রথকো বা বিনোদবিহারী— দুজনেই দুই ভিন্ন ভাবনার শিল্পী। আমার অভিনীত চরিত্রটা যেমন পোস্ট মডার্ন ভাবনায় বিশ্বাস করে। এই ভিন্ন ভিন্ন শিল্প ভাবনার ডিসকোর্সটাও এসেছে ছবিতে’, বললেন অর্পিতা। এই ছবিতে সঙ্গীত পরিচালক তেজেন্দ্রনারায়ণ মজুমদারের পরিচালনায় গানও গেয়েছেন অর্পিতা। আর ধৃতিমানের লিপে শোনা যাবে স্বপন গুপ্তর গান। কলকাতা ছাড়াও ছবির শুটিং হবে শান্তিনিকেতনে।

    How Rajendra Prasad (and not Rajaji) became India’s first president

    The date 26 January, 1950, heralded in many changes for India as its newly minted constitution was pressed into service. One of those changes was that the country ceased to be a constitutional monarchy, with the British King as head of state, and became a republic. This meant that the representative of the British Crown, the governor-general, would have to give way to a president. On that date, therefore, the last governor-general of India, C Rajagopalachari, swore in Rajendra Prasad as President of the Republic of India.

    This passing of the baton, while smooth in outward appearance, was actually preceded by a fierce political tug of war, as Prime Minister Jawaharlal Nehru and Home Minister Vallabhbhai Patel jostled for influence within the government.

    Tale of two candidates

    By mid-1949, the constitution-making process was drawing to a close and the need to choose a president, to act as head of the new republican state, was looming. For this post, Nehru preferred Rajagopalachari, a scholar-politician from Madras. Rajaji, as he was fondly called, was already governor-general at the time and appointing him president would involve nothing more than a change of title.

    Patel, though, had other ideas and supported Bihar Congressman Rajendra Prasad instead. To some extent, this split was driven by ideology. Rajaji and Nehru agreed with each other on the type of secularism India should follow, an idea Patel did not quite buy into: the Sardar would once call Rajaji “half a Muslim” and Nehru “the Congress’ only nationalist Muslim” (the latter was also a backhanded dig at Abul Kalam Azad). Rajaji had also, back in the day, opposed and eventually dissociated himself from the Quit India Movement, a fact that rankled with many Congressmen.

    Patel’s choice, Rajendra Prasad, was like him a social conservative. As president, Prasad would bitterly oppose Nehru’s Hindu Code Bills, which gave women greater rights. He would also help rebuild the Somnath Temple, after the Sardar’s death. His most interesting clash with Nehru though was over the very date of Republic Day: Prasad wanted it moved because he thought the day to be astrologically inauspicious.

    Mostly, however, this clash was nothing but your garden-variety political turf war and was driven by Patel’s desire to put a check on Nehru’s power. A year later, Patel would even manage to push his own candidate as Congress President, tartly remarking: “At the time of Rajen babu’s election he [Nehru] got a slap in the face. This is the second.”

    Patel outmanoeuvres Nehru

    His decision made, Patel privately communicated his support to Prasad. He did not, however, publicly reveal his hand, preferring to bide his time.

    Rash and impetuous, with characteristic disdain for the nitty-gritty, Nehru preferred to take a more direct and ultimately imprudent approach. With murmurs swirling around in the Congress of Prasad’s candidature, Nehru wrote directly to him on 10 September 1949, expressing the opinion that “Rajaji might continue as president” and Prasad was not welcome since “it would involve a change and consequent rearrangements”.

    Privately supported by Patel, Prasad wrote back, belligerent, refusing to bow out of the race. Publicly, however, Patel kept his cards close to his chest. In his communication with Nehru, Patel gave the impression that he did not have a dog in this fight, telling him that is was for Nehru to “deal with the situation now”, giving off the impression that he would back him. Blithely unaware of what was going on behind the scenes, Nehru kept on writing to Patel complaining about “vigorous canvassing [that] has taken place on this subject and there is a large majority who favour Rajendra Babu”.

    On 5 October, Nehru called a meeting of Congress MPs to decide the matter. As he proposed Rajaji’s name for president, his words were loudly interrupted by the MPs present. Given Nehru’s stature and his standing, this was quite astonishing. Disoriented by the intensity of opposition, Nehru turned to Patel for support and, of course, at that crucial moment, the Sardar played his hand: he did not back Nehru. Stunned by this turn of events, Nehru stopped his speech and sat down as MP after MP attacked Rajaji’s candidature. The meeting had all but wrecked Rajaji’s chances of becoming president. It had also deeply embarrassed Nehru – in public. So much so that Nehru threatened to resign, the first of many such threats (a tactic our current Prime Minister also seems to be warming to).

    History repeats itself

    Interestingly, an almost identical situation was played out more than 50 years later at the Bharatiya Janata Party’s Goa conclave of 2002. At Atal Bihari Vajpayee’s behest, Narendra Modi was to resign as chief minister of Gujarat in the aftermath of the 2002 pogrom. Till the conclave started, Vajpayee was led on to believe that he had LK Advani’s backing on the matter. In the background, however, Advani had organised a coup. Dramatically, during the conclave itself, key BJP members vociferously refused to force Modi to resign as a shocked and isolated Vajpayee looked on. That parallels are often drawn between Nehru and Vajpayee on the one hand and Patel and Advani on the other make this anecdote all the more delicious: a rather exacting case of history repeating itself.

    Back to 1949: seeing that he had been outmanoeuvred, a desperate Nehru exchanged the stick for the carrot. He tempted Prasad first with the chairmanship of the Planning Commission and then the presidentship of the Congress, but Prasad did not bite.

    Defeated, Rajaji announced his retirement. Later on he would be inducted into the Cabinet as a Minister without Portfolio and, after Patel’s death, he would go on to become the Home Minister.

    After swearing in Prasad as president, Rajaji wrote him a congratulatory letter wishing him “strength and support”. While Rajaji must obviously have been smarting at these turn of events which forced him to become a martyred pawn in a Nehru-Patel battle, he was above complaining directly about it. In his typical wry humour though, he ended the letter to Prasad with a postscript: “Please show this to Jawaharlal and Vallabhbhai. I am not writing separately to them.”

    Horror of Nazi Medical Experiments Emerges in Holocaust Survivor’s Account

    In newly-discovered deposition, Dachau survivor recounts he almost froze to death in a hypothermia experiment, and was whipped for not standing still while mosquitoes infected him with malaria.

    The chilling testimony of a survivor of Nazi medical experiments has emerged in a three-page deposition recently unearthed at the Central Zionist Archive in Jerusalem.

    The deposition, which carries no date, was submitted by Heinz Reimer, a Jewish survivor of several concentration camps, among them Dachau and Mauthausen. His testimony was discovered by an archivist during a routine cataloguing project of old Jewish Agency files. The document was discovered in a chronologically arranged file originally held at the Frankfurt office of the Jewish Agency. Since the document preceding it is dated August 1951, the assumption is that it was submitted sometime in the early post-war years.

    Reimer is possibly one of the few Dachau inmates to have undergone Nazi hypothermia experiments who survived the war. In these experiments, inmates were immersed in ice water to test how long the human body could survive in freezing temperatures. Those who survived the icy temperatures were often subjected to various body “rewarming” procedures that also involved immersing them in boiling water.

    Noting that he was “misused as an object of experiments” and “as a vivisection object,” Reimer reported in his deposition that the notorious Nazi SS doctor Sigmund Rascher “conducted on me experiments of terminal hypothermia,” indicating that he was subjected to this procedure more than once. Rascher ultimately fell out of grace with the Nazis and was executed by a German firing squad just before the end of the war.

    Reimer’s testimony is included in a request he submitted to the Jewish Agency for financial assistance after the war. His address at the time was Hanover, Germany, although his nationality could not be verified by the archive. Representatives of the archive said they have no further information about his whereabouts since then.

    In his request, Reimer wrote that the money he was requesting would be used to help him set up a laundromat business as well as pay lawyers who might assist him in receiving restitution funds from the German government.

    An article published in the New England Journal of Medicine in 1990 – citing a report prepared by Nazi physicians discovered after the war – estimated that close to 400 hypothermia experiments were conducted on roughly 300 inmates in Dachau between August 1942 and May 1943. The article noted that based on testimony of medical assistants at Dachau, only two prisoners subjected to the hypothermia experiments were known to have survived the war, “both of whom became ‘mental cases.’”

    Reimer reported that along with other tortures he endured in the camps, he was purposely infected with various diseases by Nazi doctors in order to test out cures for them.

    Several sentences from the Reimer testimony, a copy of which was apparently also available at a Geneva-based UN archive, have already been published in a book on Nazi human experiments. But according to Patrick Casiano, the archivist at the CZA who discovered the document, this is the first time that the full three-page testimony has come to light.

    “I was very surprised to discover it,” he said, “because usually here at the CZA, we deal with administrative and bureaucratic documents that were in the possession of the various Zionist organizations – never something as personal and as gruesome in nature as this.”

    In his testimony, Reimer referred by name to several Nazi doctors at Dachau, among them Dr. Claus Schilling, who was ultimately sentenced to death after the war by an American tribunal. “Dr. Schilling infected me three times with malaria tropical bacteria,” he wrote. “He withdrew from my body one and a half liters of blood for serum experiments. He infected me with syphilis by inflicting a 12-centimeter cutting wound to my leg. After this I had to undergo cures – I counted 46 injections of Atebrin [a drug used in the treatment of malaria] and other injections.”

    Particularly chilling is Reimer’s account of how he was infected with malaria. “This inhuman Nazi locked me up every day for two hours in a glass cage and I had to endure thousands of Anopheles mosquitos on my body,” he wrote. “Once I could no longer stand the pain I made an attempt of resistance against the mosquitos while I assumed that this would not be seen. But the doctor, if you want to call this beast like this, saw my attempt of resistance in the mirror. For this I received seven days of strict detention. But before I was led away to the detention, I received 25 lashes with a leather bullwhip.”

    According to his testimony, Reimer was interned at various Nazi concentration camps from November 1938 through June 1945. Dachau was the first Nazi concentration camp, opened in 1933, and served as a model for many others.

    Pardon Plea by Adolf Eichmann, Nazi War Criminal, Is Made Public

    After he was convicted and sentenced to death in Israel for his role in the annihilation of millions of Jews by Nazi Germany, Adolf Eichmann pleaded for his own life.

    “There is a need to draw a line between the leaders responsible and the people like me forced to serve as mere instruments in the hands of the leaders,” pleaded Eichmann — the Nazi war criminal who oversaw the lethal logistics of the Holocaust — in a letter dated May 29, 1962, the day that Israel’s Supreme Court rejected his appeal.

    Eichmann asked the Israeli president, Yitzhak Ben-Zvi, for a pardon, arguing, “I was not a responsible leader, and as such do not feel myself guilty.”

    The letter, handwritten by Eichmann in German, and other original documents from the case, were made public for the first time on Wednesday by Israel’s current president, Reuven Rivlin, during an event to commemorate International Holocaust Remembrance Day. The documents had been discovered by researchers only in the last few weeks, when they were digitizing files from the president’s archive.

    In the letter, Eichmann repeated the defense offered at his four-month trial in 1961: that he was a low-level functionary following orders, and he should not be held accountable for the crimes of his superiors. He wrote that the judges who convicted him were “not able to empathize with the time and situation in which I found myself during the war years.”

    “It is also incorrect that I never let myself be influenced by human emotions,” he added, noting: “Specifically after having witnessed the outrageous human atrocities, I immediately asked to be transferred. Also, during the police investigation I voluntarily revealed horrors that had been unknown until then, in order to help establish the indisputable truth.”

    In his request for clemency, Eichmann wrote that he had only been following orders.

    “I am not able to recognize the court’s ruling as just, and I ask, Your Honor Mr. President, to exercise your right to grant pardons, and order that the death penalty not be carried out,” he concluded, before signing his name in blue ink on lined paper.

    Eichmann’s wife, Vera, and his five brothers made their own appeals for a pardon for Eichmann, and these were included among the documents released Wednesday, along with Mr. Ben-Zvi’s reply, in a typed letter dated May 31, 1962.

    A telegram, in German, from Ms. Eichmann asked, “as a wife and mother of four children,” for her husband’s life to be spared. A handwritten note, in Hebrew, attached to the telegram by the president, contains a quotation from the Torah: “But Samuel said, ‘As your sword has made women childless, so will your mother be childless among women.’ (Samuel 1 15:3)”

    In a letter typed in Hebrew and dated May 31, 1962, Mr. Ben-Zvi wrote to Israel’s justice minister, Dov Yosef, that, “After considering the pardon requests made on behalf of Adolf Eichmann and after having reviewed all the material presented to me, I came to the conclusion that there is no justification in giving Adolf Eichmann a pardon or easing the sentence imposed on him.”

    At midnight on June 1, 1962, just days after he wrote his request for mercy, Eichmann was executed by hanging.

    Mr. Rivlin, whose audience in unveiling the documents at his official residence included Holocaust survivors and people who played a role in the Eichmann case, asserted in a statement: “Not a moment of kindness was given to those who suffered Eichmann’s evil.”

    “Eichmann’s application for amnesty revealed here today proves that Eichmann and his family recognized that in the state of Israel, a murderer such as Eichmann would be convicted and that justice would be done,” Mr. Rivlin said.

    For many Israelis, the 1961 trial of Eichmann — who had been captured by Israeli agents in Argentina the year before — was the first time they were exposed to the shocking testimonies of Holocaust survivors. Some early Zionists who lived in the territory before the Jewish state was established at times blamed the victims of the Holocaust for not having emigrated sooner.

    Haim Gouri, a leading Israeli poet and journalist who covered the Eichmann trial, said that the experience had never left him. “It was only during this trial that I understood what happened to the Jews and what happened to other peoples,” said Mr. Gouri, who was born in Tel Aviv in 1923. “These witnesses exposed with endless power the story that otherwise would have been impossible to tell.”

    Fifty years after the trial, in 2011, the Israel State Archives, the repository of the country’s collective memory and many of its secrets, presented a selection of documents related to the Eichmann case. Last year, the State Archives released documents proving that Vera Eichmann had visited her husband in prison about a month before he was executed. But the newly released documents had never been shared publicly.

    Eichmann’s role and influence in the Nazi machine has been the subject of historical debate. David Cesarani, a historian of 20th-century Jewish life who died last year, wrote a biography of Eichmann that cast him as a committed subscriber to Nazi ideology, rebutting the author Hannah Arendt’s famous appraisal of him as a banal bureaucrat who simply followed orders.

    Eichmann’s letter pleading for his life is not likely to settle that argument.

    In the letter requesting a presidential pardon, Eichmann wrote, “It is not true that I was personally of such a high rank as to be able to persecute, or that I myself was a persecutor in the pursuit of Jews.”

    He continued, “I declare once again, as I did in the presence of the court: I detest as the greatest of crimes the horrors which were perpetrated against the Jews and think it right that the initiators of these terrible deeds will stand trial before the law now and in the future.”

    By then his fate was sealed.

    Who could be Myanmar’s next president?

    Since the National League for Democracy (NLD) ousted the ruling military-backed government in historic November elections in 2015, the Aung San Suu Kyi-led party has revealed little about who would lead Cabinet ministries, control the legislature and hold other top jobs.

    As the new parliament is set to convene on Monday, Feb 1, the most-anticipated decision is who the NLD will put forward as president, a position Ms Suu Kyi is constitutionally barred from holding. The president will be chosen in March in a vote by the new MPs.

    Observers have thrown up a few names and these are some of them:

    1. Mr Aung Kyi Nyunt, 65

    The lawyer by training was re-elected for the Upper House in November for Magwe’s constituency No.4.

    In an analysis by Mr Chit Win, a PhD scholar at the Australian National University’s Coral Bell School of Asia Pacific Affairs, Mr Aung Kyi Nyunt is described as an NLD whip inside the legislature whose prior approval is sought by Upper House lawmakers before they raise any questions or motions inside the House.

    Mr Aung Kyi Nyunt is known to be a bold legislator who can defend or reject any issues, according to the article published in the New Mandala hosted by the Coral Bell School of Asia Pacific Affairs.

    2. Dr Tin Mar Aung

    Little is know about her, but the doctor by profession is Ms Suu Kyi’s chief of staff which means she wields considerable power as The Lady’s assistant.

    3. Dr Tin Myo Win, 64

    He is Ms Suu Kyi’s personal physician who is widely known to be a close confidante of the democracy icon.

    An NLD loyalist and former political prisoner, Dr Tin Myo Win was one of the few people allowed to visit the Nobel Peace Prize winner during her 15 years as a prisoner of the military.

    In an interview with Reuters last year, he seemed bemused at the prospect of being considered president.

    “My job is cutting and sewing – I am a surgeon,” he said then.

    4. Mr Win Htein, 75

    He is an outspoken central executive committee member, former Myanmar army officer, ex-political prisoner and aide to Ms Suu Kyi.
    5. Dr Aung Tun Thet

    He is currently the President’s Economic Advisor and also a member of the President’s National Economic and Social Advisory Council.

    6. Dr Thant Myint-U, 49

    A historian and adviser to President Thein Sein, Dr Thant Myint-U is a grandchild of United Nations Secretary-General U Thant.

    He was named one of the “100 Leading Global Thinkers” of 2013 by the Foreign Policy Magazine, and labelled one of 50 “World Thinkers” by Prospect Magazine of 2014.

    7. Mr Tin Oo, 90

    Party patron and former military commander-in-chief who has emphatically said he does not want the post.
