Ill-judged comparisons are made far too frequently in the modern era, but this generation of Iker Casillas, Sergio Ramos, Xavi and Andres Iniesta, the four who started all three finals at Euro 2008, the 2010 World Cup and here at Euro 2012, deserves such a substantial accolade as association with Pele’s kings.
Casillas was all authority and some vital interceptions. Jordi Alba was all shimmering class at left-back, defending and raiding in equal measure. Xabi Alonso, in the middle, kept the moves ticking over, kept sweeping passes over short range and long.
Cesc Fabregas delivered one of his most influential displays, his movement soon a mystery to the Italian defence. The ‘false No 9’ with No 10 on his back made Spain’s first goal for David Silva, Alba struck a sumptuous second before Fernando Torres and Juan Mata arrived like matadors to finish off wounded foe.

This was also a night to celebrate Spain’s calm, avuncular, inspiring guiding force. Vicente Del Bosque became only the second coach to steer a side to both the World Cup and the European Championship, matching the feat of West Germany’s Helmut Schön at the 1972 Euros and then World Cup in 1974. After Schön of Germany came the beautiful game from Spain. The history books were taking some updating.
Their victory was a fillip for those seeking to reform the youth-development system in England, focusing more on artistry than athleticism. English football needs to listen more to the patter of tiny feet, to the ball-whisperers called Xavi and Iniesta. Small of frame but colossal of talent, both were outstanding, controlling midfield as if they had been handed the title deeds.

“The Colonel,” a novel about the 1979 revolution and its violent aftermath, is a case in point. The five children of the title character, an officer in the shah’s army, have all taken different political paths and paid a heavy price. The story unfolds on one rainy night as the colonel is trying to retrieve and bury the body of his youngest daughter, who has been tortured to death for handing out leaflets criticizing the new regime.

“It’s about time everyone even remotely interested in Iran read this novel,” The Independent of London said in a review when “The Colonel” was published in Britain last fall, describing it as a powerful portrayal of “a society ravaged by a warped morality.”

The novel was written in the early 1980s, around the time of the events it describes, when prominent intellectuals were being executed, and Mr. Dowlatabadi was called in for questioning. “I hid it in a drawer when I finished,” said Mr. Dowlatabadi (pronounced dow-LOT-a-body), fearing it would lead to his being blacklisted, which would have interfered with other projects he had in mind, including what became a much-praised three-volume work called “Bygone Days of the Elderly.”

“I did not want even to have this on their radar,” he said, referring to “The Colonel.” “Either they would take me to prison or prevent me from working. They would have their ways. After I wrote this, but when they still didn’t know I had written it, they gave me a warning that I shouldn’t teach at the university anymore, that I should just sit at home and keep quiet. That was fine with me because I could start to write the other book, the three volumes.”

As a result “The Colonel,” though available in English and German, does not yet exist in an authorized Persian-language version. Mr. Dowlatabadi said he finally submitted the manuscript three years ago to censors at the Ministry of Culture and Islamic Guidance, which must approve all books before publication in Iran, but received no response until Iranian readers heard about the book and began clamoring for access to it.

“Finally the vice chairman of books in the ministry read it,” Mr. Dowlatabadi said, “and under pressure responded: ‘Yes, it’s a good book. But it’s a different account of the revolution.’ He said, ‘This is not our understanding of how the revolution occurred.’ So I said, ‘But it is my understanding of what occurred.’ In the meantime they didn’t say yes, and they didn’t say no. So it’s still stuck.”

Among Iranians Mr. Dowlatabadi is probably best known for “Kelidar,” a 10-book, 3,000-page saga about a nomadic Kurdish family. The authoritative Encyclopaedia Iranica has praised “Kelidar” for its “heroic, lyrical and sensual language” and attributed its “immense popularity” to Mr. Dowlatabadi’s detailed portrayal of political and social upheaval, his trademark as a novelist.

“Mahmoud has always had a commitment to social issues, but couldn’t accept the simplistic moralistic framework predominant in socialist realism,” said Kamran Rastegar, a professor of Middle Eastern languages and cultures at Tufts University who has translated some of Mr. Dowlatabadi’s work. “Instead he tried to examine the complexities and moral ambiguities of the experience of the poor and forgotten, mixing the brutality of that world with the lyricism of the Persian language.”

Despite Mr. Dowlatabadi’s renown at home “The Colonel” is only the second of his novels to appear in the United States. The first, “Missing Soluch,” conceived during the nearly three years he spent in prison under the shah and then written in a feverish 70-day burst after his release in 1976, was published in 2007. Like the bulk of his work before “The Colonel,” it is about country life — in this case a poor peasant woman in an isolated village who struggles to hold her family together after her husband mysteriously disappears.

That rural realm is one that Mr. Dowlatabadi, who has a steely gaze, a smoker’s cough and a prominent white mustache, knows intimately. He was born into a family of farmers in Khorasan, an arid northeastern province bordering Afghanistan, and as a youngster worked in the fields alongside his father, also chopping wood and hauling melons to market.

Even then he was an avid reader, curious about the outside world. “I would read on the roof of the house with a lamp,” he recalled. “I read ‘War and Peace’ that way.” At 14, with his father’s encouragement, he left for his province’s capital and ultimately for Tehran, working as a shoemaker, barber, bicycle repairman, street barker, cotton picker and cinema ticket taker before falling in with a theater troupe and becoming an actor.

Asked if he took menial jobs to gather material for the books he hoped to write, he said, “No, I was trying to earn a living.” In the end it was the theater work, along with some incursions into journalism, that pushed him into writing novels and screenplays. That experience also brought him to the attention of the secret police, since the troupe’s repertory included works by Brecht and Arthur Miller.

“He has an incredible memory of folklore, which might come from his days as an actor or might come from his origins, as somebody who didn’t have a formal education, who learned things by memorizing the local poetry and hearing the local stories,” said Nahid Mozaffari, who is an editor of “Strange Times, My Dear: The PEN Anthology of Contemporary Iranian Literature” and has taught at New York University. “That’s an unusual trajectory for a writer in Iran, where most writers are middle-class urban educated people. He’s really different.”

To have “The Colonel” published in Persian, Mr. Dowlatabadi could theoretically turn to one of the émigré presses that flourish in Europe and California, or even, if he were so disposed, authorize a kind of samizdat edition for circulation in Iran. But he said he did not want to do that, preferring to adhere to legal channels, frustrating though that may be.

“My philosophy, my way of working, is not by confrontation,” he said. “I want to keep writing and keep being an Iranian novelist in Iran, so therefore I do not have confrontations.”

Yes, he continued, “I have written things that if you read them they create questions in your head,” but he added: “I did not do it confrontationally, against the state. In fact it’s a good thing for the regime — past, present and future — to have the experience of writers who work within the system. This has to be an established norm or practice in our country: that people who have different opinions can rationally disagree. It shouldn’t be that I want to kill you, I want to confront you or I want to leave.”

Since last month, Iranian markets have witnessed an increase in milk and bread prices, by 30% and 25% respectively. Consequently, the government was forced to increase the monthly subsidy for citizens to 3,000 Toman ($3.60). Rent prices in Tehran also rose by 30%. However, Iranian authorities assured citizens that the government would offer them support for obtaining goods, especially during Ramadan. Iran’s currency also plummeted to as low as 2,000 Toman per dollar.

Prior to the parliamentary session, Chairman of the Shura Council Ali Larijani made a statement on Wednesday calling on [President Mahmoud] Ahmadinejad’s government to rein in the sharp rise in prices. Larijani stressed that tackling inflation was now a priority for parliament, noting that “the soaring prices of essential commodities, such as bread, milk and rent require good management and thorough planning. This is despite all of the damages that our enemies abroad may cause.”

Larijani supported parliament’s request for 30% of the public budget to be appropriated toward encouraging production, and that governmental subsidies be lifted gradually on essential goods and services, “so that producers and farmers won’t have to endure the current situation.”

Larijani accused “tyrannical countries of trying to drive Iranians to despair and take advantage of the high cost of living to exert control over Iran’s government in an attempt to achieve their goals.” He also called upon the government to deal effectively and earnestly with this issue.

However, Sources close to Ahmadinejad’s government underplayed the effects of the US sanctions on Iran’s Central Bank and oil. They described such measures “as sheer publicity amid a complicated psychological war. They are aimed at influencing the local public opinion and incur Iranians’ displeasure with the current economic situation.” The same sources added, “These sanctions aim to cause a rift between the citizens and the government.” However, the sources also believed that such attempt will ultimately fail.

In the last few days, Iran’s stock market witnessed a 200 point decrease in the stock indexes. Stock traders estimate a further fall in stock prices, leading stakeholders in the market to hold a meeting with investors to curb stock devaluation.

Financial experts ascribed stock price deterioration to several reasons, mainly the worsening inflation rate in the country (which exceeds 20%), the devaluation of the Iranian Rial against the dollar and the soaring price of gold in local markets compared to the international downward trend.

WASHINGTON, June 29, 2012—The World Bank has credible evidence corroborated by a variety of sources which points to a high-level corruption conspiracy among Bangladeshi government officials, SNC Lavalin executives and private individuals in connection with the Padma Multipurpose Bridge Project.

The World Bank provided evidence from two investigations to the Prime Minister, as well as the Minister of Finance and the Chairman of the Anti -Corruption Commission of Bangladesh (ACC) in September 2011 and April 2012. We urged the authorities of Bangladesh to investigate this matter fully and, where justified, prosecute those responsible for corruption. We did so because we hoped the Government would give the matter the serious attention it warrants.

In Canada, where SNC Lavalin ‘s headquarters are located, after executing numerous search warrants and a year-long investigation based on a referral from the World Bank, the Crown Prosecution Services brought corruption charges against two former SNC executives in connection with the Padma Bridge Project. Investigation and prosecution are ongoing but the court filings to date underscore the gravity of this case.

Because we recognize the importance of the bridge for the development of Bangladesh and the Region, we nonetheless proposed to proceed with an alternative, turnkey-style implementation approach to the project provided the Government took serious actions against the high level corruption we had unearthed. It would be irresponsible of the Bank not to press for action on these threats to good governance and development.

To be willing to go forward with the alternative turnkey-style approach, we sought the following actions: (i) place all public officials suspected of involvement in the corruption scheme on leave from Government employment until the investigation is completed; (ii) appoint a special inquiry team within the ACC to handle the investigation, and (iii) agree to provide full and adequate access to all investigative information to a panel appointed by the World Bank comprised of internationally recognized experts so that the panel can give guidance to the lenders on the progress, adequacy, and fairness of the investigation. We worked extensively with the Government and the ACC to ensure that all actions requested were fully aligned with Bangladeshi laws and procedures.

We proposed that when the first bids would be launched, the Bank and the co-financiers would decide to go ahead with project financing if they had determined, based on the Panel’s assessment, that a full and fair investigation was under way and progressing appropriately.

In an effort to go the extra mile, we sent a high-level team to Dhaka to fully explain the Bank’s position and receive the Government’s response. The response has been unsatisfactory.

The World Bank cannot, should not, and will not turn a blind eye to evidence of corruption. We have both an ethical obligation and a fiduciary responsibility to our shareholders and IDA donor countries. It is our responsibility to make sure IDA resources are used for their intended purposes and that we only finance a project when we have adequate assurances that we can do so in a clean and transparent way. In light of the inadequate response by the Government of Bangladesh, the World Bank has decided to cancel its $1.2 billion IDA credit in support of the Padma Multipurpose Bridge project, effective immediately.

This is one of the problems facing Malaysian authorities as they prepare to send their first man into space.

There are others: how to hold the prayer position in zero gravity, ensure that only halal freeze-dried food is in your space cupboard and perform your ritual ablutions before worship?

They have all been answered by a team of Islamic scholars and scientists that has spent more than a year working on guidelines for the astronaut.

The Malaysian will travel to Russia’s International Space Station in October, in exchange for a lucrative arms deal.

The Government hailed the mission as an important milestone but religious scholars questioned how a practising Muslim could accommodate worship with the demands of space travel.

The space station travels around the world at 27,000km/h, making Mecca a target in perpetual motion. With 16 orbits a day and five daily devotion sessions determined by times of sunrise and sunset, devout Muslim astronauts could find themselves chanting their prayers as many as 80 times in 24 hours.

Water is a valuable commodity in space, but Muslims are required to wash before each prayer session.

The holy month of Ramadan also falls during the mission.

All Muslims are required to abstain from food during daylight hours — but what is daylight in space?

Only two Muslims have gone into space, Prince Sultan bin Salman of Saudi Arabia, who travelled on the US shuttle Discovery in 1985, and Anousheh Ansari, an Iranian-American space tourist, who went to the space station last year. Both had to work out their obligations on their own.

Malaysia insists, however, that maintaining Islamic beliefs “ismandatory for Muslims in every situation, time and place”.

Mustafa Abdul Rahman, the head of the nation’s Department of Islamic Development said: “Circumstances on the ISS that are different from circumstance on Earth are not an obstacle for an astronaut to fulfil a Muslim’s obligations.”

Two finalists remain from 10,000 applicants: Sheikh Muszaphar Shukor and Faiz Khaleed.

The winner will be told that he may choose to fast in space or make up for it when he returns. If an astronaut doubts that the food provided is halal, he “‘should consume it only to the extent of restraining hunger”.

On prayers to Mecca, however, the guidebook sidesteps. These should be performed, it says, “according to the capability of the astronaut”.

Book: Nepal in Transition: From People’s War to Fragile Peace

Author: Edited by Sebastian von Einsiedel, David M. Malone and Suman Pradhan

    Publisher: Cambridge University Press

The first is the narrative of liberation, which starts with the awakening of political consciousness following World War II, and moves on to the 1950 and 1990 and 2006 democracy movements, and analyses current events as new chapters in the story of a revolution that has yet to be completed. This narrative is full of heroic struggles, rights movements and a yearning for justice, equality and a better day via democracy. Those attuned to the injustice prevalent in Nepali society tend to follow this narrative.

The second narrative is more alarmist, and it envisions the end of Nepal — at the hands of the Maoists, or of imperial India, or of Western aid organisations funding work on rights-based development and social inclusion, and as a consequence destroying social harmony. Those attuned to the concerns of the nation’s high-caste elite tend to follow this narrative.

Nepal in Transition: From People’s War to Fragile Peace will be educative to the latter, and educative as well as inspiring to the former.

Edited by Sebastian von Einsiedel, David M Malone and Suman Pradhan, this dense collection of essays is full of information thus far understood fully by only a handful of specialists. For this alone it is essential reading.

Deepak Thapa’s chapter offers a helpful overview of the causes — historical, ideological and opportunistic — behind Nepal’s Maoist insurgency, while Rhoderick Chalmers focuses specifically on the security sector at war and in peacetime, with an examination of the Royal Nepal Army and the Maoists’ People’s Liberation Army. A very good follow-up to these two chapters comes later in the collection from Aditya Adhikari, who lays out, with thoroughness and precision, how the Maoists have used the peace process to enter, and master, Nepal’s democratic polity.

So what has gone wrong? Two issues need to be separated out: one, the counterproductive nature of the policy of austerity imposed on (or, as in Britain, chosen voluntarily by) governments; and two, a reasoned suspicion about the lack of viability of the shared euro.

The moral appeal of austerity is deceptively high (“if it hurts, it must be doing some good”), but its economic ineffectiveness has been clear at least since Keynes’s debunking of “the remedy of austerity” in the Great Depression of the 1930s, with unemployment and idle capacity due to a lack of effective demand. It is also self-defeating in reducing public deficits, because austerity tends to depress economic growth, so reducing a government’s revenue. Much of the eurozone has been shrinking rather than expanding since the inception of these policies.

However, we have to go well beyond Keynes in understanding the harm done by the ill-chosen cult of austerity. We have to ask what public expenditure is for – other than just strengthening effective demand (on which Keynes concentrated, focusing on the expenditure itself, rather than on the services it supported). Savage cuts in important public services undermine what had emerged as a social commitment in Europe by the 1940s, and which led to the birth of the welfare state and the national health services, setting a great example of public responsibility from which the entire world would learn.

Turning to the second problem – the euro, with fixed exchange rates for all countries in the zone – economies that fall behind in the productivity race tend to develop lack of competitiveness in exports, as countries such as Greece, Spain or Portugal have been experiencing already. Competitiveness can, of course, at least partly be recovered through slashing wages and living standards, but this would lead to great suffering (much of it unnecessary), and generate understandable popular resistance. Sharp increases in inequality between regions can be remedied, to be sure, by large-scale migration within Europe (for example, from Greece to Germany). But it is hard to assume that persistent population inflow to the same countries would not generate political resistance there.

The inflexibility of fixed exchange rates of the euro is inherently problematic when the economic performance of countries continues to differ. A unified currency in a politically united federal country (such as in the US) survives through adjustment mechanisms (including large internal migration and substantial transfers) that cannot yet be a norm in a politically disunited Europe.

If European economic policies have been economically unsound, socially disruptive and normatively contrary to the commitments that emerged in Europe after the second world war, they have been politically naive as well. The policies have been chosen by financial leaders with little attempt to have serious public discussion on the subject.

Decision-making without public discussion – standard practice in the making of European financial policies – is not only undemocratic, but also inefficient in terms of generating reasoned practical solutions. For example, serious consideration of the kinds of institutional reforms badly needed in Europe – not just in Greece – has, in fact, been hampered, rather than aided, by the loss of clarity on the distinction between reform of bad administrative arrangements on the one hand (such as people evading taxes, government servants using favouritism, or unviably low retiring ages being preserved), and on the other, austerity in the form of ruthless cuts in public services and basic social security. The requirements for alleged financial discipline have tended to amalgamate the two in a compound package, even though any analysis of social justice would assess policies for necessary reform in an altogether different way from ruthless cuts in important public services.

The problems we are seeing in Europe today are mainly the result of policy mistakes: punishments for bad sequencing (currency unity first, political unity later); for bad economic reasoning (including ignoring Keynesian economic lessons as well as neglecting the importance of public services to European people); for authoritarian decision-making; and for persistent intellectual confusion between reform and austerity. Nothing in Europe is as important today as a clear-headed recognition of what has gone so badly wrong in implementing the grand vision of a united Europe.

The British Council Library in Rangoon is Burma’s leading authority on history and culture, but one woman is owed a huge debt of gratitude for preserving its peerless collection.

Monica Mya Maung first arrived in Rangoon in October 1937 as the English wife of Burmese barrister Percy Mya Maung, the son of a judge who had graduated from St John’s College, Cambridge.

When the British Council library opened in 1947, “Auntie Monica,” as she was affectionately known, began helping out in her spare time. But when former dictator Gen Ne Win orchestrated a military coup in 1962, his troops overran the library, and ordered it closed and the books sold off.

A sharp-witted Auntie Monica quickly hid 500 Burmese history tomes under tables and in surreptitious cubbyholes inside the embassy to save them from the purge. She then kept the library running in secret until the British Council was finally allowed to reopen in Rangoon in 1973.

“She was so energetic, and such a wonderful woman—an example,” the current Library Information Manager Moe Moe Soe told The Irrawaddy. “She loved Burma and the Burmese people and she always felt like this was her home. She continued to work part-time here even after she retired.”

And it is thanks to Auntie Monica’s daring actions that such irreplaceable titles such as: “Burma Past and Present, Journal of a Residence in the Burnham Empire” and “The Economics of the Central Chin Tribe” remain available to scholars today.

However, not everyone took to Auntie’s Monica’s iron-willed approach and for a time she remained ostracized in the stuffy colonial circles of her British countrymen. But she cared little for such pretensions and threw herself headfirst into her new Burmese kinfolk.

On her first day in Rangoon, Monica was pictured in the newspaper in Burmese silk attire praying barefoot at the Shwedagon Pagoda, ostensibly to placate her in-laws who did not approve of their son’s choice of wife.
The alliteration-brimming headline, “Burmese Barrister Brings Back Beautiful Buddhist British Bride!” caused scandal amongst her jingoistic compatriots when it appeared in the next day’s newspaper. In the unenlightened 1930s, no Burmese person, not even the acting governor Sir Joseph Maung Gyi, was permitted to be a member of an English club. But it was not long before Monica, born June 5, 1914, became a stalwart of Rangoon society, cutting through even the ruthless military hierarchy of the day.

“She taught all the ambassadors wives English as there were lots of them from all over the world,” said Moe Moe Soe. “She even taught English to the three grandsons of Ne Win as well.”

Auntie Monica never had any children of her own but adopted with her husband instead. She stayed in the same low teak house in Rangoon even when he died in 1987. Although she attempted to move back to England, Auntie Monica quickly returned to Burma knowing finally where her true home was.

“I remember just once when she watched the year 2000 celebrations in London on the television she turned to us and asked ‘why am I here?’ as if she was missing out not being there with her relatives,” recalled Moe Moe Soe.

Monica Mya Maung was awarded an MBE [Member of the Most Excellent Order of the British Empire] in 1979 and died in 2008 at the age of 91 having worked at the British Council for 38 years. She had lived through Japanese bombings, occupation, house arrest, and plague outbreaks, and had continued teaching into her 90s.

“I’ve never known an English lady like her. She saw people as human beings, and loved books and loved to read,” added Moe Moe Soe.

And Moe Moe Soe is already living up to her legendary predecessor and has herself become a celebrity of the institution. Similarly known as “Auntie Moe,” under her stewardship the library has continued to flourish.

Each day around 1,200 visitors come to the British Council in Rangoon to develop their knowledge and skills and it remains the country’s sole uncensored reading facility. When Auntie Moe admits to thoughts of retirement a nearby colleague immediately chimes in with, “Oh no you’re not!”

Clearly the spirit of Auntie Monica lives on.

Scientists at CERN have discovered a new subatomic particle, which may well be the elusive Higgs boson, also known as “the God particle”.

”I can confirm that a particle has been discovered that is consistent with the Higgs boson theory,” said John Womersley, chief executive of the UK’s Science & Technology Facilities Council.

The result is still preliminary, but “it’s very strong and very solid,” according to Joe Incandela, spokesman for one of the two teams hunting for the Higgs particle.

The discovery, which is due to a great extent to the Large Hadron Collider (LHC) team, is the strongest-yet in favor of the particle’s existence.

The Higgs boson is the last subatomic elemental particle predicted by the Standard Model to be discovered experimentally.

The model is a fundamental part of quantum physics, which manages to incorporate three of the four known fundamental interactions – the electromagnetic, weak, and strong nuclear interactions – meaning only gravity is excluded. Since its formulation in the mid 20th century, Standard Model has been considered increasingly credible as new discoveries conformed to its predictions.

The boson, which is responsible for elementary particles having mass, has been evading physicists’ eyes decades, because they didn’t have the means to observe it. The LHC, the world’s biggest particle accelerator, was built partially for the purpose of finding the Higgs boson.

Signs of the particle were discovered through thousands of experiments at the LHC, where protons and antiprotons were smashed at almost-light speeds. The collisions produced new particles in their wake. Many of them can exist only fractions of seconds before decaying into lighter ones.

Scientists were analyzing the resulting particles to establish what produced them and pinpoint the rare events of the appearance of the yet-unseen particle. They also had to ensure that what they got were actual sightings rather than quirks of probability, which rules quantum physics.

The Higgs boson is often referred to as “the God particle” by the media. The name comes from the title of a popular science book by Leon Lederman, who nicknamed the particle in that way due to its importance to modern particle physics. However many scientists dislike the name, because it exaggerates the role Higgs boson actually plays

      First Muslim Nobel Laureate

Pakistan’s only Nobel laureate helped develop the theoretical framework that led to the apparent discovery of the subatomic “God particle” last week, yet his legacy has been largely scorned in his homeland because of his religious affiliation.

It’s a sign of the growing Islamic extremism in his country.

Adbus Salam, who died in 1996, was once hailed as a national hero for his pioneering work in physics and work that guided the early stages of Pakistan’s nuclear program. Now his name is even stricken from school textbooks because he was a member of the Ahmadi sect that has been persecuted by the government and targeted by Taliban militants, who view them as heretics.

Their plight – along with that of Pakistan’s other religious minorities, such as Shiite Muslims, Christians and Hindus – has deepened in recent years as hard-line interpretations of Islam have gained ground and militants have stepped up attacks against groups they oppose. The majority of Pakistan’s citizens are Sunni Muslims.

Salam, a child prodigy born in 1926 in what was to become Pakistan after the partition of British-controlled India, won more than a dozen international prizes and honors. In 1979, he was co-winner of the Nobel Prize for his work on the so-called Standard Model of particle physics, which theorizes how fundamental forces govern the overall dynamics of the universe.

Salam and Steven Weinberg, with whom he shared the Nobel Prize, independently predicted the existence of a subatomic particle now called the Higgs boson, named after a British physicist who theorized that it endowed other particles with mass, said Pervez Hoodbhoy, a Pakistani physicist who once worked with Salam. It is also known as the “God particle” because its existence is vitally important toward understanding the early evolution of the universe.

Physicists in Switzerland stoked worldwide excitement Wednesday when they announced they have all but proven the particle’s existence. This was done using the world’s largest atom smasher at the European Organization for Nuclear Research, or CERN, near Geneva.

“This would be a great vindication of Salam’s work and the Standard Model as a whole,” said Khurshid Hasanain, chairman of the physics department at Quaid-i-Azam University in Islamabad.

In the 1960s and early 1970s, Salam wielded significant influence in Pakistan as the chief scientific adviser to the president, helping to set up the country’s space agency and institute for nuclear science and technology. Salam also assisted in the early stages of Pakistan’s effort to build a nuclear bomb, which it eventually tested in 1998.

Salam’s life, along with the fate of the 3 million other Ahmadis in Pakistan, drastically changed in 1974 when parliament amended the constitution to declare that members of the sect were not considered Muslims under Pakistani law.

Ahmadis believe their spiritual leader, Hadrat Mirza Ghulam Ahmad, who died in 1908, was a prophet of God – a position rejected by the government in response to a mass movement led by Pakistan’s major Islamic parties. Islam considers Muhammad the last prophet and those who subsequently declared themselves prophets as heretics.

All Pakistani passport applicants must sign a section saying the Ahmadi faith’s founder was an “impostor” and his followers are “non-Muslims.” Ahmadis are prevented by law in Pakistan to “pose” as Muslims, declare their faith publicly, call their places of worship mosques or perform the Muslim call to prayer. They can be punished with prison and even death.

Salam resigned from his government post in protest following the 1974 constitutional amendment and eventually moved to Europe to pursue his work. In Italy, he created a center for theoretical physics to help physicists from the developing world.

Russia on Monday unveiled the world’s longest cable-stayed bridge as it put the finishing touches on a troubled multi-billion investment aimed at revitalizing the country’s distant Far East.

Prime Minister Dmitry Medvedev opened the 1,104-meter link from Vladivostok to Russky Island during a personal spot-check of preparations for hosting September’s Asia-Pacific Economic Cooperation (APEC) summit.

“Everything that we have been doing here in recent years is obviously linked to the summit,” Medvedev said in televised remarks from the Far East.

“But we are not doing it for the summit. We are doing it for you ― for those who live here.”

Russia is spending $20 billion in pursuit of its Soviet-era dream of turning the port into a Russian version of San Francisco to attract massive investment and rival China’s growing dominance.

Politicians have long voiced fears that a dwindling population and a minimal production base will see Russia one day forced to give up the Far East territory.

Preparations for the event however have been beset by problems and huge cost overruns that only seemed to underscore the bureaucracy and waste stunting Russia’s economic growth.

The gleaming span over the Eastern Bosphorus ― dubbed “the bridge to nowhere” by critical local media ― was hit by a serious fire during its final construction phase this winter.

Several new regional highways have experienced periodic cave-ins and Medvedev on Monday also personally toured a road that partially washed away after a heavy rain last month.

Russia’s premier had avidly promoted modernization while serving as president in the past four years and sounded a clear note of irony as he complemented constructors and engineers on their work.

Waitress fails to recognise Brit PM, asks him to wait

Cameron stopped off in Plymouth, Devon, to grab a hot drink and a sugary snack on his way to the city’s Armed Forces Day celebrations. He stunned locals by strolling into the Sandwich Box Plus cafe on Saturday morning in search of a takeaway coffee.

But Sheila Thomas, who was behind the counter, failed to recognise the British PM and told him she was busy serving other customers. After a ten-minute wait, Cameron’s aides popped in to next-door Warrens bakery to buy the peckish premier a jam doughnut and a cup of tea instead.

But Thomas was upset to see he had picked up his drink elsewhere and continued to give him a telling off. Sheila said, “I didn’t realise it was him at first. I was in the middle of serving a customer so I was running around trying to do something and didn’t take too much notice to be honest.”

The Nobel prizewinning author Gabriel García Márquez is suffering from senile dementia and can no longer write, his brother has revealed.

Jaime García Márquez told students in Cartagena, Colombia, that his older brother, affectionately know as Gabo, calls him on the telephone to ask basic questions.

“He has problems with his memory. Sometimes I cry because I feel like I’m losing him,” he said.

The 85-year-old Colombian writer won the Nobel prize in 1982 and is best known for novels including One Hundred Years of Solitude, Love in the Time of Cholera and Chronicle of a Death Foretold.

He has fought a long battle against lymphatic cancer which he contracted in 1999 and it is believed that the cancer treatment has accelerated his mental decline.

“Dementia runs in our family and he’s now suffering the ravages prematurely due to the cancer that put him almost on the verge of death,” said Jaime. “Chemotherapy saved his life, but it also destroyed many neurons, many defences and cells, and accelerated the process. But he still has the humour, joy and enthusiasm that he has always had.”

Jaime said that he tried to keep his brother’s condition a secret, “because it’s his life and he’s always tried to protect it”. However, he was moved to speak openly because of the inaccurate speculation he encountered.

Jaime said: “The fact is there are lots of comments. Some are true but they’re always filled with morbid details. Sometimes you get the sense they’d rather he were dead, as if his death were some great news.”

Márquez’s chaotic upbringing provided ample material for his complex novels.

His parents’ courtship was resisted by his maternal grandfather, who objected to his father’s conservative political views. The wedding was eventually allowed to take place and Márquez was born in Aracataca which became the fictional village of Macondo in his novels.

Márquez’s parents left him in the care of his maternal grandparents when they travelled to work.

His grandfather was a soldier and a hero of the liberal movement and instilled in him an interest in social justice and the gravity of taking human life.

The chilling news of a man burnt alive in Bahawalpur on alleged charges of blasphemy has escaped the national media as well as our collective conscience. Other than a token condemnation by President Asif Ali Zardari, no major political leader has bothered to talk about this ghastly incident.

After the brutal assassination of Salmaan Taseer in January 2011, we had given up the hope of even holding a debate on man-made colonial laws on blasphemy. The voices that were asking for a review of the legislation had to retreat as the majority Sunni-Barelvi interpretation captured public discourse. Taseer’s killer, Mumtaz Qadri was defended by the same lawyer who viewed ‘rule of law’ as an articulation of a personalised, anti-democracy and Sharia-compliant version of justice. The fact that a former chief justice of Lahore is Qadri’s lawyer reflects the inherent biases and indoctrination that have spread in our society. If a billionaire, liberal politician could be murdered on the streets of Islamabad, what hope does a supposedly deranged man in the deep south of Punjab have?

The rise of vigilantism is also indicative of state failure. Not long ago, we witnessed the inhuman lynching of two young men in the Sialkot district where the state machinery stood by and extended tacit support to ugly scenes of dead bodies being paraded around. A few months later, I was invited to a television talk show where, to my surprise, I was surrounded by a lawyer and a so-called aalim (religious scholar). During the show, the cheerful aalim continued to find obscure and irrelevant references to justify mob-lynching as a kosher form of justice.

As children, we grew up with an occasional visitor, who would show up at our doorstep and make strong incoherent statements about religion, society and political leaders. We were told that he was a majzoob (someone self-involved with his own spirituality). As I grew up, I discovered more of these characters at Sufi shrines, on pavements and even camped around rivers and canals. The world considers these characters insane, while their insanity has its own method and rules.

Media reports suggest that the victim of the mob attack in Bahawalpur was a similar character. A friend in Bahawalpur told me that the victim was a saeen (a peculiar kind of a mystic). Chanighot is not too far away from Uchh Sharif — the ancient seat of Sufism in south Asia. Another field informant says that the man killed was a devotee of Mansur al-Hallaj (858-922 AD, a Persian mystic, who was executed in Iraq on charges of blasphemy). Hallaj’s famous utterance “An’al haq” (I am the truth) became an inspiration for several poets and mystics in the succeeding centuries. The regions that comprise Pakistan have had a rich tradition of Sufi thought and practices. But south Punjab, the land of Sufis, is now occupied by armed militant groups and their foot soldiers who have established their own ideological and quasi-legal writ.

Punjabi poets such as Bulleh Shah have also challenged orthodoxy and I wonder what would have happened had Bulleh Shah been alive today? Would mobs attack him also? The unnamed victim of Chanighot was reportedly on his way to Sehwan and some people allegedly saw him burning the Holy book. The police arrested him but this was not enough. A blasphemer had to be killed there and then. The police station was raided and the man was taken to a public chowk and burnt to ashes.

The 150th birth anniversary celebrations of eminent Bengali poet and musician Dwijendra Lal Roy, who created a sub-genre in Bengali music, was kicked off today.

“His overwhelming love for the motherland and his immense contribution in the field of music and literature will continue to enthuse millions of us for generations to come,” Chief Minister Mamata Banerjee wrote in her Facebook post.

To commemorate the birth anniversary of the great poet, playwright and lyricist, the West Bengal government has announced that it would set up an international standard “Dhana Dhanye” cultural complex at Alipore in Kolkata on a three-acre plot.

Stating that Roy, born on this day in Nadia district in 1863, was a source of inspiration, Banerjee said, “We should learn patriotism from his life and work”.

Besides authoring a number of plays on social, historical and mythological topics, Roy also penned hundreds of poems and was also a well-known composer of modern songs.

Known mostly for his patriotic compositions like ‘Dhana Dhanya Pushpa Bhara’, ‘Banga Amar Janani Amar’, ‘Amar Bharat’ and ‘Patitadwarini Gangey’, his songs are known as ‘Dwijendrageeti’ or the songs of Dwijendra Lal.

His collections of poems and songs have been published as Aryagatha (1894), Hasir Gaan (1900), Mandra (1902), Alekhya (1907) and Triveni (1912).

“His famous and lovely song ‘Dhano Dhanyo Pushpo Bhora…’ during the freedom movement can be easily compared to ‘Saare Jahan Se Achchha…’,” the CM said.

Roy had died in 1913 at the age of 49 in Kolkata.

Bangladesh police announced Wednesday that they have arrested four suspects accused of killing a Saudi diplomat in Dhaka earlier

this year and it appears the incident was a street crime gone wrong.

Khalaf bin Mohammed Salem al-Ali, a 45-year-old official in the Saudi Embassy’s consular section, was shot and killed 30 metres (yards) from his home shortly after midnight on March 6. Days after the killing, Saudi Arabia sent a team of investigators to consult with Bangladeshi detectives.

Initial speculation about the death focused on Iran, which has been accused of other international attacks or attempted attacks against diplomats, including Saudis. Iran denies the accusations.

Fresh clashes and cases of arson have been reported today from lower Assam even as shoot-at-sight orders remained in force in Kokrajhar and three other districts. The ethnic clashes have left over 1.5 lakh people homeless.

Curfew was relaxed in Kokrajhar district from 8 am to 12 noon, but has since been reimposed indefinitely. Curfew has also been extended indefinitely in Chirang and Dhubri districts where night curfew was earlier in force.

The entire North-East remained cut off by rail for the second day today, as no trains could enter Assam. As many as 8 trains are stuck in West Bengal’s Jalpaiguri district that borders Assam. Some trains continue to remain stranded at Guwahati station.

Corruption is of course a problem. It is a problem with the current government. It has been a problem with previous governments and it continues to be a problem within the World Bank. That there are vested interests in why and how money gets disbursed is also a reality. So the idea of the World Bank calling this particular kettle black is ironic. The cancellation by the World Bank loan of 1.2 billion dollars for building a bridge across the Padma river was unfortunate, as the penalty for the suspected corruption was being paid neither by the officials in question, nor the government in power, but by the general public of Bangladesh.
