President Obama put on hold Saturday a plan to attack Syria for its alleged use of chemical weapons, arguing that the United States had a moral responsibility to respond forcefully but would not do so until Congress has a chance to vote on the use of military force.

The announcement puts off a cruise missile strike that had appeared imminent, a prospect that had the region on edge and stoked intense debate in the United States, where many dread getting dragged into a new war.

Obama did not indicate what he would do if Congress rejects the measure.

Lawmakers are scheduled to return from recess on Sept. 9to begin what is sure to be a contentious debate about the risks of injecting the United States into a conflict in which it has few reliable allies and enemies on both sides of the front lines. The Senate will hold committee hearings on the proposed strike this week, Majority Leader Harry M. Reid (D-Nev.) announced Saturday.

The decision to seek congressional approval for what the administration has said would be a short, limited engagement was a remarkable turn one day after Secretary of State John F. Kerry delivered an almost-prosecutorial case for military intervention. Obama made the decision Friday night following days of agonizing deliberations with members of his Cabinet, according to administration officials.

Shifting the burden to Congress potentially gives the president a way out of the political bind he created last year when he said Syrian President Bashar al-Assad’s use of chemical weapons would be a “red line” for the United States. It also buys the administration time to shore up domestic and international support for a strike that many came to see as a hasty response with potentially catastrophic consequences.

The decision could work in Assad’s favor, giving him more time to prepare for an attack that could ultimately become politically untenable for Obama.

Obama argued Saturday that the United States would be setting a dangerous precedent if it did not respond to the Aug. 21 attack in a Damascus suburb, which U.S. intelligence officials say killed nearly 1,500 civilians, including 426 children.

“This attack is an assault on human dignity,” Obama said in an impassioned afternoon address in the White House Rose Garden. “It also presents a serious danger to our national security. . . . It could lead to escalating use of chemical weapons, or their proliferation to terrorist groups who would do our people harm.”

Kerry says Syria strike would be “unbelievably small” – that is unbelievably unhelpful।

As President Barack Obama kicks off an all-out push for a strike on Syria, Secretary of State John Kerry came under fire on Monday for saying any attack would be “unbelievably small” and suggesting the Syrian ruler still had a week to give up his chemical weapons to avoid a U.S. assault – a remark Kerry’s spokeswoman later attempted to clarify.

The off-key comments came in a joint press conference in London with Britain’s foreign secretary, where Kerry said the strike would be able to harm Assad without putting American troops on the ground and with a “very limited, very targeted, short-term effort.”

That is exactly what we are talking about doing, unbelievably small, limited kind of effort,” Kerry said.

The comments, which dismayed even supporters of an attack on Syria, added fuel to the debate as Obama launches a full court press 48-hour media and political blitz to try to sell the plan to a skeptical American public and Congress.

On Monday, Obama will sit down with anchors from six networks, PBS, CNN, Fox, ABC, CBS and NBC, for seven- to 10-minute interviews that will air Monday night. On Tuesday, the president will address the nation in a televised address in prime time.

The White House was also expected to continue to reach out to members of Congress through high-profile Cabinet members as well as the vice president and president himself. On Monday afternoon, National Security Adviser Susan Rice was set to hold a public speaking event on Syria at the New America Foundation.

But Kerry’s comments Monday caused even some of the president’s strongest backers for military intervention to call the White House’s outreach a disaster.

A Plea for Caution From Russia
What Putin Has to Say to Americans About Syria

RECENT events surrounding Syria have prompted me to speak directly to the American people and their political leaders. It is important to do so at a time of insufficient communication between our societies.

Relations between us have passed through different stages. We stood against each other during the cold war. But we were also allies once, and defeated the Nazis together. The universal international organization — the United Nations — was then established to prevent such devastation from ever happening again.

The United Nations’ founders understood that decisions affecting war and peace should happen only by consensus, and with America’s consent the veto by Security Council permanent members was enshrined in the United Nations Charter. The profound wisdom of this has underpinned the stability of international relations for decades.

No one wants the United Nations to suffer the fate of the League of Nations, which collapsed because it lacked real leverage. This is possible if influential countries bypass the United Nations and take military action without Security Council authorization.

The potential strike by the United States against Syria, despite strong opposition from many countries and major political and religious leaders, including the pope, will result in more innocent victims and escalation, potentially spreading the conflict far beyond Syria’s borders. A strike would increase violence and unleash a new wave of terrorism. It could undermine multilateral efforts to resolve the Iranian nuclear problem and the Israeli-Palestinian conflict and further destabilize the Middle East and North Africa. It could throw the entire system of international law and order out of balance.

Syria is not witnessing a battle for democracy, but an armed conflict between government and opposition in a multireligious country. There are few champions of democracy in Syria. But there are more than enough Qaeda fighters and extremists of all stripes battling the government. The United States State Department has designated Al Nusra Front and the Islamic State of Iraq and the Levant, fighting with the opposition, as terrorist organizations. This internal conflict, fueled by foreign weapons supplied to the opposition, is one of the bloodiest in the world.

Mercenaries from Arab countries fighting there, and hundreds of militants from Western countries and even Russia, are an issue of our deep concern. Might they not return to our countries with experience acquired in Syria? After all, after fighting in Libya, extremists moved on to Mali. This threatens us all.

From the outset, Russia has advocated peaceful dialogue enabling Syrians to develop a compromise plan for their own future. We are not protecting the Syrian government, but international law. We need to use the United Nations Security Council and believe that preserving law and order in today’s complex and turbulent world is one of the few ways to keep international relations from sliding into chaos. The law is still the law, and we must follow it whether we like it or not. Under current international law, force is permitted only in self-defense or by the decision of the Security Council. Anything else is unacceptable under the United Nations Charter and would constitute an act of aggression.

No one doubts that poison gas was used in Syria. But there is every reason to believe it was used not by the Syrian Army, but by opposition forces, to provoke intervention by their powerful foreign patrons, who would be siding with the fundamentalists. Reports that militants are preparing another attack — this time against Israel — cannot be ignored.

It is alarming that military intervention in internal conflicts in foreign countries has become commonplace for the United States. Is it in America’s long-term interest? I doubt it. Millions around the world increasingly see America not as a model of democracy but as relying solely on brute force, cobbling coalitions together under the slogan “you’re either with us or against us.”

But force has proved ineffective and pointless. Afghanistan is reeling, and no one can say what will happen after international forces withdraw. Libya is divided into tribes and clans. In Iraq the civil war continues, with dozens killed each day. In the United States, many draw an analogy between Iraq and Syria, and ask why their government would want to repeat recent mistakes.

No matter how targeted the strikes or how sophisticated the weapons, civilian casualties are inevitable, including the elderly and children, whom the strikes are meant to protect.

The world reacts by asking: if you cannot count on international law, then you must find other ways to ensure your security. Thus a growing number of countries seek to acquire weapons of mass destruction. This is logical: if you have the bomb, no one will touch you. We are left with talk of the need to strengthen nonproliferation, when in reality this is being eroded.

We must stop using the language of force and return to the path of civilized diplomatic and political settlement.

A new opportunity to avoid military action has emerged in the past few days. The United States, Russia and all members of the international community must take advantage of the Syrian government’s willingness to place its chemical arsenal under international control for subsequent destruction. Judging by the statements of President Obama, the United States sees this as an alternative to military action.

I welcome the president’s interest in continuing the dialogue with Russia on Syria. We must work together to keep this hope alive, as we agreed to at the Group of 8 meeting in Lough Erne in Northern Ireland in June, and steer the discussion back toward negotiations.

If we can avoid force against Syria, this will improve the atmosphere in international affairs and strengthen mutual trust. It will be our shared success and open the door to cooperation on other critical issues.

My working and personal relationship with President Obama is marked by growing trust. I appreciate this. I carefully studied his address to the nation on Tuesday. And I would rather disagree with a case he made on American exceptionalism, stating that the United States’ policy is “what makes America different. It’s what makes us exceptional.” It is extremely dangerous to encourage people to see themselves as exceptional, whatever the motivation. There are big countries and small countries, rich and poor, those with long democratic traditions and those still finding their way to democracy. Their policies differ, too. We are all different, but when we ask for the Lord’s blessings, we must not forget that God created us equal.

The American people’s reply to Putin

            Dana Milbank

            Dear President Putin,

Thank you so much for your letter to the American people! I am an American person, and when I learned on Thursday from the official Russian news agency, the New York Times, that you wanted “to speak directly to the American people,” I thought: How sweet!

I know I speak for many American people when I congratulate you on your English. It was flawless, with none of those dropped articles that plague so many of your countrymen. Please don’t be offended, but I have to ask: Did Edward Snowden help you with your letter?

It’s not just your English that impressed me. Your geopolitical points were smart — da bomb, as we American people like to say. (This is not the kind that would be used in Syria.) You were so thoughtful to bring up those memories of our days long ago as allies, and your references to “mutual trust” and “shared success” make me think that maybe we could be friends again. Your favorable mentions of Israel and the pope remind me that we have so much in common.

Although some of us think it’s a good idea to have the U.S. military strike Syria, most of the American people agree with you that it would be a bad idea. (President Obama, you may have heard, is on both sides of the issue.) Your arguments against attack were creative, which is why it’s such a shame that, at the very end, you kind of stepped in it. When you told us that Americans are not “exceptional” — well, that hurts all of us American people.

I was surprised by this lapse because I think you really “get” Americans. When we saw photos of you shirtless in Siberia, you brought to mind one of our most celebrated American lawmakers, Anthony Weiner. When we watched you navigate around Russian laws to stay in power, you brought to mind another quintessentially American figure, Rod Blagojevich. The Harley-Davidson, the black clothing, the mistress half your age — you are practically American yourself.

This makes your crack about “American exceptionalism” all the more perplexing. “It is extremely dangerous to encourage people to see themselves as exceptional,” you wrote. “We are all different, but when we ask for the Lord’s blessings, we must not forget that God created us equal.” (Thank you for the considerate mention of God, by the way; American people respond well to that.) But I’m guessing what went wrong here is your translators let you down when they defined exceptional for you as luchshyy (better) rather than razlichnyy (different).

Americans do not believe they are better than other peoples. If you doubt this, you need only look at Congress. If we really thought we were superior, is there any chance we would choose them to represent us? There are exceptions — we think we are better than Canadians, for example, but please don’t tell them, because they’re awfully nice — but generally we accept that all countries have their strengths. We know, for example, that Russians are better than us at producing delicacies such as caviar and dioxin. (Kidding!)

When we say we are exceptional, what we really are saying is we are different. With few exceptions, we are all strangers to our land; our families came from all corners of the world and brought all of its colors, religions and languages. We believe this mixing, together with our free society, has produced generations of creative energy and ingenuity, from the Declaration of Independence to Facebook, from Thomas Jefferson to Miley Cyrus. There is no other country quite like that.

Americans aren’t better than others, but our American experience is unique — exceptional — and it has created the world’s most powerful economy and military, which, more often than not, has been used for good in the world. When you question American exceptionalism, you will find little support from any of us, liberals or conservatives, Democrats or Republicans, doves or hawks.

I hope you won’t take this criticism badly, because I offer it in friendship. I was in Slovenia that day in 2001 when President George W. Bush looked into your soul and liked what he saw. And had your ancestors not chased my ancestors out of Eastern Europe, I would not be here today, participating in the American experiment.

Anyway, it was such a pleasure to get your letter. Please write again soon. I think this is the beginning of an exceptional friendship.

DOCUMENT : A Plan to Eliminate Syria’s Chemical Weapons.

U.S. and Russia Reach Deal to Destroy Syria’s Chemical Arms

The United States and Russia reached a sweeping agreement on Saturday that called for Syria’s arsenal of chemical weapons to be removed or destroyed by the middle of 2014 and indefinitely stalled the prospect of American airstrikes.

The joint announcement, on the third day of intensive talks in Geneva, also set the stage for one of the most challenging undertakings in the history of arms control.

“This situation has no precedent,” said Amy E. Smithson, an expert on chemical weapons at the James Martin Center for Nonproliferation Studies. “They are cramming what would probably be five or six years’ worth of work into a period of several months, and they are undertaking this in an extremely difficult security environment due to the ongoing civil war.”

Although the agreement explicitly includes the United Nations Security Council for the first time in determining possible international action in Syria, Russia has maintained its opposition to any military action.

But George Little, the Pentagon press secretary, emphasized that the possibility of unilateral American military force was still on the table. “We haven’t made any changes to our force posture to this point,” Mr. Little said. “The credible threat of military force has been key to driving diplomatic progress, and it’s important that the Assad regime lives up to its obligations under the framework agreement.”

In Syria, the state news agency, SANA, voiced cautious approval of the Russian and American deal, calling it “a starting point,” though the government issued no immediate statement about its willingness to implement the agreement.

In any case, the deal was at least a temporary reprieve for President Bashar al-Assad and his Syrian government, and it formally placed international decision-making about Syria into the purview of Russia, one of Mr. Assad’s staunchest supporters and military suppliers.

That reality was bitterly seized on by the fractured Syrian rebel forces, most of which have pleaded for American airstrikes. Gen. Salim Idris, the head of the Western-backed rebels’ nominal military command, the Supreme Military Council, denounced the initiative.

“All of this initiative does not interest us. Russia is a partner with the regime in killing the Syrian people,” he told reporters in Istanbul. “A crime against humanity has been committed, and there is not any mention of accountability.”

An immediate test of the viability of the accord will come within a week, when the Syrian government is to provide a “comprehensive listing” of its chemical arsenal. That list is to include the types and quantities of Syria’s poison gas, the chemical munitions it possesses, and the location of its storage, production and research sites.

“The real final responsibility here is Syrian,” a senior Obama administration official said of the deal.

Speaking at a joint news conference with his Russian counterpart, Secretary of State John Kerry said that “if fully implemented, this framework can provide greater protection and security to the world.”

If Mr. Assad fails to comply with the agreement, the issue would be referred to the United Nations Security Council, where the violations would be taken up under Chapter VII of the United Nations Charter, which authorizes punitive action, Mr. Kerry said.

Foreign Minister Sergey V. Lavrov of Russia made clear that his country, which wields a veto in the Security Council, had not withdrawn its objections to the use of force.

If the Russians objected to punishing Syrian noncompliance with military action, however, the United States would still have the option of acting without the Security Council’s approval. “If diplomacy fails, the United States remains prepared to act,” President Obama said in a statement.

The issue of removing Syria’s chemical arms broke into the open on Monday when Mr. Kerry, at a news conference in London, posed the question of whether Mr. Assad could rapidly be disarmed, only to state that he did not see how it could be done.

Less than a week later, what once seemed impossible has become a plan — one that will depend on Mr. Assad’s cooperation and that will need to be put in place in the middle of a fierce conflict.

To reach the agreement, arms control officials on both sides worked into the night, a process that recalled treaty negotiations during the cold war.

Mr. Kerry and Mr. Lavrov held a marathon series of meetings on Friday, including a session that ended at midnight. On Saturday morning, the two sides reconvened with their arms control experts on the hotel pool deck as they pored over the text of the agreement.

Obama administration officials say Russia’s role is critical since it has been a major backer of the Assad government, and the American assumption is that much, if not all, of the accord has Mr. Assad’s assent.

At the United Nations, Ban Ki-moon, the secretary general, pledged to support the agreement, and he announced that Syria had also formally acceded to the international Chemical Weapons Convention, effective Oct. 14.

In his statement, Mr. Obama called the use of chemical weapons “an affront to human dignity and a threat to the security of people everywhere.”

“We have a duty to preserve a world free from the fear of chemical weapons for our children,” he said. “Today marks an important step towards achieving this goal.”

Foreign Secretary William Hague of Britain issued a statement after a call with Mr. Kerry in which he welcomed the agreement on Syrian chemical weapons as a “a significant step forward.”

It was a British parliamentary vote against military action that dampened momentum by the United States, France and Britain to conduct airstrikes in the wake of an August chemical strike in Syria.

“The priority must now be full and prompt implementation of the agreement, to ensure the transfer of Syria’s chemical weapons to international control,” Mr. Hague said.

Under the agreement, titled “Framework for Elimination of Syrian Chemical Weapons,” an inspection of the chemical weapons sites identified by the Syrian government must be completed by November. Equipment for producing chemical weapons and filling munitions with poison gas must be destroyed by November.

The document also says there is to be “complete elimination of all chemical weapons material and equipment in the first half of 2014.”

A priority under the agreement reached Saturday is to take steps to preclude or diminish the Assad government’s ability to employ chemical weapons before they are destroyed.

An American official said such steps could include burning the least volatile component of binary weapons, a type of chemical agent that becomes potent only when separate elements are mixed. Another way to disable at least part of Syria’s stockpile, the official said, would be to destroy the equipment for mixing the binary component or destroying the munitions or bombs that would be filled with chemical agents.

An American official, who spoke on the condition of anonymity under State Department protocol, said the United States and Russia had agreed that Syria has 1,000 tons of chemical weapons, including sarin and mustard gas.

The United States believes at least 45 sites in Syria are associated with its chemical weapons program. Nearly half of these have “exploitable quantities” of chemical weapons, though the American official said the Assad government may have moved some of the agents.

The American official said there was no indication that any of Syria’s chemical stocks had been moved to Iraq or Lebanon, as the Syrian opposition had charged. “We believe they are under regime control,” the official said.

Russia has not accepted the American data on the number of chemical weapons sites. The difference may reflect the larger disagreement as to who was responsible for an Aug. 21 attack that the United States says killed at least 1,400 civilians, many of them women and children.

If the Russians were to agree both on the number of chemical weapons sites and that the sites are all in government-controlled areas, that would suggest that the Assad government was culpable for the attack, and not the rebel forces as the Russians have asserted.

The four-page framework agreement, including its technical annexes, is to be incorporated in a Security Council resolution that is to be adopted in New York.

One concern in carrying out the deal, however, involves how to protect international inspectors who go to Syria. There will be no cease-fire so the inspectors can carry out their work.

Asked whether rebels would aid the inspectors, General Idris, the Western-backed rebel military commander, called the issue “complicated,” saying, “If investigators come, we will facilitate the mission.”

He said there were no chemical weapons in rebel-controlled areas, adding: “I don’t know if this will just mean that investigators will pass through the regions that are under rebel control. We are ready.”

The sense of betrayal among nominally pro-Western factions in the opposition has grown intensely in recent days.

In the northern Syrian province of Idlib, a rebel stronghold, one commander said that the agreement on Saturday proved that the United States no longer cared about helping Syrians and was leaving them at the mercy of a government backed by powerful allies in Russia and Iran.

Maysara, a commander of a battalion in Saraqeb, said in an interview that he had paid little attention to the diplomacy on Saturday.

“I don’t care about deals anymore,” he said in an interview. “The Americans found a way out of the strike.”

He added: “The Russians did what they want. The Americans lied, and believed their own lie — the U.S. doesn’t want democracy in Syria. Now I have doubts about the U.S. capacities, their military and intelligence capacities. The Iranian capacity is much stronger, I guess.”

translation of the tweet from LaurentFabius: I met this morning in Beijing my Chinese counterpart Wang Yi on Syria

China welcomes Russia-U.S. deal on Syria, says foreign minister

Chinese Foreign Minister Wang Yi on Sunday said China welcomes a recent agreement between Russia and the United States over the issue of Syrian chemical weapons, according to a Foreign Ministry press release.

Wang told visiting French counterpart Laurent Fabius that China also welcomes the Syrian government’s decision to sign the Chemical Weapons Convention.

The explosive situation in Syria is easing and the prospect of settlement of the Syria’s chemical weapons issue through peaceful methods is opening up, according to Wang.

China hopes the settlement process of the Syria issue will be brought into the United Nations framework as soon as possible, the minister said, adding that the UN Security Council should play an important role.

China also expects the Organization for the Prohibition of Chemical Weapons (OPCW) will conduct work with an attitude of neutrality, objectivity, impartiality and professionalism with the international support, Wang said.

A political resolution is the only realistic way to solve the Syria issue, he stressed, adding that the political resolution process should be pushed forward together with the destruction of the chemical weapons.

Military means cannot solve the issue, said the minister.

Wang urged an immediate cease-fire to create conditions for destruction of the chemical weapons and an early convening of the second international conference on Syria in Geneva.

Fabius said the Russia-U.S. deal is a significant progress and called on all sides to accelerate the settlement process, according to the press release.

The UN Security Council should play a greater role, he said.

The minister said that France is ready to strengthen communication and coordination with China.

After three days of intense negotiations, U.S. Secretary of State John Kerry and his Russian counterpart Sergei Lavrov reached agreement Saturday on a framework to secure and destroy Syria’s chemical weapons by mid-2014 and impose UN penalties if the Bashar al-Assad government fails to comply.

According to the framework, Syria must submit a “comprehensive listing” of its chemical weapons stockpiles within one week, and weapons inspectors must be on the ground in Syria by November.

Sir David Frost, broadcaster and writer, dies at 74

Veteran broadcaster Sir David Frost has died at the age of 74 after a suspected heart attack while on board a cruise ship.

A family statement said he had been giving a speech aboard the Queen Elizabeth on Saturday night.

Sir David’s career spanned journalism, comedy writing and daytime television presenting, including The Frost Report.

Internationally, he will be remembered for his revealing interviews with former US President Richard Nixon.

A statement said: “His family are devastated and ask for privacy at this difficult time. A family funeral will be held in the near future and details of a memorial service will be announced in due course.”

The BBC’s Barney Jones, who edited his Breakfast with Frost programme on the BBC for more than 10 years, said: “David loved broadcasting, did it brilliantly for more than 50 years and was eagerly looking forward to a host of projects – including interviewing the prime minister next week – before his sudden and tragic death. We will all miss him enormously.”

Prime Minister David Cameron said: “My heart goes out to David Frost’s family. He could be – and certainly was with me – both a friend and a fearsome interviewer.”

    Hello, good evening….

Born in Kent, Sir David studied at Cambridge University where he became secretary of the Footlights club, and met future comedy greats such as Peter Cook, Graham Chapman and John Bird.

After university he went to work at ITV before he was asked to front the BBC programme That Was The Week That Was, which ran between 1962 and 1963.

Casting a satirical eye over the week’s news, the show boasted scriptwriters including John Cleese, John Betjeman and Dennis Potter.

The Frost Report brought together John Cleese, Ronnie Barker and Ronnie Corbett in a sketch show which would influence many comedy writers including the Monty Python crew.

Sir David’s often-mimicked catchphrase “hello, good evening and welcome” was by now in full use.

One of The Frost Report’s most enduring pieces was the “class sketch”, featuring Cleese, Barker and Corbett.

The Frost Programme for ITV followed, which saw Sir David move away from comedy into in-depth interviews with political figures, royalty and celebrities.

It was on this programme that he had a terse interview with then prime minister Margaret Thatcher over the sinking of the Argentine cruiser Belgrano during the Falklands conflict.

At the same time, Sir David began work on The David Frost Show in the US.

He later conducted a series of interviews with Mr Nixon, who had resigned the presidency two years earlier, in which the former president came close to apologising to the public for his role in the Watergate scandal.

Their exchanges were eventually made into a film – based on a play – which saw Michael Sheen portray Sir David Frost to Frank Langella’s Nixon. Sir David himself appeared at the premiere of the film in 2008.

In the 1990s, Sir David presented Through the Keyhole, which he also produced, alongside Loyd Grossman.

The show saw Grossman take a tour round the home of a celebrity while a panel of guests tried to guess “who lives in a house like this”.

Paying tribute to his friend on Sky News, Grossman said: “He dominated British broadcasting for 50 years.

“I have to say he was also an incredibly generous broadcaster to work with. I started working with him 30 years ago, in 1983, when I was completely inexperienced. He was always so helpful and kind and encouraging to me and to many others.

“He was a master of current events, incredibly incisive analyst and someone who is really irreplaceable. I can’t think of any other broadcaster that can step into those very, very big shoes.”

In 1993, the year he was knighted, he began presenting Breakfast with Frost – which had begun life on ITV – a Sunday show on BBC in which he interviewed newsworthy figures.

Sir David joined broadcaster Al-Jazeera in 2006 when it launched its English-speaking service.

He married his second wife, Lady Carina Fitzalan-Howard, in 1983 and they had three sons.

Key arrest in Thailand, may prove ‘China link’ to NE arms

In a significant breakthrough that could provide the first evidence of alleged Chinese involvement in supply of arms to Indian insurgent outfits, Thailand on Saturday picked up a key middleman whose identity had been disclosed by arrested National Socialist Council of Nagaland (I-M) operative Anthony Shimray.

Willy Naruenartwanicha, referred to as Willy Narue by Shimray, is a Thai national and was picked up at India’s request. According to Shimray, Willy brokered significant arms deals between Chinese suppliers and Northeast insurgent outfits.

A team from the National Investigative Agency is learnt to have reached Bangkok after Thai authorities agreed to grant access for questioning. Sources said the process for extradition has been initiated.

The arrest, from Willy’s home in Bangkok, is therefore technically “provisional” for now and is dependent on the fate of the extradition request. Police Col Charoen Sisasalak said Willy, 57, was accused of buying weapons to be sold to Naga rebels in northeastern India.

During initial questioning, Willy told police he was a restaurant owner in Bangkok and denied any involvement in arms deals, Charoen added.

Ostensibly running a spa business in Thailand, Willy had emerged as a key figure during the interrogation of Shimray, who had bewildered Indian interrogators with the details of his alleged dealings, the quantum of arms and ammunition involved and the sheer expanse of his reported network from China and North Korea to Thailand and Bangladesh, Nepal, Myanmar.

Shimray had reportedly told interrogators that Willy was his main interlocutor with Chinese arms dealers and had brokered a $2 million deal involving supply of some 1,000 firearms, including 600 AK-47s and ammunition. The deal, according to the NIA chargesheet, was renegotiated to $1 million.

Following this, Shimray had come to India to both renew his Thai visa and apparently discuss the deal with his NSCN leadership. He had come in from Nepal, but the NIA, acting on a tip-off, had arrested him at Patna station on October 2, 2010.

He had allegedly revealed that he had met Willy just a week before in Bangkok to firm up the deal, and further claimed that Willy had in 2007 taken him to a Chinese named Yuthan, a “reliable” conduit for Chinese supplies. Yuthan was allegedly working with TCL, a firm that acted as a front for Chinese arms company China Xinshidai.

This set off investigators on Willy’s trail. He was named in the NIA’s chargesheet against Shimray and a non-bailable warrant was issued in his name. A red corner notice had also been issued against him.

While India did take up Shimray’s revelations with China in the bilateral dialogue on counter-terrorism, the Chinese fimly denied them. Willy’s arrest, interrogation and possible extradition could throw more light on the Chinese connection.

Investigators tracking this case and other leads on supplies to the Northeast believe that many insurgent groups there have become conduits for arms supplies. As some other cases have shown, Maoists have been channeling their requests for supplies through these groups.

Shimray’s interrogation had revealed that his preferred route to smuggle in such supplies was through the Bangladesh border via Cox’s Bazar. India had not conclusively developed a trail of evidence beyond this and that’s why Willy’s arrest is important.

Adverse days for verse in the age of Twitter and Facebook?

On Friday, the Irish poet and playwright Seamus Heaney and winner of the Nobel Prize in Literature died at the age of 74.

Heaney was a genius of words and his poem Postscript will be remembered long after the machines have taken over; it is a piece of work that turns the everyday into the Empyrean. It is beyond superlatives.

Heaney’s passing seems a significant event in an age where poetry is increasingly peripheral and its complexities being passed over in favour of tweets and abbreviated social media status updates. The ongoing success of the Vine app and its six seconds of looping video fame only underscores this point.

Poetry, of course, does not need to be long to be effective and beautiful. Japanese haikus originated towards the end of the first millennium when it was social death not be able to recite Japanese (and Chinese poetry). Over time, short forms of poetry called tanka became more popular than the long forms of choka.

Tanka, in effect, was the Twenty20 cricket of the day, superseding choka as much as Twenty20 has overtaken Test Match cricket in popularity. Over the next few centuries tanka poetry transmuted into haiku, a form of poet written in three short lines and read out loud in about six seconds. Aha, so that’s where the founders of Vine got their six-second idea from.

But things don’t look too promising for poetry as attention spans become squeezed and social media concertinas content. There have, however been some noble efforts to create excitement around poetry across social media.

Earlier this year, The New York Public Library initiated the National Poetry Contest on Twitter where people could send three poetic tweets but the third tweet had to centre around the city of New York, reading, books or libraries.

In the spirit of the times, the winner received a free set of poetry books, but more importantly, those tweets were shared between more than a million followers during National Poetry Month.

And then there is always Google. As reported by in these technology pages almost two years ago, Google Poetics takes the four suggestions that the Google search box provides when a query is typed in and treats them as a poem. Let’s just say a digital and updated version of William Burroughs’ cut-up technique and machine.

When I crowdsourced this subject on Twitter asking for quotes, the replies were passionate and (occasionally) funny. Naturally I’d missed the obvious gag, the Twitterverse, but others rightly pointed out that poetry is poetry, whether it is long or short form, analogue or digital, 1800s, 1960s or 2010s.

One respondent, Twitmericks even came up with this:

A poet who does it in tweets
    Requires unnatural feats

    To Keep Twitter verse
    Acceptably terse
    It wasn’t demanded of Keats.

Moving on, I’d argue that Bob Dylan’s amazing Last Thoughts On Woody Guthrie cannot be compared with anything by Eminem, but conversely I much prefer work by Derek Walcott and Linton Kwesi Johnson to that of Milton and Virgil.

Poetry is in the eye of each particular beholder, but it has a might that is as powerful as the other arts. Just about everybody can remember the words of a poem that has inspired them, a limerick that has amused them or have had a go at writing their own stuff.

So, the next poetic genius of our times may well come from the Twitterverse or maybe a looped word-version of Vine will supplant the relatively long form of social media updates, but there’s one thing that they won’t be and that is a better poet than Seamus Heaney.

RIP Seamus Heaney, a great poet and a giant of a man.

Israeli archaeologists: 3,000-year old cinnamon traces attest to ancient trade

The spice’s discovery in Phoenician flasks show trading relations existed between the Levant and southeast Asia a thousand years before the Roman Empire.

    By Ran Shapira | Sep. 4, 2013 | 4:47 PM

Somewhere in the country “where Dionysus grew up” — that’s Ethiopia — live large birds that build nests out of mud on sheer cliffs. “These great birds bring the sticks which we Greeks, taking the word from the Phoenicians, call cinnamon, and carry them up into the air to make their nests,” wrote the Greek historian Herodotus in the fifth century B.C.E.

In his masterpiece “The Histories,” Herodotus described how the local residents, “the Arabs,” would trick the birds into giving up the cinnamon. They would place large chunks of ox, donkey or other animal below the birds’ nests. The birds would bring the meat to their nest, which would then collapse to the ground under their weight. The people would collect the cinnamon sticks, which then found their way to other countries.

This exotic story teaches us two things: Herodotus and his contemporaries in Europe were familiar with cinnamon, or at least were aware of its existence, but they but knew next to nothing about where it grew or how it was distributed.

Historians and archaeologists were not surprised at Herodotus’ ignorance of cinnamon’s provenance. The ancient Greeks’ geographical knowledge of Arabia and southern Asia was vague at best. If they knew of the spice at all, it was thought more likely that some cinnamon had trickled into the West through merchants from Arabia, who had an interest in concealing their sources and spinning fantastic tales to raise the value of their wares.

So the Greeks evidently knew of it, but historians and archaeologists believed that in Herodotus’s time, cinnamon use was confined to the area where the tree grew naturally — south and southeast Asia. Now new evidence uncovered at a site on the Israeli coast indicates that trade took place a thousand years earlier than thought, some 3,000 years ago and centuries before Herodotus.

    A precious liquid

The story begins with a series of unique flasks dating from the 11th and 9th centuries B.C.E., found at Tel Dor (Tantura) on the coast south of Haifa earlier this year, where Dr. Ayelet Gilboa of the Zinman Institute of Archaeology at the University of Haifa has been running the excavations together with Professor Ilan Sharon of the Hebrew University.

The flasks were identified as Phoenician. But the Israeli archaeologists’ curiosity was piqued by their decoration.

Typical Phoenician pottery was plain. These flasks were small, symmetrically decorated collection vessels with narrow openings with a capacity of about 50 milliliters (about three tablespoons). Their walls were thick, indicating that the liquid they held was precious: effort had been made to keep the vessels from breaking. They held wine or oil that seems to have served a ritual, medical or cosmetic purpose, to which various spices were added.

The flasks found at Telephony Dor were intriguing enough to birth an inter-university project – “Reconstructing Ancient (Biblical) Israel: The Exact and Life Sciences Perspective,” led by Yisrael Finkelstein of Tel Aviv University, Steve Weiner of the Weizmann Institute of Science, and chemists Dvory Namdar of Tel Aviv University and the Weizmann Institute and Ronny Neumann of the Weizmann Institute of Science. The project is based on applying the life sciences and exact science to archaeology.

Being organic material, wine, olive oil and spices decompose in far less time than 3,000 years, Dr. Gilboa says. But Namdar and Neumann used residue analysis to see what the flasks had contained – and were surprised to discover that many contained traces of cinnamon.

“Namdar and her colleagues found that 10 of the flasks, which made up more than a third of the flasks we sampled from various sites, had traces of cinnamaldehyde,” Gilboa says. “This molecule is naturally found in significant amounts only in the cinnamon plant, mainly in the bark. In ancient times, the cinnamon tree grew only in southern and southeast Asia. Dvory Namdar, the project’s chief chemist, never found any traces of cinnamon in any of the other ancient vessels she examined before.”

    Pepper in Pharaoh’s mummy

The finding dramatically changes what we know about commerce in ancient times. Until now it had been believed that wide-scale spice trading from India and southeast Asia began only during the time of the Roman Empire, roughly a thousand years after the period of the Phoenician flasks. The cinnamaldehyde found inside the vessels is the first archaeological evidence of regular trade between the Levant and southeast Asia between the 11th and ninth centuries B.C.E.

Gilboa says that the finding is also surprising because according to the conventional approach, regional and inter-regional trade along the coast had become scanty at most. Even Egypt, the largest empire in the area at the time, was suffering one of the worst political, economic and commercial declines in its history.

Yet archaeobotany (the study of ancient plants) and archaeozoology (the study of animals whose bones were found at archaeological sites) reveal that other plant matter was traveling long distances along the trade routes as far back as the second millennium B.C.E. Plants were found to have traveled between India, China and the east coast of Africa. One of the most intriguing bits of evidence are grains of black pepper, a spice that grew only in India, in the mummy of Pharaoh Ramesses II, who ruled in the 13th century B.C.E.

How did cinnamon arrive from India, or perhaps even from Sri Lanka or China, to the Phoenician coast?

Perhaps the Phoenicians, known masters of sailing and navigation, did business with the people of India, and brought cinnamon from there in their ships. But this theory can’t be proven, Gilboa says. In any case she thinks it much more likely that the powder simply passed from one trader to another by land, by sea and via the large rivers, all the way from India to Dor and to other Phoenician cities such as Tyre.

However it happened, says Gilboa, the cinnamon residue that was found inside the flasks may be evidence that in fact there was very wide-spread trade indeed.

“Like any other organic material, cinnamon bark breaks down almost completely, and the chance of finding it or other spices in an archaeological excavation is extremely slim,” she says. “We were lucky that someone in Phoenicia apparently started a side business, adding spices such as cinnamon or perhaps also nutmeg (which grew only on the Banda Islands in Indonesia, and we may have found traces of it in the flasks as well) to valuable liquids such as wine or oil. That’s how we learned about the cinnamon trade. It’s also clear that the spices did not go from place to place in the trade networks that were developed and controlled by large political powers such as Assyria or Egypt, or Rome later on. Rather, it was conducted via connections and cooperation between small companies that transported the spices over thousands of kilometers from the east.”

Not the popular choice: emphatic win but approval rating could be a lot better
    Peter Hartcher
Sydney Morning Herald political and international editor

Tony Abbott has not only made history by leading an opposition into government for only the seventh time since the war, he’s also defeated the most consistently popular prime minister of the past 40 years.

Although Kevin Rudd was no longer a popular leader by the time the 2013 election arrived, “Rudd was even more popular than Bob Hawke on average in the history of our poll series,” says the Fairfax pollster, Nielsen’s John Stirton.

Yet while the Abbott ascendancy is emphatic, Australia’s embrace is not ecstatic. It is tentative, uncertain, qualified. Abbott’s victory has broken a 40-year-old rule. “Tony Abbott is the first unpopular opposition leader to win an election” in the history of the Fairfax Nielsen poll, Stirton points out.

“The difference between him and other opposition leaders who’ve won is that they all had a clear net positive approval rating.” The election outcome shows a resounding rejection of Rudd’s Labor government with a swing against it on primary votes of 4.1 per cent.

But it also reveals a hesitant vote of confidence in Abbott’s Coalition – fewer than half of the voters who abandoned Rudd switched to the Coalition, which gained only 1.7 per cent on primary votes.

The biggest beneficiary was Clive Palmer’s party, campaigning to “Reunite Australia” even as it urges secession for northern Queensland. The Palmer United Party went from 0 to over 5 per cent of the vote in one go.

Nevertheless, Abbott’s conservative Coalition government will enjoy a very sizeable majority in the 150-seat House of Representatives of over 30 seats. After the distribution of preferences, the swing to the Coalition was 3.5 per cent.

And while it will not command a majority in the Senate, neither will the Labor-Greens bloc, on the balance of probabilities from early counting.

So the Labor-Greens axis seems unlikely to be able to frustrate Abbott’s agenda. But it is likely that the Abbott government will need to negotiate its bills through a Senate where the balance of power is held by an idiosyncratic assemblage of independents and fringe parties, though the results won’t be known for days yet.

This means his core promises – including the repeal of the carbon tax and measures worth $20 billion in revenue to the government – will be held hostage to the whims and wiles of a gaggle of legislators ranging from the sane centrist Nick Xenophon to a pair of untested senators from the Palmer United Party.

Yet, of the realistic options available, this was about the best possible outcome for Abbott. Governments have only controlled the Senate in three of the past 30 years. It was never a realistic prospect for Abbott.

And, as Abbott himself has pointed out, untrammelled control of both houses of Parliament is not necessarily the great advantage it might appear: “Getting control of the Senate was a curse,” he said in 2008 of the Howard government’s achievement in 2004. “It allowed us to do things that we would not normally have been allowed to get away with, and I think it tempted us to chance our arm in ways which did us significant political damage,” he told me. Exhibit A was Howard’s Work Choices policy.

Abbott was talking about Labor when he said in his victory speech on Saturday: “It is the people of Australia who determine the government and the prime ministership of this country and you will punish anyone who takes you for granted.” Labor’s 34 per cent of the primary vote was its lowest in a century and confirms the exhaustion of the Labor franchise that saw its primary vote in the mid-20s in state elections in NSW and Queensland.

It is a party that needs to reach deeper than discussions of its leadership into the existential questions of its purpose and its mission if it hopes to recover.

Yet Abbott might have made the same remark about Howard’s determination to impose Work Choices. He learnt from the Howard years the paramount importance of a prime minister limiting his actions to the constraints of his mandate.

A Senate that demands item-by-item negotiation of the government’s program could be, despite its frustrations, a useful check. Bad ideas and poor policy can be allowed to die in the Senate.

Australia’s low expectations of Abbott can also be an advantage. It allows him to grow into the job, to exceed expectations, to earn the people’s respect.

“Tony needs to confound the people’s expectations, not confirm them,” said one of his frontbenchers. “It’s an opportunity for him.”

Can he do it? We already know he can. His conduct as a minister in the Howard government provided a glimpse of the grown-up prime minister Abbott needs to become.

Painting stashed in attic for decades is identified as a Van Gogh; first such find since 1928

A painting that sat for six decades in a Norwegian industrialist’s attic after he was told it was a fake Van Gogh was pronounced the real thing Monday, making it the first full-size canvas by the tortured Dutch artist to be discovered since 1928.

Experts at the Van Gogh Museum in Amsterdam authenticated the 1888 landscape “Sunset at Montmajour” with the help of Vincent Van Gogh’s letters, chemical analysis of the pigments and X-rays of the canvas.

Museum director Axel Rueger, at an unveiling ceremony, called the discovery a “once-in-a-lifetime experience.”

“This is a great painting from what many see as the high point of his artistic achievement, his period in Arles, in southern France,” Rueger said. “In the same period, he painted works such as ‘Sunflowers,’ ‘The Yellow House’ and ‘The Bedroom.’”

Museum officials would not identify the owner who brought the artwork to them in 2011 to be authenticated. Van Gogh paintings are among the most valuable in the world, fetching tens of millions of dollars on the rare occasions one is sold at auction.

The artwork will be on display at the museum beginning Sept. 24.

The roughly 37-by-29-inch “Sunset at Montmajour” depicts a dry landscape of twisting oak trees, bushes and sky, and was done during the period when Van Gogh was increasingly adopting the thick “impasto” brush strokes that became typical of his work in the final years of his short life.

It can be dated to the exact day it was painted because he described it in a letter to his brother, Theo, and said he had painted it the previous day — July 4, 1888.

“At sunset I was on a stony heath where very small, twisted oaks grow, in the background a ruin on the hill and wheat fields in the valley,” Van Gogh wrote. “It was romantic. … The sun was pouring its very yellow rays over the bushes and the ground, absolutely a shower of gold.”

But then Van Gogh confessed that the painting was “well below what I’d wished to do.” Later he sent it to Theo to keep.

Van Gogh struggled with bouts of mental distress throughout his life and died of a self-inflicted gunshot wound in 1890. He sold only one painting during his lifetime.

According to a reconstruction published in The Burlington Magazine by three researchers, the painting was recorded as number 180 in Theo’s collection and given the title “Sun Setting at Arles.” It was sold to French art dealer Maurice Fabre in 1901.

Fabre never recorded selling the work, and the painting disappeared from history until it reappeared in 1970 in the estate of Norwegian industrialist Christian Nicolai Mustad.

The Mustad family said Mustad purchased it in 1908 as a young man in one of his first forays into art collecting, but was soon told by the French ambassador to Sweden that it was a fake. Embarrassed, Mustad banished it to the attic.

After Mustad’s death in 1970, the distinguished art dealer Daniel Wildenstein said he thought the painting was a fake Van Gogh or possibly the work of a lesser-known German painter, and it was sold to a collector. The museum would not say who bought it or whether it had been resold since then.

In 1991, the museum declined to authenticate the painting when whoever owned it at the time brought it to them.

“That may be a painful admission, given that the same museum is now attributing it to Van Gogh, but it is understandable,” since experts had no information about what the painting depicted, the Burlington Magazine article said.

Teio Meedendorp, one of three experts who worked on the project, said his predecessors might also have been confused because the painting was done at a “transitional” moment in Van Gogh’s style.

“From then on, Van Gogh increasingly felt the need to paint with more and more impasto and more and more layers,” he said.

Among other reasons experts had their doubts: The painting was unsigned. Parts of the foreground were not “as well-observed as usual,” the researchers said. And part of the right side of the painting used a different style of brush strokes.

But when the museum took a fresh look at the work in 2011, its experts had the advantage of a new compendium of all Van Gogh’s letters, and they were able to identify for the first time the exact location “Sunset” depicts: Montmajour hill, near Arles. The ruins of Montmajour abbey can be seen in the background.

Van Gogh mentioned the painting in two other letters the same summer.

The number 180 on the back of the canvas was an important clue, and new chemical analysis techniques showed the pigments were identical to others Van Gogh used on his palette at Arles.

Also, an X-ray examination of the canvas showed it was of the same type Van Gogh used on other paintings from the period.

Meedendorp said “Sunset” belongs “to a special group of experimental works that Van Gogh at times esteemed of lesser value than we tend to do nowadays.”

He said it’s not impossible another unknown or lost Van Gogh could be found someday. The artist is believed to have completed more than 800 works. While he destroyed some when he wasn’t satisfied with the results, the whereabouts of others that are mentioned in his letters or early catalogs of his work are unknown.

The Van Gogh Museum houses 140 Van Gogh paintings and receives more than a million visitors a year.

Angela Merkel’s conservatives won a stunning victory in Sunday’s general election, sharply increasing their share of the vote by some eight points to around 42 percent and putting her on track for a third term.

It’s the best result for the conservatives since the heady days of 1990, when Germans handed then-Chancellor Helmut Kohl, Merkel’s former mentor, his third term in a wave of gratitude for his role in reunifying the nation.

Germans are similarly grateful to Angela Merkel, it seems, for steering them through the euro crisis.

Merkel’s junior coalition partners, the pro-business Free Democratic Party (FDP), crashed out of parliament according to TV projections based on results which put them at between 4.5 and 4.7 percent — below the five percent level needed for parliamentary representation.

“We can already celebrate today because we did great,” a beaming Merkel, 59, told ecstatic supporters at the CDU’s headquarters in Berlin.

But while her position as queen of Germany and of Europe has been reinforced by her success, Merkel faces difficult days of horsetrading within her own party and with rival parties to form a stable coalition.

Merkel’s SPD rival, Peer Steinbrück, told supporters: “The ball is in Frau Merkel’s court, she has to find herself a majority.” He said that if the conservatives do end up with their own majority, the SPD would be unlikely to agree to a grand coalition just to ensure her a more comfortable majority.

Merkel’s conservative Christian Democratic Union party and its Bavarian sister party, the Christian Social Union, were at 41.8 percent according to ARD and 42.3 percent according to ZDF, up sharply from 33.8 percent in 2009.

Germany is an island of prosperity in a crisis-ravaged Europe, with unemployment of 6.8 percent compared with 12.1 percent in the 17-nation euro zone.

Merkel offered her own explanation for the election outcome in an interview with a public TV station on Sunday night: “There are many, many people who find that in view of the difficulties all around us, we’re living in a pretty good country, perhaps we should dare to say that. People go on vacation in other countries, and they see certain things.”

Analysts agreed with that assessment. “Merkel has represented Germany at a difficult time and on all the red carpets and in her whole demeanour, she has given Germans the feeling that she’s stood up for their interests in difficult times. It’s the Mutti factor,” Heinrich Oberreuter, a political scientist at the Bavarian University of Passau, told SPIEGEL ONLINE.

Many of Germany’s European partners regard a grand coalition between the conservatives and the SPD as the best possible outcome. It ensures continuity at the helm of Europe’s most powerful economy and it will likely force Merkel to put a bigger focus on stimulating economic growth and curbing unemployment in the euro zone.

A grand coalition would also, thanks to its huge majority in parliament, strengthen Merkel’s hand in managing the euro crisis.

With the SPD in her coalition, she may even be able to muster two-thirds majorities needed to change the German constitution if future changes to Europe’s institutions should warrant that.

Her hands will, however, remain tied by rulings of the Federal Constitutional Court, which will rule next month on the European Central Bank’s bond-buying policy, which put a lid on the crisis when it was announced last year.

“A grand coalition could actually strengthen Germany’s leadership role at the European level, with less scope for domestic opposition,” said Joanna McKay, a political analyst at Nottingham Trent University.

Famed Colombian author Alvaro Mutis dies in Mexico

Prolific Colombian writer and poet Alvaro Mutis Jaramillo died in Mexico’s capital Sunday. He was 90 years old.

The cause of death couldn’t immediately be confirmed, though Mexican media quoted his wife, Carmen Miracle, as saying he died at a cardiac hospital from a cardio-respiratory problem.

Mutis enjoyed wide popularity outside Colombia and was considered by critics as one of the most outstanding poets and storytellers of his generation, after his good friend, Nobel laureate Gabriel García Marquez.

Despite the difficulties he faced, including time in a Mexican prison, Mutis produced an extensive collection of novels and poetry that earned major international honors such as the Xavier Villaurrutia, Prince of Asturias and Cervantes prizes.

Mexico’s National Commission for Culture and the Arts lamented the death of the literary giant via its Twitter account.

Colombian President Juan Manuel Santos sent his condolences after Mutis’ death was confirmed by the cultural commission Sunday night.

“The millions of friends and admirers of Alvaro Mutis profoundly lament his death,” Santos wrote. “All of Colombia honors him.”

Colombian writer Gustavo Alvarez Gardeazabal called him “a remarkable narrator, remarkable poet and remarkable friend.”

Mutis was a witty man with a great sense of humor, Mexican poet Hugo Gutierrez Vega said in a recent interview with the cultural commission commemorating Mutis’ 90th birthday.

“He describes a lost world, the old Colombia of rural ownership, like the family Mutis,” Gutierrez said, noting that he spent part of his childhood the family coffee and sugar cane farm in Coello.

From that experience, his developed a fascination with the sea, the tropics and the smell of coffee that marked his literary works, according to the cultural commission.

Born Aug. 25, 1923, in Bogota, Mutis was the son of Colombian diplomat Santiago Mutis and Carolina Jaramillo. He spent part of his early years in Brussels, Belgium, where his father served as Colombia’s ambassador.

His literary carreer began in 1948 with the publication of his first volume of poetry, “The Balance,” followed in 1953 with “Elements of the Disaster.”

Before winning fame as a writer, Mutis traveled to Mexico in 1956 with letters of recommendation from prominent Spanish filmmaker Luis Bunuel and Mexican television producer Luis de Llano Palmer and never left.

Three years after his arrival, he spent 15 months in Lecumberri prison in Mexico City, accused of embezzlement by the U.S. multinational Standard Oil Co. of New Jersey, where he worked as head of public relations.

He wrote “Diary of Lecumberri,” published in 1959, about his experience in the infamous lockup, which he called “a lesson I will never forget in the most intense and deep layers of pain and failure.”

Mutis’ work, according to critics, is distinguished by a rich and interesting mix of lyrical and narrative.

He started gaining popularity in 1986 with the publication of his first installment of his most famous work, “The Adventures and Misadventures of Maqroll,” a collection of seven novellas about a wayward and quixotic sailor, considered one of the most memorable characters in fiction of recent decades. Many say Maqroll mirrored the writer, who traveled extensively in many jobs that included broadcaster, film executive, radio actor and newspaper columnist.

After retiring in 1988, he devoted himself to reading and writing.

His novels include “The Manor of Araucaima” and “The True Story of the Pied Piper of Hamelin.”

Egypt court bans all Muslim Brotherhood activities nationwide

An Egyptian court has banned all activities of the Muslim Brotherhood in the country. Its assets will also be confiscated according to the court ruling.

“The court bans the activities of the Muslim Brotherhood organization and its non-governmental organization and all the activities that it participates in and any organization derived from it,” said the presiding judge Mohammed Sayed.

The court also ruled the organization, in operation since 1928, should be disbanded.

The Brotherhood was outlawed for most of its 85 years in existence.

But after the 2011 ouster of autocrat Hosni Mubarak, it was allowed to work openly, formed a political party and rose to power in a string of post-Mubarak elections.

In March, it registered as a recognized non-governmental organization.

45 killed, 200 injured as strong earthquake hits SW Pakistan

At least 45 people were killed and over 200 others injured as and earthquake of 7.7 magnitude hit Pakistan’s southern Balochistan province on Tuesday afternoon, local officials said.

Brigadier Wajid, chief staff of the country’s Earthquake Reconstruction and Rehabilitation Authority, said that Awaran district of Balochistan was most seriously affected by the earthquake where 40 people were killed, over 200 injured and 150 to 500 houses leveled to ground.

He said that many people are trapped inside the rubbles of the collapsed houses and local rescue teams together with army people are carrying out the rescue operation.

The injured people have been shifted to district hospital Awaran where several of them were in a critical condition. District administration sought help from army to provide doctors and medicine to the injured people as health facilities in the district hospital were not enough to treat such a large number of people with more being brought in, said Wajid.

He said that after the major earthquake that occurred at about 4:49 p.m. local time, five aftershocks hit the country including the one of 5.9 magnitude.

Abdul Qadoos Bazinjo, deputy speaker of Balochistan Assembly, said that emergency had been declared in five districts of the province including Awaran where 90 percent of the houses were razed to ground, and Pasini, Turbat, Hub and Gwadar districts, where five people were killed, several injured and 30 to 40 percent of houses were destroyed.

He said that several army check posts and two buildings of paramilitary troops Levis were also leveled to ground which injured several troops.

The Inter Service Public Relations, mouthpiece of Pakistan army, said that they had dispatched 200 troops to the affected areas and over 1,000 more soldiers would be dispatched in the morning.

The earthquake’s epicenter located in Awaran district, some 645 km away from the Balochistan’s capital Quetta.

Tremors that lasted for 20 to 40 minutes also jolted south Sindh and east Punjab provinces. The earthquake created panic among the residents. However, no loss of life or property was reported in these areas.

President Mamnoon Hussain expressed sorrow over the natural disaster and directed the provincial government to provide best possible facilities to the affected people.

The country’s Prime Minister Nawaz Sharif also expressed grief over the calamity, saying that the whole nation is with the people of Balochistan in this hour of need.

Pop-up island emerges from the sea after earthquake

It could be mistaken for the legendary island of Atlantis, risen once again from the depths. Shortly after a magnitude 7.7 earthquake shook south-west Pakistan on Tuesday, a muddy mound appeared in the Arabian Sea, a kilometre from the coast.

The new landmass is reported to be about 80 metres long and up to 20 metres above sea level. It was formed by a mud volcano, a jet of mud, sand and water that reached the surface after the movement of tectonic plates. The earthquake would have liquefied subsea sediment, producing a slurry that eventually ruptured the seabed and spewed out, creating the mound.

Beneath its muddy exterior, the new island also conceals gas. Rashid Tabrez, the director-general of Pakistan’s National Institute of Oceanography in Karachi, says there are vast deposits of gas beneath the seabed. Heat from shifting tectonic plates caused it to expand, using gaps in the mud as escape routes. People who came to explore the island heard the hiss of escaping gas, which burst into flames when lit.

The fiery island is not likely to be permanent. It could sink back into the sea as the pressure that created it subsides, or its soft surface could be eroded away by the waves.

Bloody Bloody Richard Nixon’s Role in a Forgotten Genocide
    by Nick Turse

I’ve only seen Henry Kissinger up close and personal twice. One time was an abortive interview about the U.S. wars in Indochina which ended with him stomping off.

The other time was during the early 2000s on a Manhattan street when I watched him and a body guard-type flee from protesters who were yelling epithets like “war criminal” and shouting “you’ve got blood on your hands, Henry.” They were no doubt referring to Kissinger’s connections to the killing of innocents in Vietnam. Or maybe it was Cambodia. Or possibly Laos. Or perhaps Chile. Or it could have been East Timor.

Gary Bass, a professor of politics and international affairs at Princeton University and a former reporter for The Economist, wants to make certain that Bangladesh is added to the list.

As national security advisor from 1969-1975 and Secretary of State from 1973-1977 under presidents Richard Nixon and Gerald Ford, Henry Kissinger was involved, as the late Christopher Hitchens ably documented, in a host of “offenses that might or should form the basis of a legal prosecution” in all of those aforementioned places. But that was hardly the full extent of it. “Nixon and Kissinger bear responsibility for a substantial complicity in the slaughter of Bengalis,” Bass writes in the opening pages of his latest book. “This overlooked episode deserves to be a defining part of their historical reputations.”

What Hitchens discusses in thumbnail form in 2001’s The Trial of Henry Kissinger, Bass tells in sharp detail in The Blood Telegram. Mining largely-ignored White House recordings of Nixon and Kissinger at their most unguarded as well as neglected U.S. and Indian archives and combining that material with extensive interviews with officials in India and the United States, Bass has written the definitive account of the political machinations behind one of the worst (and most widely ignored) humanitarian crises of the 20th century. Piecing together the sordid history of U.S. support for a Pakistani dictator who—according to CIA estimates—slaughtered of hundreds of thousands of civilians, Bass also offers Americans much-needed context about America’s pre-9/11 involvement in a region where it still finds itself with bloody hands and abysmal bedfellows.

Bass takes the title of his book from a communiqué sent by Archer Blood, the improbably named U.S. consul general in Dacca (in what was then Eastern Pakistan) who bucked the Nixon administration’s support for Pakistan’s fiercely anti-communist Muslim military ruler in the face of his 1971 mass murder of mostly Hindu Bengalis who were seeking political autonomy and, ultimately, their own independent nation. Blood’s back-channel, dissent telegram, written by a subordinate, was as blunt as it was damning:

Our government has failed to denounce the suppression of democracy. Our government has failed to denounce atrocities. Our government has failed to take forceful measures to protect its citizens while at the same time bending over backwards to placate the West Pak[istan] dominated government and to lessen likely and deservedly negative international public relations impact against them… We, as professional public servants express our dissent with current policy and fervently hope that our true and lasting interests here can be defined and our policies redirected in order to salvage our nation’s position as a moral leader of the free world.

For his principled stand, Blood—a longtime civil servant not normally given to such activist behavior—earned the opprobrium of Nixon and Kissinger, was sacked for his “rebellion,” and saw his promising career derailed. Meanwhile, the president and his national security advisor made sure that, despite a long-standing arms embargo (and against the wishes of the State Department), weapons, ammunition, and other military supplies kept flowing to Pakistan. Presaging the Iran-Contra affair, they followed this up by arranging for illegal transfers of advanced fighter aircraft through third countries like Iran and Jordan, crimes which have rarely garnered much attention. These episodes are expertly told and provide context for often forgotten Nixonian crimes and “Watergate” misconduct unconnected with the break-in at the Democratic National Committee headquarters: the secret bombing of Cambodia, the extensive sabotage and spying operations against political opponents, the wiretaps of government employees, and the illegal effort to silence Pentagon Papers’ whistleblower Daniel Ellsberg, to name a few.

Delving deep into the details of international diplomacy, Bass reveals the many political calculations of the United States, Soviet Union, China, and, especially, India regarding the crisis in Bangladesh and the latter nation’s resulting war with Pakistan. Through Western and Indian witnesses, we also come to understand the scale of the civilian suffering—mass shootings, rapes, village burnings, and a refugee crisis of almost unimaginable proportions. It’s a shame, however, that Bass largely focuses on an Oval Office-level view of the catastrophes and didn’t seek out survivors of the carnage to tell their stories and drive home exactly what U.S. weapons in the hands of Pakistani allies meant for ordinary Bengalis. Journalists and diplomats are often excellent chroniclers, but their reports can lack the punch of the testimony of those who themselves were beaten, bloodied, had their homes burnt, and lives wrecked.

Regardless, The Blood Telegram offers a nuanced yet unflinching look at the juxtaposition of geopolitics and humanitarian crisis. Bass shines a much-needed spotlight on yet another dark corner of modern American history, revealing yet another bloody episode stemming from Kissinger’s crass calculations and Nixon’s embrace of brutal dictators. He even offers a window onto a fascinating and truly frightening episode of apparent role reversal in which Kissinger (who long claimed he regularly restrained his “madman” boss) was braying for war—advocating the U.S. throw its military might behind China in a potential conflict with India and the Soviet Union, risking an all-out nuclear war—while Nixon tried to ratchet down the rhetoric and act as the voice of reason.

“Nixon and Kissinger largely failed at sanitizing their record on Watergate, Vietnam, and Cambodia — but on Bangladesh they proved to be remarkably deft at ducking public judgment,” Bass writes. The Blood Telegram should definitively put an end to this and provide more ammunition to those who might have a bone to pick with Henry Kissinger on a Manhattan street.
