Private dailies re-emerge in Myanmar, face difficulties

Four private dailies hit the newsstands for the first time in almost 50 years in Myanmar on Monday, but many others failed to appear, hamstrung by poor financing, archaic equipment and a dearth of reporters.

Sixteen dailies were granted licenses by authorities, but only four were published.

The government-affiliated Union Daily, one of three dailies available free of charge, used financial clout to beat out competitors like D-Wave, the paper of opposition leader Aung San Suu Kyi’s National League for Democracy (NLD), for which publication preparations are still underway.

“All four papers sold out quickly today,” Kyi Kyi, a roadside book vendor, told Reuters.

“But it’s very hard to predict their future sales since three of them were distributed free of charge today and the remaining one was sold at 150 kyat ($0.17) per copy,”

Myanmar’s quasi-civilian government took power in early 2011 after the military dictatorship relinquished a half-century stranglehold on the former Burma. It embarked on media reforms as part of its democratization program in August 2012, when it relaxed draconian censorship.

The three other newspapers distributed were the Voice Daily, Golden Fresh Land and The Standard Time Daily, all Burmese-language publications.

Competitors were unwilling, or unable, to get their dailies into the hands of the public quite as quickly.

“Frankly it’s quite early to say for sure when ours will come out. We are still making necessary preparations to publish the daily,” said Han Tha Myint, a member of the NLD’s Central Executive Committee, which publishes D-Wave Weekly.

    STUMBLING BLOCKS

Distribution, poor infrastructure, outmoded printing equipment and staffing issues are some of the stumbling blocks for media organizations wanting to expand into dailies.

“To be frank, the government granted licenses much earlier than we expected and we were caught by surprise,” said the editor of one private paper, who uses the pseudonym Ko Maung.

“There are a lot of things we have to prepare like printing facilities and training staff,” he told Reuters, pegging well-funded state-owned dailies as the likely major competitors in a market that will become very crowded, very quickly.

The Ministry of Information has invited local and foreign partners to invest in a joint venture to publish the New Light of Myanmar, a former state propaganda newspaper and the only English-language daily in the country.

Other media groups are waiting for clarity on how Myanmar will treat publications benefitting from foreign investment.

“It’s been an excruciating wait, a bit like a tree trying to grow through a crack in a rock, but we have now arrived at the starting line and no one seems at all in a hurry,” Ross Dunkley, managing editor of The Myanmar Times, which is applying for licenses for both Burmese and English dailies, said last month.

Paris-based Reporters Without Borders (RSF) ranks Myanmar 151st out of 179 countries in its Press Freedom Index, up 18 places compared to the previous year.

RSF has warned that a media bill, presented to parliament in March, could threaten the “fragile” progress Myanmar has made since 2011.

It criticized provisions that could result in newspapers being declared illegal for publishing material liable to threaten national reconciliation, denigrate religions or disturb the rule of law.

The newspaper industry might be shrinking in the rest of the world but it expanded Monday in Burma when privately run daily newspapers hit newsstands for the first time in 50 years.

For many people, the rebirth of daily papers is a novelty: Many weren’t even born when the late dictator Ne Win imposed a state monopoly on the daily press in the 1960s.

But for 81-year-old Khin Maung Lay, it’s like a second lease on life. He is chief editor of Golden Fresh Land, one of four dailies that went on sale Monday as Burma takes another step in its march toward democracy.

“We’ve been waiting half a century for this day,” said the veteran editor, adding that the paper’s initial print run of 80,000 copies was sold out by late morning. “It shows how much people long for private daily newspapers. This morning, I was in tears seeing this.”

He’s old enough to recall there once had been a big and vibrant daily press in the Burmese, English, Indian and Chinese languages in the period of parliamentary democracy after Burma won independence from Britain in 1948.

Khin Maung Lay worked as a senior newsman at the Burmese-language Mogyo daily before it was driven out of business by government pressure in 1964.

Now as chief editor of Golden Fresh Land—the name sounds less awkward in the original Burmese—he heads a team of young journalists he recruited from various weeklies, journalists who have only the briefest of acquaintances with the concept of a free press, having grown up under the military government that ruled for five decades. They are up against some media behemoths and papers belonging to the country’s top political parties.

The ruling Union Solidarity and Development Party (USDP) launched a daily called The Union, and the well-established weekly The Voice is converting itself into the Voice Daily. The other newcomer is The Standard Time Daily. All four newspapers are in Burmese, ranging in price from 150 kyat-200 kyat (US 20 cents-25 cents).

Khin Maung Lay acknowledges there are innumerable challenges ahead, but said he is ready to face them “in the name of freedom of press.” He’s well acquainted with the cutting edge of the concept—he went to jail three times under Ne Win, including a three-year stretch in “protective custody,” a catch-all phrase the military regime used when imprisoning critics.

“I foresee several hurdles along the way,” he said. “However, I am ready to run the paper in the spirit of freedom and professionalism taught by my peers during the good old days.”

One of the main hurdles will be beating the competition.

“It won’t be easy for all the newspapers to survive. As a reader, I can’t afford to buy every newspaper, every day,” said taxi driver Tun Win, 52, who normally kept up with current affairs by buying three news weeklies. Nonetheless, he called the arrival of daily papers a big step for the impoverished country.

“Now we can get information every day, rather than once a week,” he said. “It’s the best way to get up-to-date news for those who don’t have access to the Internet.”

    Shakespeare the ‘hard-headed businessman’ uncovered

Hoarder, moneylender, tax dodger — it’s not how we usually think of William Shakespeare.

But we should, according to a group of academics who say the Bard was a ruthless businessman who grew wealthy dealing in grain during a time of famine.

Researchers from Aberystwyth University in Wales argue that we can’t fully understand Shakespeare unless we study his often-overlooked business savvy.

“Shakespeare the grain-hoarder has been redacted from history so that Shakespeare the creative genius could be born,” the researchers say in a paper due to be delivered at the Hay literary festival in Wales in May.

Jayne Archer, a lecturer in medieval and Renaissance literature at Aberystwyth, said that oversight is the product of “a willful ignorance on behalf of critics and scholars who I think — perhaps through snobbery — cannot countenance the idea of a creative genius also being motivated by self-interest.”

Archer and her colleagues Howard Thomas and Richard Marggraf Turley combed through historical archives to uncover details of the playwright’s parallel life as a grain merchant and property owner in the town of Stratford-upon-Avon whose practices sometimes brought him into conflict with the law.

“Over a 15-year period he purchased and stored grain, malt and barley for resale at inflated prices to his neighbours and local tradesmen,” they wrote, adding that Shakespeare “pursued those who could not (or would not) pay him in full for these staples and used the profits to further his own money-lending activities.”

He was pursued by the authorities for tax evasion, and in 1598 was prosecuted for hoarding grain during a time of shortage.

The charge sheet against Shakespeare was not entirely unknown, though it may come as shock to some literature lovers. But the authors argue that modern readers and scholars are out of touch with the harsh realities the writer and his contemporaries faced.

He lived and wrote in the late 16th and early 17th centuries, during a period known as the “Little Ice Age,” when unusual cold and heavy rain caused poor harvests and food shortages.

“I think now we have a rather rarefied idea of writers and artists as people who are disconnected from the everyday concerns of their contemporaries,” Archer said. “But for most writers for most of history, hunger has been a major concern — and it has been as creatively energizing as any other force.”

She argues that knowledge of the era’s food insecurity can cast new light on Shakespeare’s plays, including Coriolanus, which is set in an ancient Rome wracked by famine. The food protests in the play can be seen to echo the real-life 1607 uprising of peasants in the English Midlands, where Shakespeare lived.

Shakespeare scholar Jonathan Bate told the Sunday Times newspaper that Archer and her colleagues had done valuable work, saying their research had “given new force to an old argument about the contemporaneity of the protests over grain-hoarding in Coriolanus.”

Archer said famine also informs King Lear, in which an aging monarch’s unjust distribution of his land among his three daughters sparks war.

“In the play there is a very subtle depiction of how dividing up land also involves impacts on the distribution of food,” Archer said.

Archer said the idea of Shakespeare as a hardheaded businessman may not fit with romantic notions of the sensitive artist, but we shouldn’t judge him too harshly. Hoarding grain was his way of ensuring that his family and neighbors would not go hungry if a harvest failed.

“Remembering Shakespeare as a man of hunger makes him much more human, much more understandable, much more complex,” she said.

“He would not have thought of himself first and foremost as a writer. Possibly as an actor — but first and foremost as a good father, a good husband and a good citizen to the people of Stratford.”

She said the playwright’s funeral monument in Stratford’s Holy Trinity Church reflected this. The original monument erected after his death in 1616 showed Shakespeare holding a sack of grain. In the 18th century, it was replaced with a more “writerly” memorial depicting Shakespeare with a tasseled cushion and a quill pen.

The United Nations General Assembly voted overwhelmingly on Tuesday to approve a pioneering treaty aimed at regulating the enormous global trade in conventional weapons, for the first time linking sales to the human rights records of the buyers.

Members of the General Assembly voted 154 to 3 to approve the Arms Trade Treaty, with 23 abstentions — many from nations with dubious recent human rights records like Bahrain, Myanmar and Sri Lanka.

The vote came after more than two decades of organizing. Humanitarian groups started lobbying after the 1991 Persian Gulf war to curb the trade in conventional weapons, having realized that Iraq had more weapons than France, diplomats said.

The treaty establishes an international forum of states that will review published reports of arms sales and publicly name violators. Even if the treaty will take time to become international law, its standards will be used immediately as political and moral guidelines, proponents said.

“It will help reduce the risk that international transfers of conventional arms will be used to carry out the world’s worst crimes, including terrorism, genocide, crimes against humanity and war crimes,” Secretary of State John Kerry said in a statement after the United States, the biggest arms exporter, voted with the majority for approval.

But the abstaining countries included China and Russia, which also are leading sellers, raising concerns about how many countries will ultimately ratify the treaty. It is scheduled to go into effect after 50 nations have ratified it. Given the overwhelming vote, diplomats anticipated that it could go into effect in two to three years, relative quickly for an international treaty.

In a bow to American concerns, the preamble states that it is focused on international sales, not traditional domestic use, but the National Rifle Association has vowed to fight ratification anyway. The General Assembly vote came after efforts to achieve a consensus on the treaty among all 193 member states of the United Nations failed last week, with Iran, North Korea and Syria blocking it. The three, often ostracized, voted against the treaty again on Tuesday.

Vitaly I. Churkin, the Russian envoy to the United Nations, said Russian misgivings about what he called ambiguities in the treaty, including how terms like genocide would be defined, had pushed his government to abstain. But neither Russia nor China rejected it outright.

“Having the abstentions from two major arms exporters lessens the moral weight of the treaty,” said Nic Marsh, a proponent with the Peace Research Institute in Oslo. “By abstaining they have left their options open.”

Numerous states, including Bolivia, Cuba and Nicaragua, said they had abstained because the human rights criteria were ill defined and could be abused to create political pressure. Many who abstained said the treaty should have banned sales to all armed groups, but supporters said the guidelines did that effectively while leaving open sales to liberation movements facing abusive governments.

Supporters also said that over the long run the guidelines should work to make the criteria more standardized, rather than arbitrary, as countries agree on norms of sale in a trade estimated at $70 billion annually.

The treaty covers tanks, armored combat vehicles, large-caliber weapons, combat aircraft, attack helicopters, warships, missiles and launchers, small arms and light weapons. Ammunition exports are subject to the same criteria as the other war matériel. Imports are not covered.

India, a major importer, abstained because of its concerns that its existing contracts might be blocked, despite compromise language to address that.

Support was particularly strong among African countries — even if the compromise text was weaker than some had anticipated — with most governments asserting that in the long run, the treaty would curb the arms sales that have fueled many conflicts.

Even some supporters conceded that the highly complicated negotiations forced compromises that left significant loopholes. The treaty focuses on sales, for example, and not on all the ways in which conventional arms are transferred, including as gifts, loans, leases and aid.

“This is a very good framework to build on,” said Peter Woolcott, the Australian diplomat who presided over the negotiations. “But it is only a framework.”

The 7 new classes (according to the BBC Lab study):

Elite – The most privileged class. High level of all three capitals (economic, cultural and social).
Established middle class – High levels of all three capitals but not as high as Elite. Gregarious and culturally engaged
Technical middle class – New, small class, with high economic capital but less culturally engaged. Relatively few social contacts.
New affluent workers – Medium levels of economic, but higher levels of cultural and social capital. Young and active.
Emergent service workers – New class with low economic but high ’emerging’ cultural capital. High social capital. Young and often found in urban areas.
Traditional working class – Low on all three capitals, but not the poorest. Older on average than other classes.
Precariat, or precarious proletariat – Most deprived group, with low levels of all three capitals.

UK now has seven social classes, with traditional model ‘too simplistic’

More than 160,000 people took part in the Great British Class Survey, the largest of its kind in the UK, with the results prompting researchers to dismiss the established upper class, middle class and working class system as “too simplistic”.

Unlike the three traditional class divisions, defined by occupation, wealth and education, the new classes range from the privileged ‘elite’ to the deprived ‘precariat’, based on income, savings, house value and social capital – the number and status of people that someone knows.

The research was carried out by Mike Savage from the London School of Economics and Fiona Devine from the University of Manchester with the help of BBC Lab UK.

The study invited people to use its ‘class calculator’ on the BBC’s website, where participants answered questions on topics such as their household income, what professions their friends do, and how they liked to spend their free time.

Professor Devine said: “It shows us there is still a top and a bottom – at the top we still have an elite of very wealthy people and at the bottom the poor, with very little social and cultural engagement.”

In the middle of the two extremes are the established middle class, the second wealthiest group, followed by the technical middle class, a small, prosperous new class group which scores low for social and cultural capital.

Next down the line are the new affluent workers, a young class group which is socially and culturally active, with middling levels of economic capital, and the traditional working class, who score low on capital but are not “completely deprived”.

Ahead of the poorest in society are the emergent service workers, a new, young, urban group which is relatively poor but has high social and cultural capital.

Professor Divine added: “It’s what’s in the middle which is really interesting and exciting, there’s a much more fuzzy area between the traditional working class and traditional middle class.

“There’s the emergent workers and the new affluent workers who are different groups of people who won’t necessarily see themselves as working or middle class.”

The findings will be published in the Sociology Journal and presented at a conference of the British Sociological Association today.

    thatcher

As you’ve no doubt heard, Margaret Thatcher died this morning, leading to a flood of internet coverage of her divisive years in power and her legacy. The serious commentary is best left to our friends across the Atlantic (if you’re after such, we recommend David Stubbs’ coruscating obituary for the The Quietus.) We’ll limit ourselves to a survey of how the Thatcher era manifested in popular culture — and for all that plenty of outlets have published articles today about anti-Thatcher songs, etc., the truth is rather more nuanced — for every “Margaret on the Guillotine” or “The Day That Thatcher Dies,” there’s a Thatcherite pop star waiting in the wings. Anyway, here’s a brief look at how the Thatcher years and the woman herself have been depicted in popular culture, both at the time and the benefit of hindsight.

The literary world was rather more welcoming to Thatcher than the world of music, particularly one Amis, K, who apparently had quite the raging boner gentlemanly appreciation for her, writing on her election in 1979 that “[t]he British people have seen the future, found it doesn’t work, and want to go somewhere else,” and later describing her as his “dream girl” and also calling her “one of the most beautiful women I have ever met.” Whatever floats your boat, and all that. (Still, not every writer who lauded her rise to power maintained that view: Harold Pinter later described voting Conservative as “idiotic… [and] infantile, on my part.”)

Thatcher had an ambivalent relationship with the art world. In 2009, for instance, the Guardian asked a bunch of musicians, artists, and writers about the effect she had on British culture, and the verdict was that if nothing else, she gave artists plenty of motivation. Beyond that, though, there have been genuinely pro-Thatcher artists — conceptual duo Gilbert and George, for instance, have long been vocal supporters of madam, notwithstanding her cuts to arts funding: “She deregulated everything, so [artists] could become rich… for the first time. Before that they had to be art-school teachers, mostly.” Margaret Thatcher: indirectly responsible for Damien Hirst? Ew…

Hilariously, the ubiquitous pop producers were once voted the worst thing about the ’80s, after… Margaret Thatcher. And indeed, their über-commercial and apolitical pop made them the perfect soundtrack to the era. Of course, it’s generally been the pop side of the musical spectrum that’s embraced the right (with a couple of notable exceptions, of course.) Which brings us to…

The whole Thatcher-was-a-feminist angle reached the heights of asinine simplicity with the Spice Girls, who lauded her as “the original Spice Girl” in their Girl Power hierarchy. (And still do, apparently.) All this rather ignored the fact that Thatcher herself had said things like this, but why let the facts get in the way of a good story etc etc?

    Young, educated and dangerous
    Anita Joshua

When Faisal Shahzad, the Pakistani-American upwardly mobile son of a retired senior Pakistan Air Force officer was picked up for the bombing attempt at New York City’s Times Square in the summer of 2010, it was seen as an aberration but it chipped at the comforting argument that youngsters take to terrorism out of poverty and deprivation.

Subsequent studies have driven home this disconcerting fact. The radicalisation of Pakistani society was pervasive enough for analyst Ayesha Siddiqa to call it a “social pop culture” in her study of the socio-political attitudes among students of elite educational institutions in 2010.

Another concern that emerged in several attempts to understand terrorism in Pakistan was that it was not peripheral geographically — as in not just confined to the tribal areas adjoining Afghanistan — but flourishing right in the heart of the country, especially Punjab. The Pakistan Security Report of 2010, brought out by the Pakistan Institute of Peace Studies, dwelt on “growing urban terrorism.”

And, more recently, a pre-election survey conducted by the Sustainable Development Policy Institute had Central Punjab showing the strongest support for punishment for blasphemy laws, maximum opposition to non-Muslims in public office, and anti-Ahmadi sentiments.

The recent analysis of 900 biographies of Lashkar-e-Taiba (LeT) operatives killed between 1989 and 2008, thus, fits the pattern that has been established though the powers that be in Pakistan seemingly refuse to read the writing on the wall. The LeT cadres were found to be well-educated compared to Pakistani men, and the bulk of the recruitment was from Punjab.

    Locations and recruitments

Billed as one of Pakistan’s most “lethal and potent militant proxy groups” essentially focused on “waging a low-level war of attrition in Indian Kashmir,” a vast majority of LeT fighters were Punjabi, not Kashmiri.

As much as 89 per cent of the recruits were from Punjab and within the province, while a greater number of militants seem to have originated from the areas that border India or are quite close to it. A majority of the militants under the scanner in this study came from densely populated and urbanised districts of the province with Gujranwala, Faislabad and Lahore producing more terrorists than any other district in the country. These are also the locations where the LeT is active and has a lot of infrastructure.

    Links with army

Conducted with the support of Combating Terrorism Centre at the U.S. Military Academy, West Point, the study does not subscribe to the official narrative that Pakistanis are not involved in acts of terrorism, and only “diplomatic and moral support” is rendered to indigenous mujahideens fighting in India. “There is considerable overlap among the districts that produce LeT militants and those that produce Pakistan army officers, a dynamic that raises a number of questions about potentially overlapping social networks between the army and LeT.’’ “While certainly not the norm, at least 18 biographies in our data set describe connections between LeT fighters and immediate family members (i.e. fathers or brothers) who are currently serving or had served in Pakistan’s army or air force. In several of these cases, the militant’s father had fought with the Pakistani Army in the 1965 war in Kashmir and/or during the conflict in 1971 over the status of then East Pakistan. In one case a militant’s father was described as a senior officer in the Pakistan army.”

As for LeT’s training capacity, the authors of the study, titled “The Fighters of Lashkar-e-Taiba: Recruitment, Training, Deployment and Death,” quote estimates suggesting that at least three lakh men have received some form of LeT training over the last two decades.

They are picked young with 90 per cent of the militants joining the LeT before they turned 22. The youngest recruit this study threw up was 11, the oldest, 30. The mean age when a recruit joins LeT is 16.95 years and the militants’ median age at the time of death is 21. Among the 900 biographies, the youngest age at which a militant died was 14. While this analysis shows that some of the best educated men of Pakistan were sent to Indian Kashmir to die, it challenges the perception that they are all products of religious education offered through the madrassas. Religious education in all likelihood supplemented non-religious education rather than the former serving as a substitute for the latter. The amount of time fighters spent at a madrassa was less than three years on average. Fewer than five per cent of fighters had attained a sanad (a formal certificate signifying completion of a defined religious curriculum).

Stating that the data at hand attests “to the enduring nature of LeT and its sustained ability to attract high-quality recruits from across the Punjab and through a variety of means for operations throughout South Asia,” the authors of the study conclude that the ongoing programmes to Counter Violent Extremism (CVE) will not diminish the LeT’s ability to recruit, retain and deploy militants.

“For CVE programming in Pakistan to be effective, it would have to undermine the trust that exists between LeT and members of Pakistani society, and counter the narrative that LeT is an instrument for positive change,” says the study. This task is rendered challenging by the range of LeT’s social service activities through its reincarnate, the Jamat-ud-Da’wah. Add to this the LeT’s linkages with elements in the security establishment. Referring to the expansive and overt presence of the LeT throughout the country and its ability to recruit from schools, mosques and madrassas besides circulate its publications, the authors say this reflects a “degree of tolerance if not outright assistance from the Pakistani state.”

Having said this, the concern articulated is that should elements of Pakistan’s security establishment view it in their interest to spoil peace or reignite conflict in the region (potentially to serve as a release valve for domestic challenges or to direct the actions of militants actively waging war against Islamabad), they will likely turn to trusted Pakistani militant groups like LeT to do their bidding.

The paradox is apparent. For a long time, it was thought that President Salvador Allende had been killed by the soldiers that stormed La Moneda, Chile’s presidential palace, on that fateful day of the military coup, September 11, 1973. We now know that Allende took his own life. In turn, we always thought that Pablo Neruda died of natural causes 12 days later. Now there are indications that may not have been the case.

The circumstances of Neruda’s death were odd. He spent a scarce 72 hours at the infamous Santa María Clinic in Santiago, where he was given a suspicious stomach injection that may have caused his heart failure. He had checked in there only on September 19, where he arrived from his home on the coast, Isla Negra, after the latter had been ransacked by the military. His plans were to take a plane that Mexican President Luis Echeverría had sent to pick him up and fly him to Mexico City, a plane that was waiting for him on the tarmac of Santiago’s Pudahuel airport. The official cause of death given at the time was cachexia — a bodily collapse triggered by a metastasised prostate cancer.

Yet, as Francisco Marín, the Mexican journalist and co-author of the book, The Double Murder of Pablo Neruda (2012), shows, although Neruda was afflicted by prostate cancer, extant medical tests of Neruda taken in 1972 and 1973 show no metastasis. Other medical records, including the clinic’s bulletin on his death and of Neruda’s prior treatment at another Santiago clinic, have disappeared.

Contrary to what one would expect from a cancer-stricken patient, photos of Neruda at the clinic show a robust, even heavy-set man. The nurses describe him as full of energy and with his usual playfulness. The same goes for the Mexican ambassador to Chile, Gonzalo Martínez, who was coordinating his departure to Mexico. Perhaps, fatally, it was Neruda himself who asked to leave two days later, rather than on the originally scheduled September 20, so that some books and clothes could be retrieved from his home. His wife, Matilde Urrutia, and his driver, Manuel Araya, left to fetch them. During their absence, the stomach injection was given to Neruda. His condition deteriorated immediately, and he died shortly thereafter. It was at the same Santa María Clinic that eight years later, former President Eduardo Frei would die as well, after a routine operation, in poisoning caused by thallium and mustard gas. Several medical staff members have now been charged with his murder.

After considering many documents and witness statements, Judge Mario Carroza authorised the exhumation of Neruda’s remains. The purpose is to establish whether traces of the poison allegedly administered to Neruda can be found, and whether there is evidence of metastasised cancer in his bones. Forty years after his death, that may seem a futile exercise. Yet, forensic science has made much progress. Some specialists consider it perfectly feasible to do so.

Some ask: what is the use of this now? The answer is simple. Chile, and the world, deserve to know how Neruda died.

One of the two young men suspected in the deadly was reported to be dead after a gun exchange early Friday with police in Watertown, Mass. Authorities said the other suspect was at large and were warning people in the area to stay inside as officers conduct a door-to-door search of the area. Mass transit service in the Boston area was suspended. Drivers were being told to stay off the streets in Watertown. Businesses there were told not to open. Boston city officials asked residents to “please go home” and not congregate at bus stops or other places.

The fugitive is considered to be extremely dangerous.

“We believe this to be a terrorist,” Boston Police Commissioner Ed Davis said of the at-large suspect. “We believe this to be a person who’s come here to kill people.”

The dramatic series of events began to unfold late Thursday, with a robberty at a convenience store in Cambridge, Mass., and the shooting death of a police officer on the campus of the Massachusetts Institute of Technology. Minutes later, officials say, an SUV was carjacked in Cambridge.

That SUV was driven to Watertown. There, authorities say, the suspects threw explosives at police and exchanged gunfire. One of the two — known as “black hat” for the cap he was seen wearing at the marathon — was critically injured and later died. The other, “white hat,” fled the area and was being sought.

A powerful 7.8-magnitude quake has rocked Iran near the border with Pakistan just a week after another tremor hit the country.

Thirty-seven people were killed during last week’s 6.3 magnitude earthquake, which struck near Bushehr. Around 850 people were injured. The area is home to the Bushehr nuclear power plant.

12:14 GMT: Many buildings in Karachi have reportedly been evacuated, according to Al Jazeera.

12:09 GMT: New tremors have been felt across Doha.

12:07 GMT: 850 people have been wounded in the earthquake.

Around 1,000 buildings collapsed in the Pakistani town of Mushkil near the border with Iran, Naharnet reported.

The last earthquake to strike Iran with a 7.8 magnitude happened in 1978 and killed approximately 15,000 people.

11:53 GMT: The Iranian city of Saravan – near the center of the earthquake – has not been seriously damaged, Fars news agency reported.

Power and communications systems are down in most of Sistan and Baluchistan provinces in southeastern Iran, according to state TV.

11:48 GMT: Three helicopters and rescue crews have been sent to the area, Fars news agency reported.

Rescue efforts continue in quake hit Balochistan

Hundreds of houses were completely destroyed in the powerful tremors generated by the quake with the death toll standing at 40 in the region.

Military helicopters are expected to evacuate at least 20 critically injured people from Mashkail to Civil Military Hospital Quetta. Reports moreover say that several people are still buried under the rubble.

Although the epicentre of Tuesday’s 7.8 magnitude quake lay in southeast Iran, all of the deaths so far have been reported in Pakistan’s Balochistan province.

The powerful tremor shook the ground and caused panic as far afield as Kuwait and the Indian capital New Delhi.

In Pakistan, officials said regular army and paramilitary forces had deployed to help the relief effort after the quake brought down homes in Mashkail.

      US offers to help

Putting aside America’s longstanding enmity with Iran, and its more recent strains in relations with Pakistan, US Secretary of State John Kerry offered “our deepest condolences” to the families of the dead and to the injured.

“We stand ready to offer assistance in this difficult time,” he said.

Disaster relief contributed to an earlier thaw in relations between the United States and Iran, which — then led by reformist president Mohammad Khatami — accepted US personnel following the huge Bam earthquake in 2003.

The United States has also engaged in disaster diplomacy with Pakistan, briefly improving its abysmal image in the country through a robust relief operation following a 2005 earthquake in Pakistani-administered Kashmir.

UN chief Ban Ki-moon also expressed condolences after Tuesday’s Iran-Pakistan disaster.

“I will continue to follow the news closely as relief workers and search-and-rescue teams reach the areas. The United Nations stands ready to help as necessary if asked to do so,” he said.

China Unveils Its Military Structure for First Time

China revealed the composition and structure of its armed forces, including its nuclear deterrent, for the first time on Tuesday in a new edition of a white paper on national defense that also elaborates the country’s new security plan.

The document, titled “The Diversified Employment of China’s Armed Forces,” is China’s eighth white paper on national defense since 1998, but it is the first time the country has made public figures and information regarding the structure of its armed forces.

According to the white paper, China’s armed forces are composed of the People’s Liberation Army (PLA), the People’s Armed Police Force and the militia.

The PLA, in turn, consists of an army, navy, air force and the Second Artillery Force, which is the core of China’s nuclear deterrence.

The army includes 18 combined corps and has a total of 850,000 troops. They are deployed in seven military area commands (MACs): Beijing, Shenyang, Lanzhou, Jinan, Nanjing, Guangzhou and Chengdu.

The navy is composed of three fleets: the Beihai Fleet, the Donghai Fleet and the Nanhai Fleet, comprising a total of 235,000 sailors.

The air force has a total of 398,000 troops, and deploys an air command in each of the seven MACs.

The Second Artillery Force is mainly composed of nuclear and conventional missile forces and operational support units, and is “primarily responsible for deterring other countries from using nuclear weapons against China, and carrying out nuclear counterattacks and precision strikes with conventional missiles,” the document said.

The force has a series of Dong Feng ballistic missiles and Chang Jian cruise missiles, it said.

According to the white paper, “China advocates a new security concept featuring mutual trust, mutual benefit, equality and coordination, and pursues comprehensive security, common security and cooperative security.”

However, it stresses that the country is facing “multiple and complicated security threats” and emphasizes China’s need to protect its “national unification, territorial integrity and development interests.”

The document lists the growing US presence in the Asia-Pacific region, territorial disputes with Japan and the activities of separatist forces in Taiwan as major challenges on the international arena.

These and other challenges make it necessary “to build a strong national defense and powerful armed forces which are commensurate with China’s international standing and meet the needs of its security and development interests.”

China is the second largest military spender in the world after the United States. Its military spending rose by 175 percent between 2003 and 2012, reaching $166 billion last year, according to data released by the Stockholm International Peace Research Institute on Monday.

Modi has the right personality. He spells confidence and power. He talks of adding value, of empowering through skill. He understands the value of education. Rahul, they add, talks of management but Modi, they said, is managerial. I suggested that he is authoritarian and autocratic, that he does not tolerate dissent. They shrugged it off dismissively. For them, he is decisive. The Congress, they feel, is historical; Modi, they claim, is creating history.
They then add that the Congress is corrupt. When I referred to Karnataka, they claim that Modi is clean. They argue that he kept away from his brother, sanitised his relationship with his family, is distant from the MLAs of the Bharatiya Janata Party.
I pointed out his closeness to the Adanis, his love for the Tatas. They see this as dynamic and pragmatic. These are words they worship. One of them added that Wipro chairman Azim Premji and Infosys co-founder Narayana Murthy also support him. Another asked who got Viswanathan Anand to inaugurate Gujarat as a chess-playing state. I nodded. The youth prefers a history of doing to Rahul’s history of just being. One of them added that Bollywood actors, like Ajay Devgn, Sunil Shetty, “Amit Ji”, Anupam Kher, support Modi. I was beginning to look cussed.
I asked them what about the riots. For them 10 years is a long time in politics. In that politics of equivalence they claim that the Congress has not been punished for 1984. As majoritarian Hindus, they felt I was being unfair and hypocritical. They claimed Modi had a clean chit. I gave them examples of the Bajrang Dal bullying, the rape of women, the status of refugee camps. They said Modi is for development.
“Development” seems to be the magic word. Development is an invitation to the future and by inviting one to the future, it is inclusive enough. Modi, they claimed, is Mr Development. They added, “He is the only answer for India. He can stand up to China.”
I suddenly realised that history often becomes a baggage to those who want to create history. The young today do not want to be burdened by seniority, or memory. They want to move to the future and Modi celebrates the future. In reply to the charges that he is autocratic, they reply that the Congress is sycophantic. “Give him a chance,” they tell me. “If you can tolerate the Congress, why not Modi?” The Congress is seen as a negative force and the Congress’ negativity adds to the positive image of Modi. I also sensed that people admire men of action, men who give a certain sense of physicality to history. Modi, I realised, played and fed on both anxieties and aspirations.
The middle class loves the mainstream and the majoritarian. They want someone who articulates this world of mobility. They are tired of concessions to ethnics and minorities, or reservations. They fear failure. Terror makes them insecure. They prefer security to dissent. Modi, they claim, represents this world. He is local, national and global. He can dress in a tribal costume, and he can go to Davos. He has the right values.
Values to them are no longer civilisational. Values today are attitudes that help development. It can be economic development or personality development. For them, development seems wider than any notion of equality. They say pragmatically that life is not a level playing field and claim that Modi provides them an edge. This is a generation that found socialism tiring and bureaucratic. The Congress, they claim, is a residence of that bad dream.
This is a society that dreams of India being a global power and sees Modi as leading that process. He is seen as a Patel without Nehru, a Gujarati Bismarck. In fact, they like his bullying humour, his efforts to attack Sonia and the Congress. When I ask them why he is against NGOs, they reply that as the state gets more and more efficient, NGOs become less necessary.

I suddenly realise that my concerns about violence, values and democracy do not make full sense. The keywords seem sadly different now. They are security, success, management, mobility. Modi fits this world better. He seems to be the middle-class list of its own symptoms and anxieties and simultaneously the prescription for success. I do not understand that but I must acknowledge it. Because I know I have to fight harder to defeat a man who threatens my beliefs and my way of life.

A 6.6 earthquake struck south-western China, claiming 72 lives and injuring more than 600 people, according to state media reports.

The disaster has struck the country’s south-western Sichuan province at 00:02 AM GMT (8:02 AM local time) on Saturday, at a depth of around 13 kilometers (7,6 miles), according to China’s Xinhuan news agency.

Preliminary reports indicate 72 confirmed deaths and around 600 people injured in the quake in the Ya’an city in Sichuan, which is quite close to where a huge temblor hit in 2008, claiming the lives of almost 70,000 people.

Xinhua is also reporting that 2,000 troops have been dispatched to assist in clearing the area and helping rescue efforts. China’s state-owned CCTV channel said that currently only emergency vehicles are allowed access into Yan’an, athough Chengdu airport is once again functional.

There are also reports of light rain hitting Ya’an, which raises the danger of landslides.

Residents in neighboring provinces have also pointed out quite strong indicators that a quake was happening. People in the provincial capital of Chengdu were leaving their homes in fear – a report from China’s Sina Weibo microblog states. Chengdu is 140 kilometers (85 miles) away from the epicenter of the earthquake.

When he had hospital appointments and was waiting around he always chose a pocketbook-size book to read in case he was kept in. Food he could do without; ideas not. One winter night my mother slipped and fell in the street and he called an ambulance to take her to hospital. In his anxiety he forgot his pocketbook routine. I arrived mid-evening to find them at A&E with nothing to do except wait. After a while they took her to X-ray. By now it looked more like a bad sprain but the process was going to take several more hours. He was being stoic but I was in a panic about him as much as her: how will he manage with just the windowless wall of a green hospital curtain to occupy his brain? Then I remembered. I had just downloaded The Hare with Amber Eyes by Edmund de Waal on to my iPad. So I showed him how to navigate the touchpad. His long finger traced the words and he muttered softly in something close to wonderment: an ancient E.T. in a world whose modernity was becoming strangely alien.

On Sundays towards the end we would visit and I would bring, like contraband, newspapers “from the right”: The Sunday Telegraph and The Sunday Times or The Spectator. While the children played swingball in the garden he would lay down The Observer and read hungrily, enjoying his dislike of their politics and often pronouncing witheringly on David Cameron with his worst criticism: “He’s a lightweight.” Not that this stopped him lapping up news of my encounters with people who were not of “the left”, including the prime minister. Dad was refreshingly un-tribal. After his death I received a very kind handwritten note from Boris Johnson, recalling a conversation he had recently had with Dad in the green room at Hay. Boris remarked that my father had looked up at him from his wheelchair “as wise as a treeful of owls”. I remembered that conversation clearly because I had introduced them: he had made the Conservative Mayor of London squirm a bit by asking him straight out whether it amused him that he irritated “quite so many people in your own party quite so much of the time”.

I suspect my father rated Boris Johnson’s love of books, if not his politics. At home in Hampstead every one of my parents’ rooms had a table covered with hardbacks, paperbacks, manuscripts and papers which he could graze at. Up until the end he was writing something new or editing something old. Although he could use email and read internet links, he was a book man. We are still sorting through them. After he died I began to collect up all the books he had given me throughout my life – a collection of poems by Bertolt Brecht, a novel by Josef Skvorecky, a history of “the European world” and, from 1983, a pre-glasnost edition of Moscow, Leningrad, Kiev: a Guide published by Progress Publishers. In many of them I found a sweet brown ex libris bookplate he had given me, which funnily enough featured a line drawing of a little brown owl. Perhaps he assumed everyone could be wise as he was. But this was a tall order especially for a child like me, more at home initially with First Term at Malory Towers by Enid Blyton than some of his early reading gifts.

When I was nine, he gave me an impossibly grown-up academic book. Maria Theresa was bought after he decided the empress would be the perfect subject for a school project on “Important Women in History”. It was published in the Prentice Hall “Great Lives Observed” series: a far cry from Puffin paperbacks. I still feel a shudder of resentment and recall precisely feeling stupidly useless as I hold this well-meaning present in my now adult hands.

While he was not actually the kind of parent who force-feeds his children Great Works – he read every Tintin book aloud to us and seemed to love shouting “Blistering barnacles!” as Captain Haddock as much as we loved hearing him exclaim it – I think he forgot sometimes that we were ordinary children, not high-minded scholars. At his funeral my brother Andy gave an address recalling how embarrassing it was as children when “everyone else had sporty, handsome, track-suited young dads, whereas mine strode into the assembly hall like an archetypal absent-minded professor, with wispy grey hair and glasses, and an academic satchel slung over his back.”

As a child I often felt out of my depth and out of sync with him but by adulthood he was the best a parent can be to a child: cool. He was a keen jazz historian, writing under the pseudonym Francis Newton (named after Billie Holiday’s trumpeter) and we would listen to Ella Fitzgerald while he told me about the time he saw her live with his cousin Denis Preston, a jazz record producer.

Around 25 leading apparel exporters including East West Industrial Park Ltd., Bevelon Group, Millon Clothings Ltd., Beximco and Giant Group of Companies now look forward to doing business in the local market, keeping their export activities in tact.

According to the market players, the companies could not still capture more than 20 per cent of local market worth Tk 8.0 billion to Tk10 billion until now.

Considering the huge prospect of business, such companies are now aggressively expanding their operation across the country.

Besides, a growing number of similar companies are also set to start retail marketing in the country soon.

“We have observed that a good number of Bangladeshis are increasingly becoming dependent on branded clothes because of their better quality. So we have ventured to introduce our own brand ‘Fit Elegance’ in the market with superior quality and at a competitive price,” Chairman of East West Industrial Park Ltd, Md Harun-Ar-Rashid told the FE this week.

“After a continuous trial, we have now succeeded in earning the trust of the country’s fashion-lovers and planned to expand our footprint on both at home and abroad gradually,” he added.

Mr Rashid, however, said: “Interestingly, whatever branded items that our people depend on, are mostly supplied by our local companies.”

The East West is specialised in vertical suit and dress pant manufacturing and mostly works for H&M, Macys, TESCO, MACY’S, Theo Dore, Raymond, Little Woods, Matalans and some other internationally reputed brands.

Ijlal Razi, General Manager (Marketing) of ‘YELLOW’, a concern of Beximco Group, said that Bangladesh being a fast developing economy and having a sustained growth rate of gross domestic product (GDP), the purchasing capacity of a large segment of our population is increasing gradually and such people are becoming dependent on branded items day by day. This has lured his company to introduce its own brand aiming to capture the large business opportunities.

“As an emerging country, the Bangladesh economy has been witnessing an encouraging economic growth performance. The purchasing capacity of its people is also increasing. So why should we ignore opportunities in the local market,?” he asked.

Singer Shamshad Begum dies at 94

Legendary singer Shamshad Begum, one of the first playback singers in the Hindi film industry and voice behind hit songs like ‘Mere Piya Gaye Rangoon’, ‘Kabhi Aar Kabhi Paar’ and ‘Kajra Mohabbat Wala’, has died at her Mumbai residence. She was 94.

“She was not keeping well for past few months and was admitted to the hospital. She passed away last night. The funeral was a solemn affair with a few friends present,” Mrs Begum’s daughter Usha told PTI.

Shamshad Begum was born on April 14, 1919 in Amritsar, Punjab. She made her debut on Peshawar Radio in Lahore on December 16, 1947, captivating the hearts of her listeners with her enchanting voice.

The singer has been living with her daughter Usha Ratra and son-in-law in Mumbai, ever since her husband Ganpat Lal Batto died in 1955.

Her other hit tracks include ‘Kahin Pe Nigahen Kahin Pe Nishana’, ‘Boojh Mera Kya Naam Re’, ‘Saiyan Dil Mein Aana Re’, ‘Leke Pehla Pehla Pyar’ and ‘Chod Babul Ka Ghar’.

Shamshad Begum: Still Topping the Charts at 90

‘Mere piya gaye rangoon’, ‘Leke pehla pehla pyar’, ‘Kabhi aar khabhi paar’ – these retro Hindi numbers are part of every popular DJ’s play list these days. While the remixed tunes are a rage at the clubs, few youngsters would be able to name the person behind the groovy voice they love so much: Musical legend Shamshad Begum.

One of the first female playback singers of the Hindi film industry and the woman whose golden voice inspired melody geniuses like O.P. Nayyar and S.D. Burman, Shamshad Begum turned 90 on April 14. The year has already begun on a memorable note for her. Almost three decades after she stopped recording, she received the Padma Bhushan, a civilian award given by the Government of India.

And, just a day before that honor came her way, the Pune-based O.P. Nayyar Foundation announced that they were going to present the grand old lady of Bollywood with the prestigious O.P. Nayyar award for her contribution to Hindi film music. Incidentally, this is the first ever ‘filmi’ felicitation she has received, despite a long and illustrious singing career.

A picture of grace and elegance, Shamshad Begum, now leads a retired life in Powai, a suburb of Mumbai, with her daughter and son-in-law. But before she set down the mike for good, she left her fans with several evergreen hits that continue to be enjoyed till date.

Shamshad Begum was born in 1919 in Amritsar, Punjab, to a conservative Muslim family. It may come as a surprise to many but perhaps her only real exposure to music in childhood was singing ‘naats’ (poems recited in praise of the Prophet Mohammed). Her voice was first heard on All India Radio Lahore in December 1937. An immediate success, she captivated many with her enchanting, earthy, nasal voice. At this point, the best thing that happened to her was that sarangi maestro, Ustad Hussain Bakshwale Saheb, accepted her as a disciple. His training reinforced her voice.

Then, as happens in all great stories involving stars, came Shamshad Begum’s big break – Ghulam Haider, the Lahore-based composer, was floored by her talent. In fact, she sang in several of his films, including ‘Khazanchi’ (1941) and the notable ‘Khandaan’ (1942). When Haider relocated to Bombay (now Mumbai) in 1944, Shamshad Begum, who was an integral part of his team, also shifted base, leaving her family behind. That year, she sang for Mehboob Khan’s historical venture ‘Humayun’, with ‘Naina bhar aye neer’ being her first major recording hit. It is said that she used to earn a princely sum of Rs 15 (US$1=Rs 50.08) per song at the time.

It was not long before A-list composers, the likes of Naushad, Ram Ganguly, S.D. Burman and C. Ramchandra, were signing her up. In the 1940s and 50s, this die-hard K.L. Saigal fan became a national rage, belting out one hit after another. C. Ramchandra utilised her voice for two very different style compositions – ‘Meri jaan, meri jaan sunday ke sunday’ (‘Shehnai’, 1947), which is considered by many to be one of the first real “westernized” songs of Bollywood, and the popular, ‘Mere piya gaye rangoon’ (‘Patanga’, 1949). S.D. Burman’s ‘Saiyyan dil mein aana re’ (‘Bahaar’, 1951) is yet another hot golden oldie.

But O.P. Nayyar and Naushad have to be given the credit for presenting Shamshad Begum’s vocal versatility to the world – she has sung unforgettable songs for both composers whose musical styles are very different from each other. While Naushad is more classical, Nayyar is the experimental, peppy one.

The Naushad-Shamshad ‘jodi’ (pair) took off with ‘Chandani aayi ban ke pyaar’ (‘Dulari’, 1949). This was followed by multiple hits from ‘Babul’ (1950), ‘Deedar’ (1951), ‘Aan’ (1952) and ‘Naghma’ (1953). ‘Baiju Bawra’ (1952) and ‘Mother India’ (1957) and the famous ‘qawwali’, ‘Teri mehfil mein qismat aazma kar’ from ‘Mughal-e-Azam’ (1960) came later.

O.P. Nayyar, the other music director with whom Shamshad Begum has had several hits, often described her voice as a “temple bell”. Starting with the megahit, ‘Kabhi aar kabhi paar’ (‘Aar Paar’, 1954), the duo gave evergreen romantic numbers like, ‘Leke pehla pehla pyar’, ‘Kaheen pe nigahen’ and ‘Boojh mera kya naam re’ in ‘C.I.D.’ (1956). He also made a very unusual duet, blending her voice with Kishore Kumar – ‘Meri neendon mein tum’ from ‘Naya Andaz’ (1956) remains one of the most loved romantic duets.

The death of her husband (in 1955) was a big blow to Shamshad Begum. From then on, her songs became fewer and far between. Some time in the early 1960s, she gave up music and became a recluse.

It was Nayyar who brought her out of her retirement in 1968 to sing a duet with Asha Bhosle in ‘Kismat’. The collaboration resulted in ‘Kajra Mohabbatwala’, which is as popular today as it was 40 years ago. Her reappearance was symbolic in more ways than one. The media hype behind her comeback was immense and many who had only heard Shamshad Begum but never seen her, could finally put a face to the name.

This grand lady has since then, however, kept away from the media. Today, her songs, which have been remixed, are a hit with the younger generation. Well-deserved and much overdue honors are finally being bestowed upon her. But despite them, Shamshad Begum remains the humble woman she was always known to be. According to media reports, when the O.P. Nayyar Foundation decided to confer on her the Lifetime Achievement Award, she graciously accepted the honor but declined to accept the cash award, asking for the proceeds to be given to charity instead.

Here is a woman who is truly a national treasure. Shamshad Begum needs to be recognized, rewarded and cherished.

In a country distinguished by its ageing political class, Mr Letta’s political rise was precocious. Now aged 46, he has already served in three centre-left governments.

But he has come unexpectedly to the fore at a time of extreme political turbulence.

Former PD leader Pier Luigi Bersani resigned after failing form a centre-left coalition off the back of a weak performance in February’s elections, and then proving unable to push through his chosen candidate for the presidency.

Without hard evidence, American accusations of chemical weapons use in Syria fall short of UN proof standards, says a UN chemical inspector. And in the way proposed, a probe would only result in an Iraqi scenario, the Syrian information minister told RT.

The anti-Assad lobby in the UN is using the chemical weapons scare as a new way to exert political and economic pressure on the Syrian government, the country’s information minister Omran Ahed al-Zouabi told RT.

“First of all, I want to confirm that statements by the US Secretary of State and British government are inconsistent with reality and a barefaced lie,” he told RT. “I want to stress one more time that Syria would never use it – not only because of its adherence to the international law and rules of leading war, but because of humanitarian and moral issues.”

Syria itself made the official request to the UN to investigate the incident in Khan al-Assal, which is an “important and brave step,” al-Zouabi stressed.

“It proves once again that the whole policy of the Syrian government is targeted against use of any kind of weapons of mass destruction by anybody: terrorists, Israel or any other neighboring state,” he said.

The United States pretends that there are no terrorists acting on Syrian territory at the same time being a country “involved in the biggest terror acts in the world,” the minister claimed. “The US is concealing that Qatar is financing terrorists, supply weapons to them. Thus, the US is basically involved in what is happening in Syria.”

The United Nations again pushed on Thursday for unconditional and unfettered access for its team of investigators, which has been on standby in Cyprus since Syria refused it access nearly three weeks ago.

“We do not trust the American and British experts from a political point of view,” al-Zouab explained. “We also do not trust their qualifications. Their aim is to juggle with facts.”

“We won’t mind if Russians would be among the experts, quite the contrary, we only welcome this idea. We are quite sure in their high qualification and ability to clearly see into such matters.”

Experts from Russia and China however were not included in the team to ensure it wasn’t biased, according to the United Nations.

At the time Russian EU envoy Vitaly Churkin criticized “this kind of logic,” saying in that case he “would recommend excluding all NATO countries too.” Syrian officials maintain that they are ready to accept “a neutral and honest technical team to visit the village of Khan al-Assal” in the province of Aleppo.

The Syrian opposition meanwhile is also dead set against the inclusion of Russian and Chinese experts in the investigation team.

“The Russian side has no status allowing it to conduct a fair and impartial criminal investigation,” the Syrian National Council said in a statement, because Russia “is a major supplier of conventional and strategic weapons to the Syrian regime, as well as the main political guarantor of it staying in power.”

“The UN needs to immediately investigate the use of chemical weapons in Syria,” an anonymous member of the council told AFP. “Should it find the regime used such weapons, it must act immediately, at least by imposing a no-fly zone.”

‘9/11 plane’ landing gear fragment found in New York

A rusted 5-foot (1.5-meter)-tall piece of landing gear believed to be from one of the hijacked planes destroyed in the Sept. 11, 2001 attacks has been discovered near the World Trade Center wedged between a luxury apartment building and a mosque site that once prompted virulent national debate about Islam and free speech.

The twisted metal part, jammed in an 18-inch (460-millimeter)-wide sliver of open space between the buildings, has cables and levers on it and is about 17 inches (431 millimeters) wide and 4 feet (1.2 meters) long, New York Police Department Commissioner Raymond Kelly said Friday.

“It’s a manifestation of a horrific terrorist act a block and a half away from where we stand,” he said. “So, sure, it brings back terrible memories to anyone who was here or who was involved in that event.”

Kelly edged down the narrow passageway to look at the object Friday evening, noting there is also a piece of rope intertwined with the part in what looks like a broken pulley that may have come down from the roof of the site of the planned Islamic community center, at 51 Park Place.

The piece of equipment was discovered Wednesday by surveyors inspecting the lower Manhattan site of a planned Islamic community center on behalf of the building’s owner, police said.

An inspector was on the roof and noticed the debris and then called police, who secured the scene, documenting it with photos.

It includes a clearly visible Boeing Co. identification number, New York Police Department spokesman Paul Browne said.

“The odds of this being wedged between there is amazing,” Browne said, adding it was not surprising that it went undiscovered for more than a decade given the location. “It had to have fallen just the right way to make it into that space.”

Other World Trade Center wreckage had been discovered at the buildings and around the area in years past.

Police detectives and National Transportation Safety Board investigators will determine whether the equipment is from the American Airlines plane or the United Airlines plane that slammed into the twin towers on Sept. 11, 2001, destroying the towers and killing nearly 3,000 people.
