Senator Lindsey Graham: Everything that starts with ‘Al’ in the Mideast is bad news

Speaking at an AIPAC dinner, the likely Republican presidential candidate reiterated threat to cut UN funding if Security Council acts against Israel.

“Everything that starts with ‘Al’ in the Middle East is bad news,” said U.S. Senator Lindsey Graham, a Republican from South Carolina at an AIPAC dinner in Boston on Monday. “Al-Qaida, Al-Nusra, Al-Qaida in the Arab Peninsula,” said the senator, who may be running for president.

Graham, who was the keynote speaker at the AIPAC New England Leadership Dinner in Boston, also told the approximately 1,000 pro-Israel attendees, “You will see me in New Hampshire,” former Haaretz investigative journalist Uri Blau has reported on his blog.

The problem – linguistically – with Graham’s comment is that “Al” is the definite article in Arabic (i.e. equivalent to English’s “the”), and usually appears before most Arabic proper nouns, especially place and personal names.

As for relations between the U.S., Israel, and Palestine, Graham said: “If the Palestinians will sue one Israeli soldier who risked his life securing Israel, the US will cut all aid to Palestine.” Reiterating a pledge he made to AIPAC a few months ago, he also threatened to cut off U.S funding to the UN if the UN Security Council pushes through action on behalf of the Palestinians. “I’m gonna put the United Nations on notice,” Graham, a member of the Senate Appropriations Committee said in March, adding that he would go after its funding if the organization “marginalized” Israel. “All the money that goes in to support the State Department comes through my committee.”

Attending the dinner were Massachusetts Senator Elizabeth Warren, Governor Charlie Baker, and Israeli Consul General for New England Yehuda Yaakov, who posted pictures and comments about the event, according to the report.

    * psephology: the study of how people vote in elections > psephologist

David Cameron vows to rule UK as ‘one nation’ but Scottish question looms

The British prime minister, David Cameron, spent Friday evening reshaping his government after winning a sensational second five-year mandate for his Conservative party in a general election result that confounded pollsters and pundits – and shattered the centrist Liberal Democrats, his junior coalition partners since 2010.

The Liberal Democrats leader, Nick Clegg, and Ed Miliband of the Labour party were two of three vanquished party leaders to resign on Friday. The third, Nigel Farage, leader of Britain’s populist anti-European UK Independence party, denounced Britain’s winner-takes-all voting system for giving his party just one seat from 4 million votes cast and a 12.9% share of the vote.

Cameron took 36.9% of the vote – and 331 seats – to Labour’s 30.4% (232 seats), but his victory was achieved at the price of conceding stunning success to the separatist Scottish National party (SNP) north of the border – which could further weaken the 308-year union with England. The risk of Britain leaving the European Union is also now increased.

Cameron repeatedly attacked the SNP during the campaign as likely to drag a minority Labour government to the left if the voters ejected him from power in favour of Miliband.

With the SNP snatching 56 of the 59 Scottish seats on huge swings from Labour in its former heartland, the prime minister will face urgent pressure to woo the disaffected Scots or lose them for ever.

In one of the most dramatic UK election results since Winston Churchill was ousted from 10 Downing Street at the end of the second world war, Cameron emerged from a night of drama with a 12-seat majority over all other parties in the 650-seat House of Commons – 99 clear of his main challenger, Labour’s Miliband, who resigned within hours of realising the scale of his defeat. Labour lost a net 26 seats against the Tories’ 24 net gains.

Barack Obama was one of the first world leaders to send congratulations.

In an emollient statement outside No 10 after visiting Buckingham Palace to inform Queen Elizabeth II that all but unanimous fears of a second hung parliament – one with no majority party – had not materialised, Cameron promised to lead a “One Nation” Tory government now that he was unencumbered by the compromises of coalition with the Lib Dems.

Deploying that well-worn reference to moderate Conservatism – the country club kind, not the Tea Party variety – was an oblique acknowledgement that his tough talk on further benefit cuts for hard-pressed Britons and polarising attacks on the SNP had left him with work to do.

“I want to bring our country together, our United Kingdom together, not least by implementing as fast as we can the devolution that we rightly promised and came together with other parties to agree both for Wales and for Scotland. In short, I want my party, and I hope a government I would like to lead, to reclaim a mantle that we should never have lost – the mantle of One Nation, one United Kingdom,” he said.

Miliband, who had hoped that polls predicting a neck-and-neck result might squeeze Labour into power within days, called the result “difficult and disappointing”. Instead of preparing to appoint key allies to government posts he saw several, including his finance spokesman, Ed Balls, lose their seats.

Clegg, one of only eight out of 57 Liberal Democrat MPs to survive the voters’ wrath, also stepped down.

So did Ukip’s charismatic leader Farage, who failed in his own sixth effort to win a seat, but left the door open for a return after taking the summer off to “enjoy myself”.

Ukip, the rightwing populist party that favours British withdrawal from the European Union, won 4 million votes but only a single seat due to the vagaries of Britain’s electoral system, built for two large parties and now creaking under the weight of many smaller ones. Equally disappointed were the leftwing Greens, with 1 million votes but just one seat to show for it.

Thursday night’s result was a vindication for Cameron’s much-criticised decision to run a largely negative campaign, stressing the risks to Britain’s still-fragile economic recovery of a Labour government that would overspend and drive away investors through taxes aimed at the wealthy and their tax-avoiding practices.

But the prime minister’s victory was partly the product of the relentless Conservative campaign to highlight the dangers of a Labour minority government propped up by the left-leaning SNP – and this polarises Britain in an unprecedented way. Critics have protested that the outcome, a tactical success in England, could accelerate the breakup of the United Kingdom.

It is a development that the US, EU and other allies, including those in Nato, fear because it would weaken Britain’s international standing and place a question over its Trident submarine nuclear defence capability – currently based in Holy Loch in Scotland.

But financial markets responded strongly to news of a Conservative win – which lifted the Labour threat of higher corporate and personal taxes for the City of London, along with more stringent regulation.

The Scottish result may be the more significant overnight development. The SNP, which lost a referendum to end the union with England last September, won all but three of Scotland’s 59 seats, dozens of them from Labour in a region that was once a stronghold for the party and opening the way to significant influence in Britain’s 650-seat Westminster parliament as Cameron’s Conservatives seek to govern with a slender majority.

With Clegg’s own key cabinet allies – including veteran business secretary Vince Cable – also punished with defeat by voters, the deputy prime minister felt he had no choice but to step aside. As with Labour, there is no clear successor to start restoring devastated party morale. Long the repository of third party moderate hopes, his party was blamed for sustaining the Tories rather than restraining them.

The coalition was disliked on the Tory right for supposedly inhibiting true-blue Conservative policies. Freed from the need to give Lib Dems cabinet posts, Cameron will now have more ministerial jobs with which to buy the loyalty of the right of his party. On Friday, he confirmed his chief ally, George Osborne, as chancellor, promoting him to titular “first secretary of state”, and kept other senior ministers in their current positions.

The five-week campaign was marked by negative mud-slinging all round, with Labour accusing Cameron of being an elitist, keen only to protect the rich during the prolonged effects of recession since 2008. Cameron and Osborne could point to a recovery which saw UK growth at 2.8% last year and two million new jobs created, a better performance than that of the struggling eurozone across the English Channel.

But many British voters outside the prosperous south-east of England did not feel the benefit amid low wages and fast-rising house prices. They remained sceptical about all parties’ promises – lower taxes, better services, more housing – but opted, in what appears to have been a late swing to the Tories, for the familiar “safety first” option rather than take a risk with Miliband.

Clegg’s Liberal Democrats, who shocked many supporters by accepting coalition office with the hated Conservatives in 2010, claimed they had helped provide stable government after the banking crisis but paid the price on Thursday. Voters defected back to Labour or to the Tories in large numbers. Rather than split Cameron’s vote, some disaffected Tories reneged on their threat to vote Ukip and stayed at home.

Despite not being a candidate on Thursday – she sits in the Scottish parliament – Scotland’s first minister, Nicola Sturgeon of the SNP, who succeeded Alex Salmond after the 55% to 45% defeat for the independence campaign in September, proved to be the election’s star performer. In TV debates with a combination of up to six rival leaders, she emerged as fluent, confident and determined to put some leftwing fire into a Miliband-led government if she had a veto.

That scenario impressed Labour-voting Scots who flocked to her banner on Thursday and all but wiped out Labour in its northern heartland. Among those seats falling was that held until last month by Gordon Brown, Labour’s UK prime minister from 2007 to 2010. What the SNP triumph means for the long term is the largest question the result poses for Britain.

For now, Labour is due to undergo another leadership contest and as the focus turns to possible candidates questions are already being asked about the willingness of David Miliband – whom younger brother Ed defeated for the leadership in 2005 – to return to Britain and stand again.

David Miliband is now in New York, where he runs the International Rescue refugee charity. At his Upper West Side apartment on Thursday night, a doorman said he had left town for the weekend. “Was he expecting you?”

No, he was told; we’re reporters from the Guardian.

“I think that’s why he left,” the doorman said.

Brian Monteith: SNP only cared about their voice

As the dust settles from the general election result and its historic outcome – historic in the scale of the SNP victory in Scotland and historic in the achievement of a surprise overall majority for the Conservatives – there are questions to be asked about how it was achieved.

One of those questions is how much Nicola Sturgeon contributed to David Cameron’s victory. This is important so as to remind Conservatives that they didn’t just win the election, other parties contributed by losing it; and it is important to other political parties because it might reveal the strategic errors to avoid before the 2016 Holyrood election.

Firstly, it is necessary to remind everyone that the SNP’s impressive achievement of 56 out of 59 seats did not cost Labour the election. The arithmetic shows the Conservatives would still have enjoyed an overall majority even if Labour had won all 59 Scottish constituencies.

What cannot be denied, I believe, is that the prospect of the SNP winning enough of Labour’s Scottish seats to make it a power-broker influenced many people in England, and possibly Wales, to vote Conservative. I say this because during the election campaign I met many people from the Conservatives, Ukip, and of no party at all that told me voters were expressing concern about a left-wing Nicola Sturgeon winning all sorts of concessions from Ed Miliband if he were prime minister of a minority government.

To us in Scotland, this scenario had always been a likelihood, but for those in the rest of the UK, what had crystallised a possibility into a certainty was not just the polls that stubbornly refused to shift as the campaign ran out of time but the impressive performances of Sturgeon in the various TV debates. She came over as more articulate, persistent and quick on her feet than Miliband and more serious and driven than Alex Salmond before her. Everyone could see she would be able to out-think and outmanoeuvre Miliband if the British electorate gave her the chance.

At this point, it is worth stating that I write this column as someone who does not operate in the Holyrood political bubble. In my main profession as an international public relations consultant, I work between London, Edinburgh and overseas. This means I meet and mix with a wide variety of politicians, business people and professionals that have different insights and interests beyond the Scottish Parliament. It is a different world from my time as an MSP at Holyrood and I know it gives me a wider objectivity than that period when I always had to think about the next election I faced and looked at Scottish politics through that prism.

Much of the information and opinion I picked up during the election came from parts of England outside the metropolitan influence, while some people I met were part of the Westminster bubble. I found, on a regular basis, be it in the north, south, east or west of England – even from Labour voters – a concern about what influence the SNP might exert. Be it by the changing of UK economic policy that could unravel the past coalition’s hard-won recovery, the willingness of SNP MPs to vote on English-only spending decisions and laws, or them trying to change our nuclear defence posture, I found people anxious about the SNP.

Interestingly, I found it was the SNP’s left-of-Labour messaging that caused more concern than the prospect of the SNP in the future achieving Scottish independence – an issue that most people outside Scotland simply shrug their shoulders about and say, “Stay or go if you want, but come to a decision and stick to it”.

For those voters in the centre or right-of-centre in England that the SNP was urging to vote Green rather than Labour served only to confirm the SNP would be a malign influence. Urging English and Welsh voters to support Labour, rather than a party that would introduce punitive measures on Scotland’s precarious oil industry, could have given more reassurance about the SNP being a reasonable party that Miliband could do business with. Instead, Sturgeon sought to marginalise Miliband at every opportunity.

The other SNP message that caused people to ponder their votes was Sturgeon’s repeated insistence of her unwillingness to do any deal whatsoever with the Conservatives. Indeed, she boasted she wanted to “lock the Tories out”.

As others more sympathetic to the SNP than me have pointed out, this position meant that if the Conservatives were to form the government, then Scotland could lose out from gaining additional powers simply because of the SNP’s ideological blind spot on working with Tories. Not only was this strange, given that the SNP Scottish Government had relied upon Tory votes in Holyrood between 2007-11, it also demonstrated the SNP was prepared to put party before country.

The position also contradicted the SNP’s core campaign message of giving Scotland a stronger voice. How could this goal be achieved if the SNP would not talk to one half of the potential powers that be, and thus could not be heard, even if a new Conservative or Conservative-led government expressed a willingness to listen and do business?

For many in England, the only way to lock out the SNP was to vote Conservative, because voting for anyone else, even Liberal Democrat, was to run the risk of the SNP having some leverage. Ukip people complained to me that some supporters were returning to the Conservative fold, while Tories confirmed this intelligence. Cameron’s campaign seized the moment and campaigned on the issue incessantly.

This brings us to the next question that must be asked: why, if Sturgeon was so committed to stopping a Conservative government, did she not do more to help Labour in England and Wales by advocating support for Miliband, dampening-down her left-of-centre rhetoric to appear less of a threat, and expressing a reasonableness in being willing to work with any UK government? Surely the SNP’s own political intelligence told Sturgeon she was scaring voters into voting Tory?

The only conclusion is that defeating “Blue Labour” in Scotland was more important than anything else. The SNP is now in pole position to win the Holyrood elections in 2016 which, following the referendum defeat, has always been its goal. Only through four more years of power can it do what it wants, including a second referendum, and that comes before a stronger voice for Scotland.

Earthquakes suggest new tectonic plate is forming

A new study suggests that two recent earthquakes may indicate a literal seismic shift in our understanding of tectonic plate movements.

Massive earthquakes under the Indian Ocean that took place last spring are the largest of their kind ever recorded. The 8.7 magnitude quake, followed by a 8.2 magnitude aftershock, could signal the formation of a new plate boundary under the Earth.

While not the largest earthquakes ever recorded, the two quakes are notable for their unusual location. The majority of earthquakes are known as thrust faults: massive sheets of rock sliding over or under another block along a fault line. The two earthquakes recorded in April were strike-slip faults, where one block of rock slides alongside another. The April quakes, which took place off the coast of Indonesia, are the largest slip-strike faults ever observed.

Additionally, the two earthquakes took place within a plate, rather than on its edge. According to a study published in the journal Nature, the quakes were part of the breakup of the Indian and Australian subplates under the Indian Ocean. The study also increased the magnitude of the initial earthquake to 8.7 – a significant increase in power as the Richter scale which is used to gauge the magnitude of earthquakes increases logarithmically rather than linearly.

Researchers believe the earthquakes were the result of the Indo-Australian plate rending itself apart. Seismologists have suspected the plate might be breaking apart since the 1980’s. But the April earthquakes are the clearest evidence yet of this phenomenon. As one scientist wrote, “The long-term scenario is that a nascent plate tectonic boundary is forming: the Australian plate is becoming detached from the Indian plate.”

This detachment will take several million years to complete, but research suggests more earthquakes like the ones in April will become increasingly likely in the future.

April 2012 intra-oceanic seismicity off Sumatra boosted by the Banda-Aceh megathrust

Large earthquakes nucleate at tectonic plate boundaries, and their occurrence within a plate’s interior remains rare and poorly documented, especially offshore. The two large earthquakes that struck the northeastern Indian Ocean on 11 April 2012 are an exception: they are the largest strike-slip events reported in historical times1, 2 and triggered large aftershocks worldwide3. Yet they occurred within an intra-oceanic setting along the fossil fabric of the extinct Wharton basin, rather than on a discrete plate boundary4, 5, 6, 7, 8. Here we show that the 11 April 2012 twin earthquakes are part of a continuing boost of the intraplate deformation between India and Australia that followed the Aceh 2004 and Nias 2005 megathrust earthquakes, subsequent to a stress transfer process recognized at other subduction zones9, 10. Using Coulomb stress change calculations, we show that the coseismic slips of the Aceh and Nias earthquakes can promote oceanic left-lateral strike-slip earthquakes on pre-existing meridian-aligned fault planes. We further show that persistent viscous relaxation in the asthenospheric mantle several years after the Aceh megathrust explains the time lag between the 2004 megathrust and the 2012 intraplate events. On a short timescale, the 2012 events provide new evidence for the interplay between megathrusts at the subduction interface and intraplate deformation offshore. On a longer geological timescale, the Australian plate, driven by slab-pull forces at the Sunda trench, is detaching from the Indian plate, which is subjected to resisting forces at the Himalayan front

Unusual Indian Ocean earthquakes hint at tectonic breakup

April 2012 quakes occurred away from plate edges, suggesting formation of a new boundary.

A pair of massive earthquakes that rocked the Indian Ocean on 11 April 2012 may signal the latest step in the formation of a new plate boundary within Earth’s surface.

Geological stresses rending the Indo-Australian plate apart are likely to have caused the magnitude-8.6 and magnitude-8.2 quakes, which broke along numerous faults and unleashed aftershocks for 6 days afterwards, according to three papers published online today in Nature1–3.

Seismologists have suspected since the 1980s4 that the Indo-Australian plate may be breaking up. But the 11 April earthquakes represent “the most spectacular example” of that process in action, says Matthias Delescluse, a geophysicist at the Ecole Normale Supérieure in Paris and lead author of the first paper1. Worldwide, “it’s the clearest example of newly formed plate boundaries,” he says.

According to prevailing theories of plate tectonics, the Indo-Australian plate began to deform internally about 10 million years ago. As the plate moved northwards, the region near India crunched against the Eurasian plate, thrusting the Himalayas up and slowing India down. Most scientists think that the Australian portion forged ahead, creating twisting tensions that are splitting the plate apart in the Indian Ocean.

Delescluse and his team inferred the presence of these seismic stresses by modelling stress changes from shortly before the 2012 earthquakes. They found that two earlier earthquakes along the eastern plate boundary — the magnitude-9.1 tremor in 2004 that unleashed a massive tsunami across the Indian Ocean, and another quake in 2005 — probably triggered the 2012 event by adding to pent-up stresses in the plate’s middle region.

Gregory Beroza, a seismologist at Stanford University in Palo Alto, California, says that the model is a likely explanation. “The 2004 and 2005 earthquakes by themselves would not have caused this other earthquake. There had to be other stresses,” he says.

    Slip-sliding away
Most large earthquakes occur when two plates collide at their boundaries, and one plate slides beneath the other. By contrast, when plates or portions of plates slip horizontally along a fault line, this usually results in smaller, ‘strike-slip’ earthquakes.

However, the first 11 April event defied expectations as the largest strike-slip earthquake on record, and one of the strongest to occur away from any conventional plate boundaries.

In the second study2, researchers found that the accumulated stresses spread over the plate’s interior broke free in the first 11 April event, resulting in one of the most complex fault patterns ever observed. Unlike most earthquakes that shake along a single fault, this one ruptured along four faults, one of which slipped as much as 20–30 metres.

“This earthquake, it was a ‘gee whiz’,” says study author Thorne Lay, a seismologist at the University of California, Santa Cruz.

Previous work had already identified multiple strike-slip faults for the magnitude-8.6 earthquake5, but no other study had analysed the slip amounts in such detail. Beroza says that Lay and his team “do a splendid job of picking apart this very important earthquake” in their paper.

    Lasting impressions

Although much attention has focused on how the earthquakes played out, some researchers are also studying the after-effects of the giant tremor. In a third study3, scientists found that for six days following the event, earthquakes of magnitude 5.5 and greater occurred at almost five times their normal rate all around the world.

“Aftershocks are usually restricted to the immediate vicinity of a main shock,” says lead author Fred Pollitz, a geophysicist at the US Geological Survey in Menlo Park, California. He says that the 11 April example should challenge conventional definitions of how soon and how close aftershocks can occur to large earthquakes.

“Every earthquake is important to study, but this earthquake is rather unique,” says Hiroo Kanamori, a seismologist at the California Institute of Technology in Pasadena. With so many unusual characteristics to examine, the 11 April earthquake sequence may continue for some time to expand researchers’ ideas of how earthquakes can occur.

Lunch with the FT: Saikhanbileg Chimed

Over mutton, Mongolia’s prime minister talks about foreign investment, China and Twitter

At the Marshal House, a pastel peach building in the centre of the Mongolian capital Ulaanbaatar, it feels like time has stopped. A tall soldier waves me through ornate iron gates while another lights a fire against the cold spring air in the grand reception room. The thick carpets, full-length drapes and square marble columns exude the lavish but cold formality of Soviet architecture: in the first half of the 20th century this was the residence of Marshal Choibalsan, who ruled with a bloody fist during Mongolia’s early decades as a satellite of the USSR.

Today the country is independent. The huge copper and coal deposits in the Gobi desert that powered its GDP to $11.7bn from just $1.1bn 10 years ago have given rise to the nickname “Minegolia”. The stately routines of the Marshal House are a sharp contrast with the rest of the city: once low-rise and drab, it now boasts glass-and-steel skyscrapers and glitzy billboards, and the roads are crowded with SUVs. Almost half of Mongolia’s 3m people live in Ulaanbaatar; each year, a further 10,000 families migrate here from the vast steppes and desert that make up the world’s second-largest landlocked country. They are lured by the same promise of wealth that has attracted foreign miners and bankers.

But all is not well. Mongolia’s economy has been hit by the crash in commodities prices and a steep drop in foreign investment. The currency is weakening and companies are starting to default on bank loans. I am here to meet Saikhanbileg Chimed, Mongolia’s youngest-ever prime minister, and the man charged with averting a looming economic crisis.

Last November, Saikhanbileg cobbled together a “grand coalition” of parties with a mandate to get Mongolia’s economic house in order. He is currently in a race to push through his agenda before the summer, when the beginning of the next election campaign season will test his coalition’s unity. The prime minister appears tense but defiant: he believes the foreign investment community isn’t giving Mongolia credit for what has been done so far. “In the last two or three years, the Mongolian government has been seen as 100 per cent the guilty party [in any investment dispute],” he complains. “In real life, it is never like that. Even between husband and wife, it is 60-40, 70-30, never 100-zero.”

If it were truly the government’s intention not to let foreigners into Mongolia, he says, there would be no reason for him to have lunch with me. “When we had this big boom, big investment, some people thought, ‘This is such an easy thing — why do we need investment?’ ‘We can just do it by ourselves, why do we need the westerners’ money?’ But it’s not the case, you know.”

    . . .

At 46, Saikhanbileg is the standard-bearer for the post-Soviet generation of tech-savvy, western-oriented Mongolians. He was a popular television reporter before he first ran for parliament. After decades of staid, communist broadcasting, Mongolians were fascinated by the tall, handsome and politically passionate young correspondent. Many can still mimic his signature sign-off, “Don’t change the channel!”

Today, Saikhanbileg still has some of the television reporter about him. Describing the country’s transformation since its first democratic elections in 1990, he moves his hands along the white tablecloth, as if editing an imaginary piece of film. “We are cutting, putting what the west has experienced in 200-300 years into 25 years,” he says. “It is a quite difficult job. There have been a lot of cuts, a lot of edits, a lot of short-cuts in terms of timing.”

Saikhanbileg’s own life has mirrored those changes. Fluent in Russian, he studied history in Moscow in the late 1980s, and law in newly democratic Mongolia in the 1990s before earning a law degree from George Washington university, Washington DC, in 2002. His generation was, he says, “very lucky”. “Our childhood and young years were spent under a totalitarian regime, so we somehow understand North Koreans right now, Cubans right now, because we were the same. Now, for 25 years, we have been in a western free democracy, free market economy, so we can also understand what the western world looks like. In these 25 years, a very small period of time, we have experienced a rollercoaster, seeing what sunny days and rainy days look like.”

In the sunny days of the mining boom, politicians “divided the pelt before killing the bear”, to use a Mongolian expression. They pledged mining revenues that had yet to materialise and demanded greater shares for the state, fearful that Mongolia was giving away its wealth too cheaply. Now, the boom has gone and the rain arrived. Foreign investment — which at its height in 2011 accounted for half Mongolia’s GDP — has plummeted in the past few years, along with metal prices. The downturn is a severe blow to one of the world’s most resource-dependent economies. Unemployment is at 7.7 per cent and is a particular problem in the “ger” districts — informal settlements of circular yurts — that house the capital’s rising population of migrants, where average incomes are only a few hundred dollars a month. Worse, $1.08bn in international bonds become due in two years, an amount equal to about one-tenth of current GDP.

Attracting more foreign investment would make it easier to refinance the debt. The biggest chunk of that investment would come from a proposed expansion of the giant Oyu Tolgoi copper mine in the Gobi desert. Negotiating with developer Rio Tinto, one of the world’s largest mining companies with a market capitalisation five times the size of the Mongolian economy, has not been easy. Nonetheless, shortly after we meet Saikhanbileg announces on national television that he has a deal “in principle” to move ahead on expanding Oyu Tolgoi as well as a huge coal mine.

Foreigners have complained of Mongolia’s rapidly gyrating policies but, says Saikhanbileg, they must learn to live with the country’s still young democratic process. “Do you want Mongolia to be a totalitarian society under one khan’s rule, making one decision that everyone will follow? That’s not the case. We made this decision 25 years ago and that’s why there will be a majority, there will be a minority, there will be critics and there will be supporters,” he says.

Even so, the Mongolian government was recently shaken by an international arbitration panel’s award of $100m to Canadian-listed Khan Resources, whose uranium prospect near Saikhanbileg’s birthplace in the far eastern province of Dornod was nationalised in 2010. (Payment talks broke down completely after the chief executive of Khan died from diabetes complications in a Mongolian hotel in April and Mongolia said it would seek to annul the award.) When I raise the subject, Saikhanbileg is immediately agitated. “I don’t get why just one arbitration case and just $100m is talked about as if it is an earthquake!” Other countries have faced arbitration claims too, he exclaims, so there is no reason to put Mongolia “under a microscope”.

    . . .

A broth with tiny round dumplings arrives. Saikhanbileg breaks the tension by telling me it is a favourite Mongolian dish. I ask him about the previous serving — a sweet and oily warm cheese offering with chewy curds that comes in a metal cup. “It was cheese in a special Mongolian way. I didn’t notice what I had but it was cheese,” he says. Was he too upset over my question about Khan Resources to notice? I ask. He laughs and relaxes. “I was not upset!”

We consult a waiter, who explains that it was cheese julienne. A French dish, or Mongolian? I wonder, betraying my ignorance of haute cuisine. Saikhanbileg looks baffled. “It’s hard to say, but the cheese is Mongolian, that’s for sure.” This is followed by a dish consisting of mutton minced with carrots and greens but mysteriously reattached to the rib, as if it were the original cut. Another Mongolian speciality?

“It is sheep.” Saikhanbileg emits a surprisingly realistic bleat for clarification. Like most other Mongolians I have met this week, the PM leaves the side serving of vegetables untouched.

Vegetables remain rare and expensive here, so their presence at mealtimes is one more sign of changing times in Mongolia, where the traditional staple food is lamb. The jarring slide from dependence on the Soviet Union to dependence on mining has left many anxious. One woman I met in Ulaanbaatar phrased it this way: “In the city we worry about pollution, for the countryside it is the environmental damage, and we don’t know if there will be anything left for our children.”

The destruction of the nomadic lifestyle and the grasslands in Inner Mongolia was the subject of a recent hit Chinese movie, Wolf Totem, that transfixed Ulaanbaatar, though Saikhanbileg says he has yet to see it. Only 300,000 of Mongolia’s nearly 3m people are still nomads but this past remains a large part of Mongolians’ identity. According to Saikhanbileg it also plays a part in the national discord over foreign mining investment. “The nomadic style of life makes people adapt very quickly to any circumstances,” he says. “Every person is a decision maker. You talk about why Mongolians are not so unified in a specific area — this is the mentality.”

    . . .

Earlier this year, in an attempt to get a popular mandate to negotiate the Oyu Tolgoi mine, Saikhanbileg launched a referendum by text message. Mobile phone owners were asked to choose between two evils: big mining projects or austerity. Ten per cent of the population responded, with 56 per cent choosing mining, but the exercise in direct democracy left many Mongolians fuming that it was not a fair question. “It’s like being asked to choose between your mother and your mother-in-law, when what you really want is your wife,” groused one blogger.

For his part, Saikhanbileg says he was pleased by the level of response to the poll. “I did not expect that 365,000 people would participate. That is a big number in Mongolia.” Yet there is one glaring gap in the prime minister’s efforts to build a national consensus: he is not on Twitter. It’s a striking absence in a society where both politicians and the populace tweet constantly. Accusations of corruption or selling out to foreigners fly thick and fast on social media.

“That’s not the approach for me,” confesses Saikhanbileg, who throughout his political career has avoided personal scandal. “I have official channels to introduce myself to society and people. So that’s why it is better not to engage with someone criticising you on Twitter.”

He has, however, gone on TV to complain about online personal attacks. His wife, a former model, runs a beauty spa in Ulaanbaatar and he keeps his young children out of the limelight. “When this offence is on your private life, on your wife and children, it is really hard to accept,” he says. “I lost my very happy youth under the public eye, when I was a TV anchor and entered politics. I didn’t have the chance like a normal young guy to go to nightclubs, dance or whatever. It was always under somebody’s surveillance.” Anyway, he points out, as prime minister, “there is no physical time” for Twitter and it would feel fake to have a staffer do it for him.

The arrival of green tea to end the meal seems like a good time to ask about Mongolia’s powerful neighbours. Attracting western investment is one way to keep Russia and China at bay — what Mongolia calls its “third neighbour” policy. But Mongolians also fear foreigners will flip attractive projects to Chinese buyers. Already the country’s main oilfield is operated by China National Petroleum Corp, after being sold by an American company.

Just on the other side of the Gobi desert, China boasts a population 500 times the size of Mongolia’s. In Ulaanbaatar rising nationalism is coupled with anxiety that the country is slipping into a satellite state of China, so quickly after shrugging off Russia’s embrace. Nearly everyone I met mentioned turning to China for loans as a last resort if the next few years got really tough. But no one liked the idea. “It’s hard to explain,” Saikhanbileg says, slowing down for the first time. The threat of Chinese incursion from the south “was the issue during the past 800 years, maybe more than 1,000 years.” He pauses. “The good thing is that people are concerned about this. As long as the concern is there, we will be in good shape.”

In a sign of the times, the PM is trying to learn some Chinese. He finds the pronunciation hard. If you don’t have time for Twitter, surely you don’t have time to learn Chinese, I suggest.

“For any prime minister the hardest thing is that economic problems, other issues, they never end,” he admits. “Spending time with family, with the children, this type of thing needs to be sacrificed.” But, he finishes: “It’s also a good opportunity to perform something, to achieve something.”

John F. Nash Jr., Math Genius Defined by a ‘Beautiful Mind,’ Dies at 86

John F. Nash Jr., a mathematician who shared a Nobel Prize in 1994 for work that greatly extended the reach and power of modern economic theory and whose long descent into severe mental illness and eventual recovery were the subject of a book and a film, both titled “A Beautiful Mind,” was killed, along with his wife, in a car crash on Saturday in New Jersey. He was 86.

Dr. Nash and his wife, Alicia, 82, were in a taxi on the New Jersey Turnpike in Monroe Township around 4:30 p.m. when the driver lost control while veering from the left lane to the right and hit a guardrail and another car, Sgt. Gregory Williams of the New Jersey State Police said.

The couple were ejected from the cab and pronounced dead at the scene. The State Police said it appeared that they had not been wearing seatbelts. The taxi driver and the driver of the other car were treated for injuries. No criminal charges had been filed on Sunday.

The Nashes were returning home from the airport after a trip to Norway, where Dr. Nash and Louis Nirenberg, a mathematician from New York University, had received the Abel Prize from the Norwegian Academy of Science and Letters.

Dr. Nash was widely regarded as one of the great mathematicians of the 20th century, known for the originality of his thinking and for his fearlessness in wrestling down problems so difficult that few others dared tackle them. A one-sentence letter written in support of his application to Princeton’s doctoral program in math said simply, “This man is a genius.”

“John’s remarkable achievements inspired generations of mathematicians, economists and scientists,” the president of Princeton, Christopher L. Eisgruber, said on Sunday, “and the story of his life with Alicia moved millions of readers and moviegoers, who marveled at their courage in the face of daunting challenges.”

Russell Crowe, who portrayed Dr. Nash in the 2001 film adaptation of “A Beautiful Mind,” posted on Twitter that he was “stunned” by the deaths. “An amazing partnership,” he wrote. “Beautiful minds, beautiful hearts.”

Dr. Nash’s theory of noncooperative games, published in 1950 and known as Nash equilibrium, provided a conceptually simple but powerful mathematical tool for analyzing a wide range of competitive situations, from corporate rivalries to legislative decision-making. Dr. Nash’s approach is now pervasive in economics and throughout the social sciences and applied in other fields as well, including evolutionary biology.

Harold W. Kuhn, an emeritus professor of mathematics at Princeton and a longtime friend and colleague of Dr. Nash’s who died in 2014, once said, “I think honestly that there have been really not that many great ideas in the 20th century in economics, and maybe, among the top 10, his equilibrium would be among them.” A University of Chicago economist, Roger Myerson, went further, comparing the impact of the Nash equilibrium on economics “to that of the discovery of the DNA double helix in the biological sciences.”

Dr. Nash also made contributions to pure mathematics that many mathematicians view as more significant than his Nobel-winning work on game theory. In one he solved an intractable problem in differential geometry derived from the work of the 19th century mathematician G. F. B. Riemann.

His achievements were the more remarkable, colleagues said, for being presented in papers published before he was 30.

“Jane Austen wrote six novels,” said Barry Mazur, a professor of mathematics at Harvard who was a freshman at M.I.T. when Dr. Nash taught there. “I think Nash’s pure mathematical contributions are on that level. Very, very few papers he wrote on different subjects, but the ones that had impact had incredible impact.”

To a wider audience Dr. Nash was probably best known for his life story, one of dazzling achievement, devastating loss and almost miraculous redemption. The tale of Dr. Nash’s brilliant rise, the years lost to schizophrenia, his return to rationality and his receiving the Nobel — retold in a biography by Sylvia Nasar and in the Oscar-winning film, which also starred Jennifer Connelly as Alicia Nash — captured the public mind as a portrait of the destructive force of mental illness and the stigma that can hound those who suffer from it.

    Arrogant, Ambitious and Odd

John Forbes Nash was born on June 13, 1928, in Bluefield, W.Va. His father, John Sr., was an electrical engineer. His mother, Margaret, was a Latin teacher.

As a child, John Nash may have been a prodigy, but he was not a sterling student, Ms. Nasar noted in a 1994 article in The New York Times. “He read constantly. He played chess. He whistled entire Bach melodies,” she wrote.

In high school he stumbled across E. T. Bell’s book “Men of Mathematics,” and soon demonstrated his own mathematical skill by independently proving a classic Fermat theorem, an accomplishment he recalled in an autobiographical essay written for the Nobel committee.

Intending to become an engineer like his father, he entered Carnegie Mellon University (then called Carnegie Institute of Technology) in Pittsburgh. But he chafed at the regimentation of the coursework and switched to mathematics, encouraged by professors who recognized his mathematical genius.

Receiving his bachelor’s and master’s degrees from Carnegie, he arrived at Princeton in 1948. It was a time of great expectations, when American children still dreamed of growing up to be physicists like Einstein or mathematicians like the brilliant Hungarian-born polymath John von Neumann, both of whom attended the afternoon teas at Fine Hall, the home of the math department.

John Nash, tall and good-looking, became known for his intellectual arrogance, his odd habits — he paced the halls, walked off in the middle of conversations and whistled incessantly — and his fierce ambition, his colleagues have recalled.

He invented a game, known as Nash, that became an obsession in the Fine Hall common room. (The same game, invented independently in Denmark, was later sold by Parker Brothers as Hex.) He also took on a problem left unsolved by Dr. von Neumann and Oskar Morgenstern, the pioneers of game theory, in their now-classic book, “Theory of Games and Economic Behavior.”

Dr. von Neumann and Dr. Morgenstern, an economist at Princeton, addressed only so-called zero-sum games, in which one player’s gain is another’s loss. But most real-world interactions are more complicated; players’ interests are not directly opposed, and there are opportunities for mutual gain. Dr. Nash’s solution, contained in a 27-page doctoral thesis he wrote when he was 21, provided a way of analyzing how each player could maximize his benefits, assuming that the other players would also act to maximize their self-interest.

This deceptively simple extension of game theory paved the way for economic theory to be applied to an array of situations besides the marketplace.

“It was a very natural discovery,” Dr. Kuhn said. “A variety of people would have come to the same results at the same time, but John did it and he did it on his own.”

    Brilliance Turns Malignant

After receiving his doctorate at Princeton, Dr. Nash worked as a consultant to the RAND Corporation and as an instructor at M.I.T. while continuing to attack problems that no one else could solve. On a dare, he developed an entirely original approach to a longstanding problem in differential geometry, showing that abstract geometric spaces called Riemannian manifolds could be squished into arbitrarily small pieces of Euclidean space.

As his career flourished and his reputation grew, however, Dr. Nash’s personal life became increasingly complex. A turbulent romance in Boston with a nurse, Eleanor Stier, resulted in the birth of a son, John David Stier, in 1953. Dr. Nash also had a series of relationships with men, and while at RAND in the summer of 1954 he was arrested in a men’s bathroom for indecent exposure, according to Ms. Nasar’s biography. And doubts about his accomplishments gnawed at him: Two of mathematics’ highest honors, the Putnam Competition and the Fields Medal, had eluded him.

In 1957, after two years of on-and-off courtship, he married Alicia Larde, an M.I.T. physics major from an aristocratic Central American family and one of only 16 women in the class of 1955.

“He was very, very good looking, very intelligent,” Ms. Nash told Ms. Nasar. “It was a little bit of a hero-worship thing.”

But early in 1959, with his wife pregnant with their son, John, Dr. Nash began to unravel. His brilliance turned malignant, leading him into a landscape of paranoia and delusion, and in April he was hospitalized at McLean Hospital, outside Boston, sharing the psychiatric ward with, among others, the poet Robert Lowell.

It was the first step of a steep decline. There were more hospitalizations. Dr. Nash underwent electroshock therapy and fled for a while to Europe, sending cryptic postcards to colleagues and family members. For many years he roamed the Princeton campus, a lonely figure scribbling unintelligible formulas on the same blackboards in Fine Hall on which he had once demonstrated startling mathematical feats.

Though game theory was gaining in prominence, and his work cited ever more frequently and taught widely in economics courses around the world, Dr. Nash had vanished from the professional world.

“He hadn’t published a scientific paper since 1958,” Ms. Nasar wrote in the 1994 Times article. “He hadn’t held an academic post since 1959. Many people had heard, incorrectly, that he had had a lobotomy. Others, mainly those outside of Princeton, simply assumed that he was dead.”

Indeed, Dr. Myerson recalled in a telephone interview that one scholar who wrote to Dr. Nash in the 1980s to ask permission to reprint an article received the letter back with one sentence scrawled across it: “You may use my article as if I were dead.”

    Reaching a ‘Watershed’

Still, Dr. Nash was fortunate in having family members, colleagues and friends who protected him, got him work and in general helped him survive. Ms. Nash divorced him in 1963, but continued to stand by him, taking him into her house to live in 1970. (The couple married a second time in 2001.)

Ms. Nash supported her ex-husband and her son by working as a computer programmer, with some financial help from family, friends and colleagues.

By the early 1990s, when the Nobel committee began investigating the possibility of awarding Dr. Nash its memorial prize in economics, his illness had quieted. He later said that he had simply decided that he was going to return to rationality. “I emerged from irrational thinking, ultimately, without medicine other than the natural hormonal changes of aging,” he wrote in an email to Dr. Kuhn in 1996.

Colleagues, including Dr. Kuhn, helped persuade the Nobel committee that Dr. Nash was well enough to accept the prize — he shared it with two economists, John C. Harsanyi of the University of California at Berkeley, and Reinhard Selten of the Rheinische Friedrich-Wilhelms University in Bonn, Germany — and they defended him when some questioned giving the prize to a man who had suffered from a serious mental disorder.

The Nobel, the publicity that attended it and the making of the film were “a watershed in his life,” Dr. Kuhn said of Dr. Nash. “It changed him from a homeless unknown person who was wandering around Princeton to a celebrity, and financially it put him on a much better basis.”

Dr. Nash is survived by his sons, John David Stier and John Charles Martin Nash, and a sister, Martha Nash Legg.

He continued to work, traveling and speaking at conferences and trying to formulate a new theory of cooperative games. Friends described him as charming and diffident, socially awkward, a little quiet, with scant trace of the arrogance of his youth.

“You don’t find many mathematicians approaching things this way now, barehandedly attacking a problem,” the way Dr. Nash did, Dr. Mazur said.

    Correction: May 24, 2015
An earlier version of this obituary misstated the title of a book by E.T. Bell. It is “Men of Mathematics,” not “Men and Mathematics.” It also misstated the poet with whom Dr. Nash spent time in the psychiatric ward at McLean Hospital. It was Robert Lowell, not Ezra Pound.

No sign of amending constitution, says 88 Generation

The opposition National League for Democracy and 88 Generation Peace and Open Society both slammed the government yesterday for its lack of progress on constitutional reform despite popular support for the changes demonstrated during a massive campaign last year.

“Although the two [parliamentary] houses are trying to implement amendments to the constitution, we have seen no tangible outcomes on that,” said U Tin Oo of the NLD during a conference at the party’s Shwegonedaing headquarters.

The NLD last year began a countrywide petition aimed at upending section 436 of the military-crafted constitution, which ensures the military’s veto power. The disputed section requires more than three-quarters of parliament to approve any amendments, and since one-quarter of the seats are reserved for the military, with another half held by the military-aligned Union Solidarity and Development Party (USDP), the section allots de facto power to the top brass.

The NLD’s campaign to amend the disputed section received 5 million signatures of support over eight weeks.

“Five million signatures! And support is much more than this since we even couldn’t reach to almost any of the ethnic areas and some of the rural areas,” said Ko Min Ko Naing, a leader of 88 Generation.

In a joint statement released yesterday, the groups said there could be no hope of real political reform in Myanmar if the constitution conundrum was not resolved.

“Without amending the 2008 constitution, there can be no peace-building processes. The privileged and repressive constitution must be amended to solve objective problems,” it said.

The NLD and Generation 88 group have also demanded a second section of the constitution, article 59(f), be amended as it prohibits Daw Aung San Suu Kyi from taking the presidential office because her two sons are not citizens of Myanmar.

The NLD has so far refused to commit to participating in the upcoming general elections, saying it will decide after the Union Election Commission announces the official date.

Sri Lanka: Balancing Ties Between China and the West

The country’s foreign policy has shifted significantly since the elections. Will that continue?

Sri Lanka’s geostrategic position has made it the target for diplomatic courting from a range of regional players, including China, India, and Japan. Under the tenure of former Sri Lankan President Mahinda Rajapaksa, Colombo had catered especially to China and openly accepted Beijing’s development assistance in return for China’s development of major maritime ports. These plans and the friendly policy toward China have been altered since the election this past January of Maithripala Sirisena, ending the reign of the once powerful Rajapaksa.

The Sirisena administration has shown no hesitation in changing the pro-China policy of Rajapaksa while also looking to repair the damage done to Colombo’s ties with the United States, India, and the European Union. The temporary suspension of the Colombo Port City project was one of the initial moves of the new administration. In addition, other mega projects funded by Beijing were also halted and tenders were cancelled. For example, the Sirisena administration suspended the execution of the Northern Expressway until a proper investigation is conducted in determining whether the Rajapaksa administration had inflated the costs of the project. The South Asia Analysis Group, an Indian think-tank, had portrayed the Lotus Tower as a façade that may conceal China’s “assassin’s mace” weapons, given the involvement of China National Electronic Import and Export Corporation (CNEIEC) and the Chinese Aerospace Long-March International Trade (CALMIT).

Realizing that such moves may have adverse repercussions on the “strategic cooperative partnership” between the two countries, China’s Assistant Minister of Foreign Affairs made an official visit to Sri Lanka from February 5 to 7, 2015 as a special envoy of the Chinese government. Moreover, to accommodate Indian concerns over the growing strategic relationship between Colombo and Beijing, Chinese President Xi Jinping has talked up a trilateral partnership between China, India, and Sri Lanka. Despite this, relations between Colombo and Beijing were dealt another setback after the Sirisena administration recently declined to grant permission for Chinese vessels to dock in Sri Lanka. Given the growing rift between China and Sri Lanka, Beijing cemented its “all-weather friendship” with Pakistan by inking $46 billion in energy and infrastructure investment deals.

From the Chinese perspective, there have been some significant efforts aimed at mitigating any potential damage to the bilateral relationship as a result of Colombo’s leadership transition. In response to the change, Beijing extended a formal invitation for Sirisena to visit China this past March. The trip, which took place alongside Sirisena’s attendance at the Boao Forum, was clouded by Colombo’s decision to suspend Chinese-led development of the port in Colombo. That decision was a significant blow to Beijing’s plans for a “Maritime Silk Road” and its One Belt, One Road policy that would improve connectivity in South Asia.

Meanwhile, India remains concerned about the inroads made by the Chinese in its own backyard. New Delhi is naturally cautious about growing Chinese investments in Mega Projects and infrastructure development projects in Sri Lanka. Moreover, India remains wary of China’s so-called “String of Pearls” and the Maritime Silk Road in which Sri Lanka was earmarked as a hub. India’s anxiety was amplified when the Rajapaksa administration twice facilitated the docking of Chinese submarines in Colombo in September and November 2014.

Rajapaksa had reiterated through his election manifesto titled “Mahinda Chinthanaya” that he would follow a non-aligned foreign policy. Yet Rajapaksa’s Sri Lanka was clearly tilted more towards China. A multitude of factors, including hostile policies adopted by the West, pressures exerted by the United Nations Human Rights Council, India’s lack of participation in Sri Lanka’s infrastructure development projects, and the machinations of the Tamil diaspora pushed Colombo towards Beijing.

This situation has changed significantly with Sirisena’s election. His state visit to India marked a new chapter in Indo-Lanka relations. The visits came with the ulterior motive of restoring ties between the two countries to a state of “irreversible excellence.” A reciprocal visit by Prime Minister Narendra Modi further strengthened bilateral neighbors. Sri Lankan Foreign Minister Mahanama Samaraweera also went to Brussels in the hope of bolstering ties with the European Union. Discussions held with his Belgian counterpart and with members of the European Parliament focused on Sri Lanka’s compliance with international fishing regulations and the process of re-qualifying for Generalized Scheme of Preferences Plus (GSP+) tariff concessions.

U.S. Secretary of State John Kerry’s visit in May to Sri Lanka marked another paradigm shift in Sri Lanka’s foreign policy orientation with the West. Although Kerry did not pledge much-needed financial assistance to Sri Lanka, he did announce the beginning of an annual bilateral dialogue and insisted that the U.S. would “immediately send experts to advise the new government on economic growth, trade and investment.” Moreover, the two sides agreed to “renew, revive and strengthen relations between the United States and Sri Lanka.” Kerry also cited reconciliation, justice and accountability, advancement of human rights, and strengthening of democratic institutions as four possible areas of U.S.-Sri Lanka cooperation.

This growing understanding between Washington and Colombo is to further grow in diverse spheres and will be reinforced by a proposed visit from U.S. President Barack Obama. A senior Sri Lankan Navy delegation landing onboard the U.S. Navy’s aircraft carrier Carl Vinson, off the coast of Sri Lanka a few days prior to Kerry’s visit, was another sign of the renewed military cooperation between the two countries.

The Sirisena government is a minority government and as such has encountered many legislative obstacles, including gridlock. The Sri Lanka Freedom Party (SLFP) controls a strong opposition and a majority of its members are enthusiastic about bringing Mahinda Rajapaksa back as prime minister. In this context, with the intention of forming a majority government, the United National Party (UNP) is determined to hold early general elections before September. It is unclear whether the SLFP, the UNP, or a national government will come to power and whether the recalibrated foreign policy will continue or be scrapped. In the meantime, former Minister of International Development of Norway Erik Solheim, subsequent to his meeting with the UN High Commissioner Zeid bin Ra’ad, remarked that Sri Lanka could expect a report in September that would “contain surprises.”

The next elections will determine whether Sri Lanka opposes or cooperates with the UN Human Rights Council, and whether it aligns with the East or the West.
